WhatsApp Business API in Kenya: what it is, what Meta charges in 2026 and how Kenyan businesses use it

The official WhatsApp Business API for Kenya: who uses it (SACCOs, schools, clinics, shops, couriers), Meta's Rest of Africa rates, the October 2026 service charges, Data Protection Act consent and M-Pesa.

In short

The WhatsApp Business API is Meta's official way to run WhatsApp from software: a shared inbox, a chatbot, automatic order and fee reminders, and opted-in campaigns. Kenya is in Meta's 'Rest of Africa' price group, one of the cheapest in the world: US$0.0225 per delivered marketing message and US$0.0040 per utility, authentication or paid service message (Meta rate card effective 1 Oct 2026). Kenyan accounts are billed in US dollars, as KES is not one of Meta's billing currencies. Since 1 Oct 2026 only the first 1,000 service replies per number per month are free.

Key takeaways

  • The WhatsApp Business API is Meta's Cloud API; tools that send through WhatsApp Web or a phone are not official, and the numbers they use get banned.
  • Kenyan (+254) numbers are priced in Meta's Rest of Africa group: US$0.0225 per delivered marketing message and US$0.0040 per utility message (Meta rate card effective 1 Oct 2026).
  • KES is not among Meta's 16 billing currencies, so Meta's rates for Kenya are set in US dollars; any shilling figure is a conversion.
  • Since 1 Oct 2026, replies inside the 24-hour window are free only for the first 1,000 per number per month, and utility templates are charged even inside the window.
  • The Data Protection Act 2019 expects express consent and a simple opt-out for direct marketing, and SACCOs, schools and clinics must register with the ODPC whatever their size.
  • Broadchat has no built-in M-Pesa integration; payment links from your own M-Pesa or card provider go into template buttons or chatbot replies.

The official API versus the tools you have been offered

Most Kenyan businesses already sell on WhatsApp from a phone running the WhatsApp Business app. The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, is the version built for software: today that means Meta's Cloud API. You connect a number through Meta's own Embedded Signup window, several staff answer it from one shared inbox, and messages can be sent automatically by your shop, school system or loan software.

You will also be offered 'bulk WhatsApp' services that work by scanning a WhatsApp Web QR code or running phones in a rack. They are not the API. They break WhatsApp's terms, and when enough recipients block or report the number, WhatsApp bans it, together with the customer chats on it. Our guide to official versus unofficial WhatsApp APIs shows how to tell them apart.

How Kenyan businesses use it

The API earns its keep when the same useful message goes to many people, when more than one person answers WhatsApp, or when another system should trigger a message. Typical Kenyan set-ups:

BusinessWhat it sendsMeta category
SACCO in NairobiContribution received, loan repayment due on the 5th, AGM notice to members who opted inUtility
Private school in KisumuTerm dates, fee balance reminders, a closed-early notice on a rainy dayUtility
Clinic or dental practice in MombasaAppointment reminder with Confirm and Reschedule buttons, lab results ready for collectionUtility
Online shop in NairobiOrder confirmed, rider on the way with a contact number, delivery confirmedUtility
The same shop before Black Friday or the December holidaysSale announcement to customers who opted inMarketing
Courier on the Nairobi–Mombasa routeParcel booked, parcel at the Mombasa depot, collection codeUtility, authentication for codes
Any business with loginsOne-time passwordsAuthentication

Kenya's prices make this easier than in most markets: at the rates below, a fee reminder on WhatsApp costs Meta's utility rate of less than one US cent, and it can carry a button, a PDF statement or a link that an SMS cannot.

What Meta charges for Kenyan numbers

Meta prices each delivered template by its category and by the recipient's country. Kenya (+254) is in the Rest of Africa market group, together with Uganda, Tanzania, Rwanda and most of the continent, so one rate covers most East African customers too. Meta's USD rate card effective 1 Oct 2026 lists:

CategoryMeta rate (USD)In shillings, illustrative at KES 129 = US$1
MarketingUS$0.0225about KES 2.90
UtilityUS$0.0040about KES 0.52
AuthenticationUS$0.0040about KES 0.52
Service (after the free 1,000 per number per month)US$0.0040about KES 0.52

The shilling column is our conversion at an illustrative exchange rate, not a Meta price; your bill depends on your provider's currency and exchange rate. The amounts are the same as on Meta's 1 Jul 2026 card. What changed on 1 Oct 2026 is the rules, which several Kenyan news sites covered as 'new WhatsApp charges':

  • Service replies are no longer free without limit. Each business phone number gets 1,000 free service messages a month inside the 24-hour customer service window; from the 1,001st, Meta charges the service rate.
  • Utility templates are charged even when the window is open.
  • Click-to-WhatsApp ads open a free entry point window: if you reply within 24 hours, your messages to that customer are free for up to 7 days.
  • If a Meta account has no payment method, service messages stop being delivered once the free 1,000 are used. On Broadchat, messaging is prepaid into a wallet in your panel at the rates your provider sets, so the thing to keep topped up is that wallet.

