WhatsApp Business API in Nigeria: Meta 2026 rates, NDPA consent, coexistence and who uses it

The official WhatsApp Business API for Nigeria: how lenders, online stores, schools, clinics and logistics firms use it, what Meta charges for +234 numbers, the October 2026 changes, NDPA 2023 consent and naira payments.

In short

The WhatsApp Business API is Meta's official way to run WhatsApp from software: one number answered by a whole team, a chatbot, automatic loan, order and delivery messages, and opted-in campaigns. Nigeria (+234) has its own row on Meta's price list: US$0.0516 per delivered marketing message and US$0.0067 per utility, authentication or paid service message (Meta rate card effective 1 Oct 2026). Meta bills Nigerian numbers in US dollars; any naira figure is a conversion. In Nigeria, Broadchat is sold only through local partners, who bill you in naira.

Key takeaways

  • The API runs on Meta's Cloud API; 'bulk WhatsApp' tools that drive WhatsApp Web or racks of phones are unofficial, and the numbers they use get banned.
  • Meta's rates for +234 numbers are US$0.0516 per delivered marketing message and US$0.0067 per utility or authentication message (Meta rate card effective 1 Oct 2026).
  • The naira is not one of Meta's billing currencies, so Nigerian rates are set in US dollars and naira amounts move with the exchange rate.
  • Since April 2026 Nigerian numbers can use coexistence: the same number stays on the WhatsApp Business app while connected to the API.
  • The Nigeria Data Protection Act 2023 expects consent that is asked for separately and a clear way to object to marketing at any time.
  • There is no built-in Nigerian payment gateway; Paystack or Flutterwave payment links from your own account go into templates and chatbot replies.

Official API or a 'bulk WhatsApp' blaster?

Nigerian businesses already sell on WhatsApp more than almost anywhere: a phone at the shop counter, a WhatsApp Business catalogue, status updates every morning. The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform, is what you move to when one phone is not enough. It is Meta's Cloud API: you connect a number through Meta's own Embedded Signup window, your team answers it from a shared inbox on their laptops, and your loan app, store or school software can send messages on its own.

Many Lagos vendors also offer 'WhatsApp bulk messaging' that works by scanning a WhatsApp Web QR code. That is not the API. It breaks WhatsApp's terms, and after enough people block or report the number, WhatsApp bans it along with every customer chat on it. Our article on official versus unofficial WhatsApp APIs explains the difference in detail.

Who uses it in Nigeria

The API pays off when the same useful message must reach many people, when more than one person answers WhatsApp, or when a system (a loan ledger, a store, a dispatch app) should trigger the message. Nigerian examples:

BusinessMessages it sendsMeta category
Digital lender or microfinance bank in LagosLoan approved, repayment due in three days, repayment receivedUtility
The same lender's appLogin and transaction codesAuthentication
Online fashion store in LekkiOrder confirmed, pay-on-delivery confirmation, dispatch rider detailsUtility
The same store before Black Friday or the Christmas rushSale notice to customers who opted inMarketing
Private secondary school in AbujaTerm resumption date, school fees balance, PTA meeting noticeUtility
Clinic or diagnostic centre in Port HarcourtAppointment reminder with Confirm and Reschedule buttons, results ready for pick-upUtility
Logistics company on the Lagos–Ibadan routeWaybill created, parcel at the Ibadan hub, delivery codeUtility, authentication for codes

Pay-on-delivery is a good first project for an online store: a confirmation template with Confirm and Cancel buttons, sent before the rider leaves, cuts wasted trips. Lenders should take more care than anyone else: Nigerian consumer-protection rules restrict how digital lenders may chase overdue loans, so message only the borrower, keep the tone factual, and never contact people from the borrower's phonebook.

What Meta charges for +234 numbers

Meta prices each delivered template by its category and by the country code of the person receiving it. Unlike Kenya and most of the continent, which share Meta's 'Rest of Africa' rate, Nigeria is a market of its own on Meta's card. The USD rate card effective 1 Oct 2026 lists:

CategoryMeta rate (USD)In naira, illustrative at ₦1,550 = US$1
MarketingUS$0.0516about ₦80
UtilityUS$0.0067about ₦10.39
AuthenticationUS$0.0067about ₦10.39
Service (after the free 1,000 per number per month)US$0.0067about ₦10.39

The naira column is our own conversion at an illustrative exchange rate, not a Meta price, and the naira moves a lot; your real cost depends on the currency and exchange rate your provider bills in. Meta's amounts for Nigeria did not change on 1 Oct 2026; the rules did:

  • Service replies are free only up to 1,000 a month per business number. These are free-form replies inside the 24-hour customer service window; from the 1,001st, Meta charges the service rate.
  • Utility templates are charged even inside an open window.
  • Chats that start from a Click-to-WhatsApp ad open a free entry point window: reply within 24 hours and your messages to that person are free for up to 7 days.
  • On Broadchat, messaging is prepaid into a wallet in your panel at the rates your partner sets; when the wallet is empty, paid messages stop, so keep it funded before a campaign.

The details, with a worked monthly bill in naira and a comparison with bulk SMS, are on WhatsApp API pricing in Nigeria.

Keep your number on the app: coexistence

Meta added Nigeria to its coexistence countries on 15 Apr 2026. A number already on the WhatsApp Business app (version 2.24.17 or later) can be connected to the API without leaving the app: the owner keeps chatting from the phone, the team replies from the shared inbox, and contacts plus up to six months of one-to-one chat history are synced. Messages typed in the app stay free; messages sent through the API are charged at Cloud API rates.

