WhatsApp pricing changes from 1 October 2026: what changed and what it costs you
Four changes Meta made to WhatsApp Business Platform pricing around 1 Oct 2026, a before-and-after bill for an Indian clinic, and the INR billing deadline of 31 Dec 2026.

In short
From 1 October 2026 Meta charges for service messages (free-form replies) after the first 1,000 per business phone number each month, and charges utility templates even when they are sent inside an open 24-hour window. Chats that start from a Click-to-WhatsApp ad are now free for up to 7 days instead of 72 hours. India rates did not change on 1 Oct, but India-billed accounts must move to INR billing by 31 Dec 2026.
Key takeaways
- Each business phone number now gets 1,000 free service messages a month; from the 1,001st, India service replies cost ₹0.115 each (Meta rate card effective 1 Oct 2026, excl. GST).
- Utility templates sent while a customer service window is open are charged again; they were free from 1 Jul 2025 to 30 Sep 2026.
- The free entry point window from Click-to-WhatsApp ads now lasts up to 7 days, and the Facebook Page button is no longer listed as a free entry point.
- If an account has no payment method, Meta stops delivering service messages once the free 1,000 are used.
- India-billed accounts in scope must switch to INR billing by 31 Dec 2026, or their messages stop being delivered from 1 Jan 2027.
The WhatsApp pricing changes of October 2026 are the biggest since Meta moved to per-message billing in July 2025. In short: replies are no longer free without limit, utility templates inside an open chat are charged again, and Click-to-WhatsApp ad chats stay free for longer. India's per-message rates themselves did not move on 1 October, so a business that only sends marketing campaigns will see almost no difference. A business that runs a busy support desk or sends order updates while customers are chatting will. This article lists each change with its source, works through a real-looking monthly bill before and after, and ends with a checklist for the next three months.
The four changes at a glance
| What | Until 30 Sep 2026 | From 1 Oct 2026 | Source |
|---|---|---|---|
| Service messages (non-template replies inside the 24-hour window) | Free, unlimited | First 1,000 per business phone number per month free, then charged | Meta pricing page; changelog 10 and 29 Sep 2026 |
| Utility templates sent while a customer service window is open | Free (since 1 Jul 2025) | Charged at the utility rate | Meta pricing page, "Effective October 1, 2026" |
| Free entry point window after a Click-to-WhatsApp ad | 72 hours | Up to 7 days | Meta pricing page; changelog 28 Sep 2026 |
| Facebook Page call-to-action button as a free entry point | Listed on older versions of the page | No longer listed | Meta pricing page (live version) |
Two related deadlines sit next to these changes: India INR billing must be in place by 31 Dec 2026, and Meta's max price bidding for marketing messages entered open beta on 1 Oct 2026. Both are covered below.
Change 1: service messages are free only up to 1,000 a month
A service message is any message that is not a template: an agent's typed reply, a chatbot answer, a photo or PDF sent inside an open customer service window. Until 30 September these were free however many you sent. Meta's pricing page now says each business phone number gets 1,000 free service messages per calendar month. From the 1,001st message the business pays the service rate for the customer's country.
For India the service rate is ₹0.115 per delivered service message (Meta rate card effective 1 Oct 2026, excl. GST), the same as the utility rate. The details that catch people out:
- The 1,000 is per number, not per business portfolio. A business with three numbers gets 1,000 on each.
- It does not roll over. Unused free messages in October do not carry into November.
- Reactions stay free and do not count toward the 1,000 (changelog, 29 Sep 2026).
- No payment method, no paid service messages. If the account has no valid payment method, Meta delivers the first 1,000 and then stops delivering service messages for the rest of the month. A support team will see replies fail, not a bill.
- Messages customers send you are never charged. Only what the business sends counts.
Eligible government and non-profit accounts are the exception: Meta keeps their service messages free beyond 1,000 until 31 Dec 2027. Webhooks mark these with the pricing subtype paid_exempt (changelog, 12 Oct 2026).
