In short

Meta charges per delivered template message, and the price depends on the category and the recipient's country. For India, Meta's rate card effective 1 Oct 2026 lists ₹0.8631 per marketing message and ₹0.115 per utility, authentication or service message (service only after 1,000 free per number a month), all excl. GST. Your bill is mostly decided by how many marketing messages you send; provider markup, the platform subscription and GST come on top.

Key takeaways

  • On Meta's India rate card effective 1 Oct 2026 a marketing message costs ₹0.8631 and a utility, authentication or paid service message ₹0.115, excl. GST.
  • A marketing message costs about 7.5 times a utility message, so the marketing share of your volume decides most of the bill.
  • Customer messages to you are free, each number gets 1,000 free service messages a month, and Click-to-WhatsApp ad chats can be free for up to 7 days.
  • Volume discounts exist only for utility and authentication and start at very high volumes: utility from 25 million messages a month.
  • Budget four lines: Meta's charges, your provider's markup or fee, the platform subscription and GST.

Estimate your monthly WhatsApp Business API cost in India

Time needed: 30 min. You will need: Last month's campaign and inbox reports, A spreadsheet or the WhatsApp pricing calculator.

  1. Split your messages by category

Count how many marketing, utility, authentication and service messages you send or expect to send in a month. Use template categories as Meta has approved them, not as you intended them.

  2. Check where your recipients are

Meta prices by the recipient's country. For most Indian businesses nearly every message goes to +91 numbers, but count customers abroad separately, because their rates differ.

  3. Take away what Meta does not charge

Remove messages customers send you, the first 1,000 service messages per phone number, reactions and messages inside Click-to-WhatsApp free entry point windows.

  4. Multiply by the dated rate card

Multiply each category by the rate on Meta's current India rate card. On the card effective 1 Oct 2026: marketing ₹0.8631, utility, authentication and service ₹0.115, excl. GST.

  5. Add markup, subscription and GST

Add your provider's markup or per-message fee, the monthly platform subscription and GST, then compare the total with what you earn from the messages.

  6. Check the estimate against real usage

After the first month, compare the estimate with your wallet transactions and adjust the category split. Recheck every quarter because Meta can change rates on 1 Jan, 1 Apr, 1 Jul and 1 Oct.

The short answer

The WhatsApp Business API cost per message in India depends on what kind of message you send. Meta's India rate card effective 1 Oct 2026 lists ₹0.8631 per delivered marketing message and ₹0.115 per delivered utility or authentication message, excluding GST. Free-form replies inside the 24-hour window (service messages) are free up to 1,000 per phone number each month and then cost ₹0.115 each on the same card. Meta charges only for messages that are delivered, and never for messages customers send you.

This guide turns those rates into a monthly budget. It explains each category in one paragraph, walks through the six steps of an estimate, and then works through three businesses sending 5,000, 50,000 and 5 lakh messages a month. If you only want the number, the WhatsApp pricing calculator does the arithmetic; read on to know which numbers to put in.

The India rate card in one table

Meta publishes rate cards per currency. The INR card for India, effective 1 Oct 2026, excl. GST:

CategoryWhat it is forINR per delivered message
MarketingOffers, launches, festival greetings with a call to action, re-engagement₹0.8631
UtilityOrder, delivery, booking, payment and account updates the customer expects₹0.115
AuthenticationOne-time passwords and login codes₹0.115
Authentication-internationalAuthentication messages to India from businesses that Meta treats as international senders₹2.4971
ServiceNon-template replies inside an open 24-hour window, after 1,000 free per number per month₹0.115

Three rules shape everything else:

  • The category is Meta's call. If a "utility" template contains a promotion, Meta recategorises it as marketing and charges the marketing rate. See how template categories work.
  • Price follows the recipient. A message from an Indian business to a customer in Dubai is priced at the UAE rate, not India's.
  • Rates are quarterly. Meta changes them only on 1 January, 1 April, 1 July and 1 October, with a month's notice. The most recent changes are summarised in WhatsApp pricing changes from 1 October 2026.