There are trade-offs. Broadcast lists in the app are switched off, sending speed is fixed at 20 messages a second, and the phone must open the app at least every 14 days or so, otherwise Meta disconnects it. For a Lagos boutique whose customers have saved the shop's number for years, those trade-offs are usually worth it. Read more in our coexistence guide.

Paystack, Flutterwave and getting paid

To be clear: Broadchat has no built-in Nigerian payment gateway. It does not connect to Paystack, Flutterwave, Moniepoint or your bank, and Meta's own in-chat payments are not offered for Nigeria. What works today:

  • Create a payment link in your own Paystack or Flutterwave dashboard and put it behind a URL button in a template, or in a chatbot reply.
  • Send your bank account details for transfers in the message, and a receipt template once your own system or your staff confirm the money arrived.
  • If you have a developer, your payment provider's webhook can call Broadchat to start an automation, so 'payment received' goes out without anyone typing it. That is a custom build on your side, not a ready connector.

What you get on Broadchat

  • Campaigns to tags, segments or a CSV list, sent now or scheduled in West Africa Time, repeated monthly for repayment or fee reminders, and retargeted to people who did not read.
  • A shared team inbox where several staff answer one number, chats are assigned per person or branch, and the inbox shows whether the 24-hour window is open.
  • A visual chatbot builder for menus with buttons, questions that check answers (a phone number, an order number, a date), office hours and hand-over to a person; see the WhatsApp chatbot builder.
  • CRM with tags, custom fields and CSV import; see the team inbox and CRM.
  • Shopify and WooCommerce order events that trigger order and dispatch messages.
  • Channel health under Channels → All Channels: number status, quality rating and messaging limit as Meta reports them.

The panel comes in 23 languages, but not Yoruba, Hausa, Igbo or Pidgin. Your templates and chatbot replies can be in any of them; create one template per language.

WhatsApp's Business Messaging Policy allows you to message people only when they gave you their number and agreed to hear from your named business, and you must act on requests to stop. The Nigeria Data Protection Act 2023, enforced by the Nigeria Data Protection Commission (NDPC), adds its own expectations. Consent must be asked for specifically and separately, not buried in a privacy notice; people may object to direct marketing at any time; and opt-out routes must be clear.

Registration can apply too. Under the NDPC's implementation directive, organisations that process the data of more than 200 people in six months, or that work in sectors such as finance, health or telecoms, can be 'data controllers of major importance' and must register with the NDPC. A lender, a clinic or a school sending WhatsApp reminders should check this before importing contacts. Broadchat's servers and Meta's Cloud API are outside Nigeria, so ask your partner for a data processing agreement that covers cross-border transfer. This is general guidance, not legal advice; check your obligations with a Nigerian data protection adviser.

How to start

  1. Gather your CAC documents and make sure a director controls your Meta business portfolio.
  2. Decide whether to keep your current number on the app (coexistence) or connect a new line.
  3. Connect the number through Embedded Signup from your partner's panel and set the display name.
  4. Get one utility and one marketing template approved, import opted-in contacts, and send utility messages first.

The full walk-through, including which CAC documents match Meta's verification categories, is in how to get the WhatsApp Business API in Nigeria. Weighing up local providers? See WhatsApp API providers in Nigeria compared.

Buying through a Nigerian partner

In Nigeria, Broadchat is sold only through partners: bulk-SMS companies, web hosts, ISPs and digital agencies who run it under their own brand, bill you in naira through their own payment accounts, and support you during Nigerian working hours. If your company already sells SMS, hosting or internet to Nigerian SMEs, read the white-label WhatsApp API for Nigerian partners.

Frequently asked questions

How much does the WhatsApp Business API cost in Nigeria?

Meta charges per delivered template: US$0.0516 for marketing and US$0.0067 for utility or authentication to +234 numbers (Meta rate card effective 1 Oct 2026), about ₦80 and ₦10.39 at an illustrative ₦1,550 to the dollar. Service replies are free up to 1,000 per number per month. Your provider's platform fee comes on top.

Can I pay for WhatsApp messages in naira?

Meta does not bill in naira; Nigerian rates are set in US dollars. On Broadchat you pay your local partner, in naira, through the partner's own payment accounts, and you prepay a messaging wallet at the rates the partner sets.

Can I keep using my number on the WhatsApp Business app?

Yes. Meta added Nigeria to its coexistence countries on 15 Apr 2026, so a number on the WhatsApp Business app (version 2.24.17 or later) can be connected to the API and stay on the phone. Broadcast lists in the app are switched off, and the phone must open the app roughly every 14 days.

Can customers pay with Paystack or Flutterwave inside WhatsApp?

Not natively. Broadchat has no built-in Nigerian payment gateway, and Meta's in-chat payments are not offered for Nigeria. Businesses send a payment link from their own Paystack or Flutterwave account in the chat, then send a receipt template once the payment is confirmed.

Is bulk WhatsApp messaging legal in Nigeria?

Sending one message to many people is allowed on the official API when each person opted in, you use an approved template and you stay within your messaging limit. The NDPA 2023 also expects separate consent and an easy way to object to marketing. Tools that blast from WhatsApp Web break WhatsApp's terms.

Who runs Broadchat?

Broadchat is built and operated by Nxiora, a software company based in India, and in Nigeria it is sold through local partners. It runs on the official WhatsApp Business Platform (Cloud API) and is an independent platform, not affiliated with or endorsed by Meta.