Change 2: utility templates inside an open window are charged again
From 1 July 2025 to 30 September 2026, a utility template (an order confirmation, a delivery update, a payment receipt) cost nothing if the customer had messaged you in the previous 24 hours. Many businesses built flows around that: a customer asks "where is my order?" and the bot replies with the dispatch template, free. From 1 October, that template is charged at the utility rate whether the window is open or not. For India that is ₹0.115 per delivered utility message (Meta rate card effective 1 Oct 2026, excl. GST).
The practical effect: inside an open window, a utility template now costs the same as a plain service reply after the free 1,000. If the information can be sent as a normal message (text, a document, a button), and you still have free service messages left, the normal message is cheaper. Templates still make sense when you need the approved format, buttons or a guaranteed structure for automation.
Change 3: Click-to-WhatsApp ad chats are free for up to 7 days
When someone taps a Click-to-WhatsApp ad on Facebook or Instagram and messages you, and you reply within 24 hours, Meta opens a free entry point window. While it is open, every message you send in that chat is free, including marketing and utility templates. Meta extended this window from 72 hours to up to 7 days (changelog, 28 Sep 2026). The one exception is messages from Meta Business Agent, Meta's own AI agent, which are charged even inside the window.
Meta's live pricing page no longer lists the Facebook Page call-to-action button as a free entry point, although older versions did. Plan budgets around Click-to-WhatsApp ads only. Our article on when WhatsApp Business API messages are free covers every free case, and the Click-to-WhatsApp ads setup guide shows how to run them.
Change 4: India must move to INR billing by 31 December 2026
Meta has offered INR billing for India since 1 January 2026. Its pricing page now sets a deadline: eligible India-billed accounts must switch to INR by 31 Dec 2026, and from 1 Jan 2027 messages from non-INR accounts in scope will not be delivered. Meta also launched prepaid billing with UPI top-ups for India in September 2026; when the prepaid balance runs out, sends fail with error 131042.
Who needs to act depends on how you pay:
- You pay Meta directly (your own card or credit line on your WhatsApp Business account): check the account's currency in WhatsApp Manager's billing settings and plan the switch now. A currency change can involve setting up a new payment method, so do not leave it for the last week of December.
- Your provider bills you through its own credit line (common with platforms and resellers): ask the provider in writing whether its line is already in INR and what changes for you. Your messages depend on its setup.
Also new: max price for marketing messages, in open beta
Meta's Marketing Messages API lets a business set a max price, a ceiling on what it is willing to pay per marketing message. It moved from a limited beta to an open beta on 1 Oct 2026. Meta says that when it becomes generally available, expected in Q2 2027, it will become required in eligible geographies; where it is not offered, sends return error 131065. Nothing changes for businesses sending marketing templates through the standard Cloud API today, but agencies and large senders should watch it: once it is required, what you pay for a marketing message may depend on the ceiling you set as well as on the country rate.
What did not change on 1 October 2026
India's rates stayed where they were. Meta's rate card effective 1 Oct 2026 lists, per delivered message to India, excl. GST:
| Category | INR | Last changed for India |
|---|---|---|
| Marketing | ₹0.8631 | 1 Jan 2026 |
| Utility | ₹0.115 | Not changed on 1 Jul or 1 Oct 2026 |
| Authentication | ₹0.115 | Not changed on 1 Jul or 1 Oct 2026 |
| Authentication-international | ₹2.4971 | 1 Apr 2026 |
| Service (after 1,000 free per number per month) | ₹0.115 | New from 1 Oct 2026 |
Utility and authentication still get volume tiers (utility drops in steps from 25 million messages a month), counted per market across the whole business portfolio. The 1 Oct rate card did raise prices in other markets (marketing in Mexico, Saudi Arabia, the UAE, Kuwait, Morocco, Rest of APAC and Rest of Middle East; utility and authentication in Pakistan, Peru and South Africa) and made nine markets standalone, including Bangladesh, Nepal and Sri Lanka. If you message customers abroad, check those rows. Meta changes rates only on 1 January, 1 April, 1 July and 1 October.