Step 1: split your messages by category

Most estimates go wrong here, because people count "messages" instead of categories. Go through what you send in a month and put each message type in one bucket:

MessageUsual category
Diwali offer, new collection launch, "we miss you"Marketing
Order confirmed, shipped, out for deliveryUtility
Appointment reminder, fee due reminder, payment receiptUtility
OTP for login or checkoutAuthentication
Agent's typed answer, chatbot reply, sending a brochure in an open chatService
Review request after deliveryOften marketing; depends on wording

If you already use the API, your provider's reports will show the category of each template. In Broadchat, each campaign's report can be exported as CSV from CRM → Bulk Campaign, and every wallet debit shows its category in Workspace → Wallet & Transactions.

Step 2: check where your recipients are

For a shop in Pune, nearly every recipient is on a +91 number, so the India card applies. A travel agency, an export house or an edtech company with NRI students will have a share of international numbers. Count them separately and look up their market on Meta's rate card. Do not apply India's rate to them: marketing rates in several markets, including the UAE and Saudi Arabia, went up on the 1 Oct 2026 card.

Authentication-international is a special case. Meta charges it in some markets, including India, when the business sending the code is treated as international for that market. An Indian business sending OTPs to Indian customers pays the normal authentication rate; check Meta's pricing page if your business is registered abroad.

Step 3: take away what Meta does not charge

Several kinds of message cost nothing, and they can be a large share of a support-heavy business:

  • Everything customers send you. Inbound messages are free.
  • The first 1,000 service messages per business phone number per month. They reset monthly and do not roll over.
  • Reactions, which also do not count toward the 1,000.
  • Messages in a free entry point window. If a customer messages you from a Click-to-WhatsApp ad and you reply within 24 hours, messages in that chat are free for up to 7 days, except those from Meta Business Agent.
  • Undelivered messages. Meta charges per delivered message, so a message to a number that is not on WhatsApp costs nothing, although it still wastes effort and can hurt quality.

The full list, with the traps, is in when WhatsApp Business API messages are free.

Step 4: multiply by the dated rate card

Multiply each bucket by its rate. Always write the rate card date next to the number in your spreadsheet, because the figure will be wrong after the next quarterly change. For utility and authentication, check whether you qualify for a volume tier. Tiers are counted per market and per category across your whole business portfolio and reset every month. For India, utility drops from ₹0.115 to ₹0.1081 only above 25 million messages a month, and authentication tiers start above 7.5 lakh. Few businesses reach these; a large bank or delivery platform might. Marketing has no volume discount.

Step 5: add markup, subscription and GST

Meta's charges are only one line of the bill:

  1. Provider markup or fee. Some providers pass Meta's rate through and charge a subscription; others add a percentage, a flat amount per message, or both. Ask for the per-message price you will actually pay for each category. Our guide on how providers mark up Meta fees lists the questions.
  2. Platform subscription. The monthly or yearly fee for the software: inbox, campaigns, chatbots, team seats.
  3. GST. Rates on Meta's card exclude GST. Your invoice from Meta or your provider will add it.
  4. Currency. If a provider bills you in USD, exchange-rate movements change your rupee cost every month. India-billed accounts paying Meta directly must move to INR billing by 31 Dec 2026.

Three worked examples

All three use Meta's India rate card effective 1 Oct 2026, excl. GST, with every recipient on a +91 number. The businesses and volumes are illustrative. Provider markup, subscription and GST are left out so the Meta line is clear.

5,000 messages a month: a coaching institute

Acme Coaching in Kota has one number. Each month it sends 2,000 admission and batch-launch announcements to opted-in students and parents, 2,000 fee and class reminders, and its two counsellors send about 1,000 replies to enquiries.

BucketMessagesRateCost
Marketing2,000₹0.8631₹1,726.20
Utility2,000₹0.115₹230.00
Service1,000Free (within 1,000)₹0.00
Total5,000₹1,956.20

Marketing is 40% of the messages and 88% of the bill. Students who messaged Acme in the last 24 hours have an open window, so the batch details can go to them as an ordinary reply, which is billed as a service message at most (₹0.115 instead of ₹0.8631 on the rate card effective 1 Oct 2026), instead of a marketing template. Targeting the announcement only at people who have not just asked cuts the biggest line without telling anyone less.

