WhatsApp API pricing in Kenya: Meta's Rest of Africa rates, the October 2026 charges and a bill in shillings
What Meta charges per WhatsApp message to Kenyan numbers, why the price is in US dollars, what the 1 Oct 2026 service-message change means, a worked monthly bill in KES for a Nairobi shop, and how WhatsApp compares with bulk SMS.

In short
Meta charges US$0.0225 per delivered marketing message and US$0.0040 per delivered utility, authentication or paid service message to Kenyan (+254) numbers (Meta rate card effective 1 Oct 2026). That is about KES 2.90 and KES 0.52 at an illustrative KES 129 to the dollar. Each business number gets 1,000 free service replies a month, and chats started from a Click-to-WhatsApp ad are free for up to 7 days. Your provider's platform fee comes on top.
Key takeaways
- Kenya is in Meta's Rest of Africa group: US$0.0225 per delivered marketing message and US$0.0040 per utility message (Meta rate card effective 1 Oct 2026).
- Meta has no KES rate card; Kenyan accounts are priced in US dollars, so shilling amounts move with the exchange rate.
- From 1 Oct 2026 the first 1,000 service replies per number per month are free and the rest cost US$0.0040 each (Meta rate card effective 1 Oct 2026).
- Utility templates are charged even inside an open 24-hour window since 1 Oct 2026.
- Customers in Uganda, Tanzania and Rwanda are in the same Rest of Africa group, so they cost the same as Kenyan numbers.
- Marketing costs more than five times utility in Kenya, so the cheapest WhatsApp strategy is utility-first.
Meta's rates for Kenyan numbers
Meta charges per delivered template message, by category and by the country code of the recipient. Kenya (+254) is not a standalone market on Meta's price list; it belongs to the Rest of Africa group. Meta's USD rate card effective 1 Oct 2026 lists:
| Category | Used for | Meta rate (USD) | Illustrative KES (at 129 per US$1) |
|---|---|---|---|
| Marketing | Offers, launches, re-engagement, newsletters | US$0.0225 | KES 2.90 |
| Utility | Payment received, fee due, order shipped, appointment reminders | US$0.0040 | KES 0.52 |
| Authentication | One-time passwords and login codes | US$0.0040 | KES 0.52 |
| Service | Free-form replies in the 24-hour window after the free 1,000 per number per month | US$0.0040 | KES 0.52 |
These amounts are unchanged from Meta's 1 Jul 2026 card. Meta changes rates only on 1 January, 1 April, 1 July and 1 October, with at least a month's notice, so recheck at the start of each quarter.
Why the price is in US dollars
Meta bills in 16 currencies (including the US dollar, euro, pound and several Asian and Latin American currencies), and the Kenyan shilling is not one of them. A Meta account for a Kenyan business is therefore priced in US dollars. The KES column above is our conversion at an illustrative rate of KES 129 to the dollar, chosen to make the arithmetic readable; it is not a Meta price. Your real cost depends on your provider's billing currency and the exchange rate it uses.
Meta's pricing page does not say whether Kenyan VAT applies to these rates. Ask your provider to show tax separately and check the treatment with your accountant.
What changed on 1 October 2026
Kenyan news sites reported the change as 'WhatsApp Business will start charging'. The accurate version:
- Service messages: 1,000 free per business phone number per month, then charged. A service message is a free-form reply inside the 24-hour customer service window. From the 1,001st in a calendar month, each costs US$0.0040 to a Kenyan number (Meta rate card effective 1 Oct 2026). The allowance does not roll over.
- Utility templates inside an open window are charged. From 1 Jul 2025 to 30 Sep 2026 they were free when the customer had written in the last 24 hours; that exception has ended.
- No payment method, no paid service messages. Meta stops delivering service messages after the free 1,000 if the account cannot be billed.
- Unchanged: the WhatsApp Business app on a phone stays free, reactions stay free, and the rates themselves did not move for Rest of Africa.
Who should care: a busy customer-care number. A Nairobi courier answering 4,000 'where is my parcel?' chats a month now pays for 3,000 of the replies: 3,000 × US$0.0040 = US$12.00 (Meta rate card effective 1 Oct 2026), about KES 1,548 at the illustrative rate. A small shop answering a few hundred chats pays nothing extra.
What stays free
- The first 1,000 service replies per number per month.
- Every message in a Click-to-WhatsApp ad conversation for up to 7 days, if you reply within 24 hours: the free entry point window. For a shop that advertises on Facebook or Instagram, this is the cheapest way to start conversations.
- Templates that are not delivered, for example to a number that is not on WhatsApp. Meta charges per delivered message; check whether your provider charges per attempt.