Worked example: a clinic's bill before and after
Illustrative figures. Sunrise Clinic in Jaipur runs one WhatsApp number. In a typical month it sends:
- 4,000 appointment reminder and booking confirmation templates (utility). About 2,500 of them go out while the patient has an open chat, because patients book by messaging the clinic first.
- 3,200 replies typed by the front desk or sent by its chatbot (service).
- 1,500 health-camp announcements to opted-in patients (marketing).
Using Meta's India rate card effective 1 Oct 2026 (excl. GST):
| Line | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|
| Utility outside the window: 1,500 × ₹0.115 | ₹172.50 | ₹172.50 |
| Utility inside the window: 2,500 × ₹0.115 | ₹0 | ₹287.50 |
| Service replies: 3,200, first 1,000 free | ₹0 | ₹253.00 (2,200 × ₹0.115) |
| Marketing: 1,500 × ₹0.8631 | ₹1,294.65 | ₹1,294.65 |
| Total, excl. GST | ₹1,467.15 | ₹2,007.65 |
The bill rises by ₹540.50 a month, about 37%, without a single rate change. Most of the increase comes from the two lines that used to be free. Two easy fixes would recover part of it: confirming bookings inside an open chat with a normal message rather than a template (while free service messages last), and having the chatbot answer the common "what are your timings?" question in one message instead of three. Our guide to reducing WhatsApp API costs goes through these in detail, and the pricing calculator lets you run your own numbers.
What to do in the next three months
- Pull last month's numbers by category. Count service replies per phone number, and utility templates sent inside open windows. Those two lines are your exposure.
- Make sure a payment method is on file (or that your provider's line covers you), so service replies do not stop after the first 1,000.
- Review chatbot flows that answer questions with templates. Swap to normal messages where the template adds nothing.
- Decide on INR billing before 31 Dec 2026 if you pay Meta directly.
- Rebudget Click-to-WhatsApp ads. A 7-day free window makes longer sales conversations cheaper; reply within 24 hours to get it.
- Update customer-facing promises and internal playbooks that say "replies are free".
How Broadchat handles the new pricing
Broadchat bills each WhatsApp channel from its own prepaid conversation wallet using Meta's official rate card for the recipient's country and the message category. The charge is reserved when a message is sent and then reconciled with the pricing information Meta returns in its delivery status webhook: service messages are charged after Meta's free allowance, and messages Meta marks as not billable, such as those inside a free entry point window, are refunded to the wallet. Every debit and refund appears in Workspace → Wallet & Transactions. Frequently asked questions
Are WhatsApp replies within 24 hours still free?
Only the first 1,000 per business phone number each month. Since 1 October 2026, Meta charges service messages (non-template replies inside the 24-hour window) from the 1,001st message onwards. For India that is ₹0.115 per delivered message on Meta's rate card effective 1 Oct 2026, excluding GST.
Did WhatsApp marketing message prices in India go up on 1 October 2026?
No. India's marketing rate last changed on 1 January 2026 and stayed the same on the rate card effective 1 October 2026. The October changes affect service messages, utility templates sent inside an open window and the length of the free entry point window.
Does the 1,000 free service message allowance roll over?
No. It resets each month and unused free messages are lost. It is counted per business phone number, so a business with two numbers gets 1,000 on each.
What happens if I have no payment method on my WhatsApp account?
Meta delivers service messages until the free 1,000 for the month are used and then stops delivering them. Templates also need a payment method or a provider's credit line. Add one before your support team runs out mid-month.
Do I have to switch to INR billing?
If your account is billed in India and in scope, yes: Meta's pricing page sets 31 December 2026 as the deadline, and from 1 January 2027 messages from non-INR accounts in scope will not be delivered. If a provider pays Meta for you through its credit line, ask the provider what it is doing.
Are Click-to-WhatsApp ad chats still free?
Yes, and for longer. If you reply within 24 hours to a customer who messaged you from a Click-to-WhatsApp ad, messages in that chat are free for up to 7 days, up from 72 hours. Messages from Meta Business Agent are still charged.