50,000 messages a month: a D2C home brand

Rangoli Home sells bedsheets and cushions online. It sends 15,000 marketing messages (two campaigns to engaged segments), 25,000 order, shipping and delivery updates, 2,000 login OTPs, and its support team and chatbot send 8,000 replies from one number.

BucketMessagesRateCost
Marketing15,000₹0.8631₹12,946.50
Utility25,000₹0.115₹2,875.00
Authentication2,000₹0.115₹230.00
Service8,000 (1,000 free, 7,000 charged)₹0.115₹805.00
Total50,000₹16,856.50

Spread over 50,000 messages that is about 34 paise each on average on the 1 Oct 2026 rate card, but the average hides the structure: the 15,000 marketing messages cost more than three times everything else combined. If a provider adds 15% to Meta's fees, the Meta line becomes ₹19,384.98 before the subscription and GST.

5 lakh messages a month: a consumer lender with five numbers

A consumer finance company runs five numbers (sales, collections, service and two branch clusters). Each month it sends 1,00,000 marketing messages, 3,00,000 EMI reminders and payment receipts, 50,000 OTPs and 50,000 service replies.

BucketMessagesRateCost
Marketing1,00,000₹0.8631₹86,310.00
Utility3,00,000₹0.115 (below the 25 million tier)₹34,500.00
Authentication50,000₹0.115 (below the 7.5 lakh tier)₹5,750.00
Service50,000 (5 × 1,000 free, 45,000 charged)₹0.115₹5,175.00
Total5,00,000₹1,31,735.00

Even at 5 lakh messages, no volume discount applies, because the tiers start far higher. Five numbers earn five free service allowances, but that is not a reason to add numbers: each must be connected, staffed and kept at good quality. At this size the useful levers are the marketing share, template categories that Meta will not recategorise, and keeping failed sends low so the messaging limit keeps growing.

Step 6: check the estimate against real usage

After the first month, compare your estimate with what was actually charged. Differences usually come from three places: templates that Meta put in a different category than you expected, more international recipients than you thought, and service replies above the free 1,000. Fix the split and re-run the numbers. Meta finalises charges in its own monthly reporting, so small adjustments can appear later.

How Broadchat bills messages

In Broadchat every WhatsApp channel has its own prepaid conversation wallet. Rates come from Meta's official rate card for the recipient's country and the message category, plus the markup your provider sets. The charge is reserved before a template goes out, so a send is blocked rather than run up when the balance is too low, and it is then reconciled with the pricing Meta reports for that message: messages Meta marks as not billable are refunded. You can see each debit and refund in Workspace → Wallet & Transactions, recharge from a channel's menu with Recharge Conversation Wallet, and move balance between numbers. Our pricing explainer covers how wallets and plans fit together, and the WhatsApp Business API guide explains the platform itself. Agencies that resell WhatsApp set their own client rates through the partner program.

Frequently asked questions

What is the cost of one WhatsApp marketing message in India?

₹0.8631 per delivered marketing message to an Indian number, on Meta's rate card effective 1 Oct 2026, excluding GST. Your provider may add a markup or fee on top, and Meta can change the rate on 1 Jan, 1 Apr, 1 Jul or 1 Oct.

Is WhatsApp charged per message or per conversation?

Per message. Since 1 July 2025 Meta charges for each delivered template message, and since 1 October 2026 also for service messages beyond 1,000 per number per month. The older 24-hour conversation pricing no longer applies.

Am I charged if a message is not delivered?

No. Meta charges only for delivered messages. A message to a number without WhatsApp, or one that fails, is not billed by Meta, although repeated failures can still affect your quality rating and waste your messaging limit.

Do I pay GST on WhatsApp API charges?

Yes, the rates on Meta's card exclude GST, and your invoice from Meta or your provider adds it. Ask your provider whether its quoted per-message prices include or exclude GST before comparing offers.

Do bigger senders get a discount?

Only for utility and authentication, and only at high volumes counted across your business portfolio each month. For India, the utility discount starts above 25 million messages a month. Marketing messages have no volume tier.

Is it cheaper to send a utility template or a normal reply inside an open chat?

While you have free service messages left that month, a normal reply is free and a utility template is charged. After the first 1,000 service messages, both cost ₹0.115 for an Indian recipient on Meta's rate card effective 1 Oct 2026.
