In short

The WhatsApp Business API is Meta's official route for running a business number from software, so several staff, a chatbot and your other systems can all use one +974 number. Meta charges US$0.0341 per delivered marketing template and US$0.012 per utility or authentication template to Qatari numbers (Meta rate card effective 1 Oct 2026), which is about QAR 0.124 and QAR 0.044 at the riyal's fixed rate of 3.64 to the dollar. Meta does not bill in riyals. Each number gets 1,000 free service replies a month. You need a Meta business portfolio, your commercial registration for verification, and prior consent before any marketing message under Qatar's PDPPL.

Key takeaways

  • The API runs on Meta's Cloud API. Tools that drive WhatsApp Web through a QR code are unofficial, and numbers used that way get banned.
  • Qatar is one of the cheapest Gulf markets for WhatsApp marketing: US$0.0341 per delivered message, against US$0.0576 for UAE and Saudi numbers (Meta rate card effective 1 Oct 2026).
  • Meta's 16 billing currencies do not include the Qatari riyal, so QAR figures are conversions at the 3.64 peg, not Meta prices.
  • The commercial registration (CR) from the Ministry of Commerce and Industry is the usual document behind Meta business verification for a Qatari company.
  • Article 22 of the PDPPL (Law No. 13 of 2016) forbids electronic direct marketing without prior consent and requires a way to opt out in every message.

Why Qatari businesses move to the API

In Qatar, WhatsApp is often the first thing a customer reaches for: a family asking a Lusail compound about a three-bedroom villa, a patient in Al Wakrah moving a dental appointment, a guest confirming a table at a West Bay restaurant. When those chats live on one manager's phone, they stop the moment that phone is switched off, and nobody else can see what was promised.

The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, fixes that. Your number is connected to Meta's Cloud API, usually through a provider's Embedded Signup window, and the provider's software adds a shared inbox, broadcast campaigns, a chatbot and a contact database. Messages still arrive in the customer's normal WhatsApp, under your business name.

It is not a bigger version of the free WhatsApp Business app. The app suits a shop owner answering personally. The API suits a business where more than two or three people answer the same number, where a booking system or online store should send messages by itself, or where the same notice goes to hundreds of opted-in customers at once.

The rules Meta applies

  • The 24-hour window. When a customer writes to you, a customer service window opens for 24 hours and you can reply with anything. After it closes, you may only send a message template that Meta has reviewed.
  • Templates have categories. Marketing (offers, launches), utility (confirmations, reminders, updates about something the customer started) and authentication (one-time codes). Meta reviews the category and moves promotional wording to marketing.
  • A gradual start. A new business portfolio can start conversations with 250 people in a rolling 24 hours. The messaging limit rises to 2,000 and then higher with business verification and good quality.
  • Opt-in first. WhatsApp's Business Messaging Policy only allows messages to people who gave you their number and agreed to hear from your business.

Two Qatari features shape how these flows are designed. First, most residents are expatriates, and many keep a home SIM from the Philippines, Nepal, Egypt or elsewhere alongside a Qatari one; Meta charges by the recipient's country, so the cost of a message depends on which number the customer gave you. Second, demand peaks around fixed dates: Ramadan and the two Eids, Qatar National Day on 18 December, the start of the school year and the winter tourism season. Templates for those dates should be submitted weeks ahead.

A clinic example

Dr. Mariam runs a four-doctor family clinic near the Al Wakrah corniche. Before the API, two receptionists answered WhatsApp on their own phones and no-shows were common. Now every booking from the clinic's system sends a utility template the day before, in Arabic or English depending on the patient's preferred language, with buttons to confirm or change. Replies land in a shared inbox, a chatbot answers 'what time do you open on Friday?' on its own, and a receptionist picks up anything else. Because health data is a special category under Qatar's law, the reminders show only the date, time and doctor's name.

What Meta charges for Qatari numbers

Meta charges for each delivered template, by category and by the recipient's country code. For +974 numbers:

Source: Meta rate card effective 1 Oct 2026. Qatar's rates did not change on that date; several neighbours went up. Meta lists no authentication-international rate for Qatar. The QAR column is our conversion at the Qatar Central Bank's fixed rate of QAR 3.64 to the US dollar, not a Meta price, because Meta publishes rate cards in 16 currencies and the riyal is not one of them.

What is free, and what no longer is: the first 1,000 service messages per business number each month; chats that start from a Click-to-WhatsApp ad, which open a free entry point window of up to 7 days; and reactions. Utility templates sent inside an open window have been charged since 1 Oct 2026. The full breakdown, with rates for Saudi, Kuwaiti, Filipino and other numbers and a sample month, is on WhatsApp API pricing in Qatar.

