Definition
Tech Provider: A Tech Provider is a software company that builds on the WhatsApp Business Platform and onboards other businesses to it through Meta's Embedded Signup, but is not a Meta Business Partner and has no credit line. Its clients pay Meta directly with their own payment method, or through a Solution Partner's credit line. A Tech Provider that is or can become a Meta Business Partner is called a Tech Partner.
Also called: WhatsApp Tech Provider, ISV (independent software vendor), Tech Partner (when also a Meta Business Partner)
How a Tech Provider works
A Tech Provider owns a Meta app with WhatsApp permissions. Its customers click a button in the provider's software, go through Embedded Signup, and grant that app access to their WhatsApp Business Account. From then on the software sends and receives messages for them through the Cloud API.
What a Tech Provider does not have is a credit line. Meta's charges for the client's messages are therefore paid in one of two ways:
- The client adds a card or other payment method to its own WhatsApp account.
- The client's account is attached to a Solution Partner's credit line, often through a Multi-Partner Solution.
Since 3 Oct 2025, Meta no longer requires access verification to become a Tech Provider.
Onboarding caps
Meta limits how fast a provider can add new clients through Embedded Signup:
| Stage | New business customers per rolling 7 days |
|---|---|
| Default | 10 |
| After business verification, App Review and access verification | 200 |
| Higher | Requires becoming a Meta Business Partner |
For an agency planning a launch, this cap is a real constraint: onboarding 40 clients in the first week needs the higher level in place first.
Example
Arjun's agency in Indore builds a booking bot for salons. As a Tech Provider, his app is connected to each salon's WhatsApp account. Meera's salon pays Meta with her business credit card; a larger chain prefers a monthly invoice, so its account is attached to a Solution Partner's credit line while still using Arjun's software. Same software, two billing routes.
Tech Provider vs reseller
The Tech Provider status belongs to the business that owns the Meta app. An agency that resells a white-label platform is not a Tech Provider itself; it relies on the platform's app. That is fine for most agencies, because they want to sell and support clients, not pass Meta's App Review.
Broadchat is built on the official WhatsApp Business Platform and connects numbers through Meta's Embedded Signup; it is not affiliated with or endorsed by Meta. Agencies reselling it under their own brand can read how to start a WhatsApp reseller business and the partner program page.

Frequently asked questions
What is the difference between a Tech Provider and a Solution Partner?
A Solution Partner is a Meta Business Partner with a credit line and bills its clients for Meta charges. A Tech Provider has no credit line, so its clients pay Meta directly or through a Solution Partner.
Does my agency need to become a Tech Provider to resell WhatsApp?
No. A white-label platform's own Meta app handles the connection. Becoming a Tech Provider makes sense only if you build and maintain your own WhatsApp software.
Can a Tech Provider's clients get a monthly invoice instead of paying Meta by card?
Yes, if their WhatsApp account is attached to a Solution Partner's credit line, for example through a Multi-Partner Solution. The Tech Provider itself cannot extend credit.