M-Pesa and WhatsApp: what works today

Your customers pay by M-Pesa, so this is the first question most Kenyan businesses ask. To be clear: Broadchat has no built-in M-Pesa integration, no STK push from the chat and no automatic Paybill reconciliation. Meta's own in-chat payments are not available for Kenya either. What you can do:

  • Put your Paybill or Till number, or a payment link from your own M-Pesa or card provider, in a template or a chatbot reply, or behind a URL button.
  • Send the receipt as a utility template once your own system has confirmed the payment.
  • If you have a developer, your payment system can call a webhook that starts a Broadchat chatbot flow or automation, so the 'payment received' message goes out automatically. This is a custom build on your side, not a ready-made connector.

What you get on Broadchat

Broadchat is a platform built on the Cloud API. A Kenyan business on it gets:

  • Campaigns to tags, segments or a CSV list, sent now or scheduled for East Africa Time, repeated monthly (useful for fee and loan reminders) and retargeted to people who did not read.
  • A shared team inbox where several staff answer one number, chats are assigned to a person or branch, and the inbox shows whether the 24-hour window is open.
  • A visual chatbot builder for menus with buttons, questions that check answers (a phone number, a member number, a date), office hours and hand-over to a person. See the WhatsApp chatbot builder.
  • CRM with tags, custom fields, segments and CSV import from your old system; see the team inbox and CRM.
  • Shopify and WooCommerce order events that trigger order and delivery messages.
  • Templates under CRM → WhatsApp Templates, with status and category synced from Meta, and channel health under Channels → All Channels: number status, quality rating and messaging limit.

The panel is available in 23 languages, but not yet in Kiswahili. Your templates and chatbot replies can be in Kiswahili or English, or both: create one template per language.

WhatsApp's Business Messaging Policy lets you message people only if you have their number and their opt-in to hear from your named business, and you must honour requests to stop. Kenya's Data Protection Act 2019, enforced by the Office of the Data Protection Commissioner (ODPC), adds its own rules. Section 37 restricts using personal data for commercial purposes without express consent, and the direct-marketing rules expect that you collected the data from the person, told them it would be used for marketing, and give them a simple way to opt out.

Registration matters too. Small controllers (turnover under KES 5 million and fewer than 10 staff) are generally exempt from registering with the ODPC, but some sectors must register whatever their size, including educational institutions, health administration, financial services and direct marketing. A SACCO, a school or a clinic sending WhatsApp reminders should check its registration first.

In practice: record when and where each contact agreed (a tag or custom field is enough), add 'Reply STOP to opt out' or an opt-out button to marketing templates, and keep member and patient details out of templates beyond what the message needs. Broadchat's servers and Meta's Cloud API are outside Kenya, so ask your provider for a data processing agreement that covers cross-border transfer. This is general guidance, not legal advice; check your obligations with your adviser.

How to get started

  1. Prepare a Meta business portfolio and your registration documents from the Business Registration Service, plus your KRA PIN certificate.
  2. Choose a number that is not in use on the WhatsApp app, or move it off the app first.
  3. Connect it through Embedded Signup and set your display name.
  4. Get one utility and one marketing template approved, import your opted-in contacts, and start with utility messages.

How Broadchat is sold in Kenya

Broadchat is sold through partners: bulk-SMS companies, web hosting companies and digital agencies who run it under their own brand, bill their clients locally (by M-Pesa, card or bank transfer, through their own accounts) and support them in their time zone. If you already sell SMS, hosting or ads to Kenyan SMEs, see the white-label WhatsApp API for Kenyan partners.

Frequently asked questions

How much does the WhatsApp Business API cost in Kenya?

Meta charges per delivered template: US$0.0225 for marketing and US$0.0040 for utility or authentication to Kenyan numbers (Meta rate card effective 1 Oct 2026), about KES 2.90 and KES 0.52 at an illustrative KES 129 to the dollar. Service replies are free up to 1,000 per number per month. Your provider's software fee comes on top.

What are the new WhatsApp Business charges in Kenya from October 2026?

From 1 Oct 2026 Meta charges for service replies after the first 1,000 per business number per month, at US$0.0040 each for Kenyan numbers (Meta rate card effective 1 Oct 2026), and it charges utility templates even inside an open 24-hour window. The WhatsApp Business app on a phone is not affected; the changes apply to the API.

Can I receive M-Pesa payments inside WhatsApp?

Not natively. WhatsApp's own in-chat payments are not available in Kenya, and Broadchat has no built-in M-Pesa integration. Businesses send their Paybill or Till number or a payment link from their own provider in the chat, and send a receipt template once their system confirms the payment. A developer can connect a payment system to Broadchat through webhooks.

Can I keep my number on the WhatsApp Business app?

Meta's coexistence feature lets some numbers stay on the WhatsApp Business app while connected to the API, but only in countries Meta lists, and Kenya was not among them when we last checked. Until Meta adds Kenya, a number connected to the API cannot be used in the app, so many businesses connect a new number.

Is bulk WhatsApp messaging legal in Kenya?

Sending one message to many people is allowed on the official API when each recipient opted in, you use an approved template, and you stay within your messaging limit. The Data Protection Act 2019 also expects consent and an easy opt-out for direct marketing. Tools that blast from WhatsApp Web break WhatsApp's terms.

Who runs Broadchat?

Broadchat is built and operated by Nxiora, a software company based in India, and sold through partners. It is built on the official WhatsApp Business Platform (Cloud API) and is an independent platform, not affiliated with or endorsed by Meta.