What Broadchat adds on top

  • Broadcast campaigns to tags, segments or a CSV upload, scheduled in Arabia Standard Time, with automatic follow-ups to people who did not read or reply.
  • A shared inbox where chats are assigned by branch or department and the remaining time in each 24-hour window is visible.
  • A visual chatbot builder for menus, booking questions, opening hours that change in Ramadan, and hand-over to a person. See the WhatsApp chatbot builder.
  • CRM: custom fields, tags, segments and Kanban boards for leads and tenants. See the team inbox and CRM.
  • Store links: Shopify and WooCommerce orders can trigger confirmation and delivery messages.
  • Template management under CRM → WhatsApp Templates and number health under Channels → All Channels, synced with Meta.

The panel runs in Arabic with a right-to-left layout and in English, and also in Urdu, Bengali, French and other languages among its 23, which helps in teams where the receptionist, the sales lead and the owner each prefer a different language. Arabic and English templates are created as two separate templates.

Qatar's Personal Data Privacy Protection Law, Law No. 13 of 2016 (often shortened to PDPPL), is enforced by the National Cyber Security Agency. Three of its provisions matter most for WhatsApp:

  • Article 4: personal data may be processed only with the person's consent, unless the processing is needed for a lawful purpose of the controller.
  • Article 16: data about health, children, religion, ethnic origin, marital relations and criminal offences is 'personal data of a special nature' and needs permission from the competent department before processing.
  • Article 22: an electronic communication for direct marketing is forbidden without prior consent; it must identify the sender, say it is direct marketing, and give an easy way to stop messages or withdraw consent.

In practice: collect a clear WhatsApp opt-in on your booking form or at checkout ('Yes, send me booking updates and offers on WhatsApp from Al Bidda Dental Centre'), store when and where it was given, include an opt-out button or 'reply STOP' line in every marketing template, and honour it quickly. Firms licensed in the Qatar Financial Centre follow the QFC's own data protection regulations. This is general guidance, not legal advice; confirm your obligations with a Qatari lawyer.

Getting started

  1. Have your CR, a website on HTTPS and a Meta business portfolio controlled by someone in the company.
  2. Choose a +974 number that is not active on the WhatsApp app, or check whether Meta's coexistence option covers Qatar if you want to keep using the app on that number.
  3. Connect the number through Embedded Signup and pick a display name that matches your sign and website.
  4. Get a bilingual utility template and one marketing template approved, then import contacts who opted in.

Through Qatari partners

Broadchat is sold through partners: marketing agencies, web and hosting companies, SMS resellers and software houses that run it under their own name, set prices in riyals and support clients in Doha in person. Frequently asked questions

How much does the WhatsApp Business API cost in Qatar?

Meta charges per delivered template: US$0.0341 per marketing message and US$0.012 per utility or authentication message to Qatari numbers (Meta rate card effective 1 Oct 2026), roughly QAR 0.124 and QAR 0.044 at 3.64 riyals to the dollar. The first 1,000 service replies per number each month are free. The provider's software fee comes on top.

Does Meta bill Qatari businesses in riyals?

No. Meta's rate cards come in 16 currencies, including the US dollar and the UAE dirham, but not the Qatari riyal. The currency is chosen when the Messaging account is created and cannot be changed. On Broadchat you prepay a messaging wallet at the rates your provider sets, so ask your provider which currency that wallet uses.

Do I need my CR to start?

Not to connect a number. An unverified portfolio can message up to 250 people a day outside the 24-hour window. To go higher you verify the business with Meta using official documents in the legal name, and for most Qatari companies that starts with the commercial registration. Meta decides each case.

Can I send WhatsApp offers to my customer list?

Only to people who gave prior consent. WhatsApp's policy requires opt-in, and Article 22 of Qatar's PDPPL forbids electronic direct marketing without prior consent and requires an opt-out route in each message. A list bought from a third party does not meet either test.

Can templates be in Arabic?

Yes. Arabic is a supported template language. Create the Arabic and English versions as separate templates and pick one per customer, for example from a preferred-language field on the contact.

Who runs Broadchat, and where is data hosted?

Broadchat is built and operated by Nxiora and sold through partners. Messages travel through Meta's Cloud API, and panel data is hosted outside Qatar. Government, banking or healthcare buyers that need in-country hosting should raise it before signing. Broadchat is not affiliated with or endorsed by Meta.