A worked monthly bill in shillings
This example is illustrative. Wanjiru runs Duka la Nyumbani, an online homeware shop in Nairobi on WooCommerce, with one WhatsApp number and delivery across Nairobi and to Mombasa and Kisumu by courier. In a normal month:
| Messages | Count | Meta rate (rate card effective 1 Oct 2026) | USD | KES at 129 |
|---|---|---|---|---|
| Order confirmed, rider on the way, delivered (utility) | 6,000 | US$0.0040 | US$24.00 | KES 3,096 |
| December holiday sale to opted-in customers (marketing) | 2,000 | US$0.0225 | US$45.00 | KES 5,805 |
| Login codes for repeat customers (authentication) | 400 | US$0.0040 | US$1.60 | KES 206 |
| Customer-care replies: 3,000, of which 1,000 free | 2,000 | US$0.0040 | US$8.00 | KES 1,032 |
| Meta total | US$78.60 | KES 10,139 |
More than half of the bill is one campaign of 2,000 marketing messages; 6,000 utility messages cost about half as much. To cut it, send the sale only to customers who bought or clicked in the last six months, and run a Click-to-WhatsApp ad so new conversations fall into the free 7-day window. Labelling the promotion as a utility template does not work: Meta reviews template categories and recategorises promotional content as marketing.
WhatsApp versus SMS in Kenya
Bulk SMS is still the default for Kenyan reminders, and it is cheap. On 1 Nov 2026 Celcom Africa's pricing page listed pay-as-you-go bulk SMS to Kenya at €0.0060 a message, and short-code SMS from KES 0.35 to KES 0.65 a message depending on volume. Compare that with Meta's US$0.0040 per delivered utility message to Kenyan numbers (Meta rate card effective 1 Oct 2026). The prices are close; the difference is what one message can carry.
| Bulk SMS | WhatsApp utility template | |
|---|---|---|
| Length | 160 characters per part; longer texts are billed as several parts | Up to 1,024 characters in the body, billed as one message |
| Rich content | Text only | Image, PDF (a fee statement or receipt), buttons, links |
| Replies | To a short code or number, often one-way | Customer replies in the same chat; free-form replies are service messages |
| Delivery and read status | Delivery reports | Delivered and read status |
| Reach | Every phone | People with WhatsApp who opted in |
A sensible split for a school or SACCO: WhatsApp for statements, receipts and reminders with a button, SMS as the fallback for members who are not on WhatsApp or did not opt in. Our guide to cutting WhatsApp API costs covers more ways to keep the bill down.
East African customers
Meta prices by the recipient's country, and the Rest of Africa group includes Uganda (+256), Tanzania (+255), Rwanda (+250) and Ethiopia (+251). A Nairobi exporter or a Mombasa freight forwarder messaging clients in Kampala or Dar es Salaam pays the same rates as for Kenyan numbers. Nigeria, South Africa and Egypt are priced separately on Meta's card, so check those rows before a pan-African campaign.
Where the platform fee fits
Meta's charges are one part of the bill. Kenyan providers charge for their software in different ways: a one-off setup fee per number, a monthly plan, per-message prices that include Meta's charge, or a mix. When you compare quotes, ask each provider for:
- Its price per category next to Meta's rate card, so you can see the markup.
- The currency and the exchange rate it bills in.
- Whether VAT is included.
- Whether unused message credit expires.
On Broadchat, businesses buy through a partner, who sets the plan price and the messaging rates over Meta's base rate; partner prices are quoted on request. Providers we checked are listed in WhatsApp API providers in Kenya compared, and companies that want to resell can read how partner margins work in Kenya. Frequently asked questions
How much is one WhatsApp marketing message in Kenya?
US$0.0225 per delivered marketing template to a Kenyan number (Meta rate card effective 1 Oct 2026), about KES 2.90 at an illustrative KES 129 to the dollar. Your provider's fee or markup comes on top.
Are WhatsApp Business replies free in Kenya?
The first 1,000 service replies per business number per month are free. After that each costs US$0.0040 to a Kenyan number (Meta rate card effective 1 Oct 2026), about KES 0.52 at the illustrative rate. The WhatsApp Business app on a phone remains free; the charge applies to the API.
Can I pay Meta in Kenyan shillings?
No. KES is not one of Meta's billing currencies, so Kenyan accounts are priced in US dollars. Many Kenyan businesses pay a local provider or partner in shillings instead, by M-Pesa, card or bank transfer, and the provider pays Meta.
Is WhatsApp cheaper than SMS in Kenya?
Per message they are close: Meta's utility rate for Kenya is US$0.0040 (Meta rate card effective 1 Oct 2026), and local bulk SMS is in a similar range. WhatsApp is usually better value for long or rich messages, because a 1,024-character template with a PDF or button is one message, while a long SMS is billed in 160-character parts.
Do Uganda and Tanzania numbers cost more?
No. Uganda, Tanzania, Rwanda and Kenya are all in Meta's Rest of Africa group, so they have the same rates. Nigeria, South Africa and Egypt are priced separately.
