When are WhatsApp Business API messages free? Ad windows, 1,000 free replies and the traps

In short

Free WhatsApp Business API messages still exist, but only in specific cases. Messages customers send you are never charged; each business number gets 1,000 free service replies a month; reactions are free; and chats that start from a Click-to-WhatsApp ad are free for up to 7 days if you reply within 24 hours. Everything else, including utility templates inside an open window since 1 October 2026, is charged per delivered message.

Key takeaways

  • Messages customers send to your business are never charged by Meta.
  • Each business phone number gets 1,000 free service messages a month; from the 1,001st they are charged, and the allowance does not roll over.
  • Reply within 24 hours to a Click-to-WhatsApp ad chat and Meta charges nothing for that chat for up to 7 days, except Meta Business Agent messages.
  • Utility templates inside an open 24-hour window are charged again from 1 October 2026, and Facebook Page button chats are no longer a listed free entry point.
  • Meta charges only for delivered messages, so failed sends cost nothing from Meta, though they still waste your list and your effort.

Free WhatsApp Business API messages have not disappeared, but the list of free cases got shorter on 1 October 2026. Before that date many businesses treated every reply inside the 24-hour window as free, and utility templates sent in an open chat were free too. Today the rules are narrower and more precise. This article lists every case in which Meta charges nothing, the traps that make teams think a message is free when it is not, and a worked month for a business that sells through Click-to-WhatsApp ads.

The seven cases where Meta charges nothing

CaseWhat is freeConditions
Messages from customersEverything a customer sends youAlways
Service messagesThe first 1,000 non-template replies per business phone number per monthAllowance resets monthly and does not roll over
ReactionsEmoji reactions to a messageDo not count toward the 1,000

Coexistence app messagesMessages you send from the WhatsApp Business app on a coexistence numberOnly messages sent from the app; API messages are charged
Eligible government and non-profit accountsService messages beyond the free 1,000Until 31 Dec 2027, for accounts Meta treats as exempt
Undelivered messagesTemplates that fail or are never deliveredMeta charges per delivered message

1. Messages customers send you

Inbound messages cost nothing, however many there are. This is why a business that mostly answers customers spends far less than one that mostly starts conversations.

2. The first 1,000 service messages per number

A service message is any non-template message you send inside the 24-hour customer service window: an agent's typed reply, a chatbot answer, an image or a document. Since 1 October 2026 each business phone number gets 1,000 of these free per month. From the 1,001st, they are charged at Meta's service rate; Meta's India rate card effective 1 Oct 2026 lists ₹0.115 per service message, excl. GST. The count is per phone number, so a business with two numbers gets 1,000 on each.

3. Reactions

Reacting to a customer's message with an emoji is free and does not use up the 1,000 service messages. A thumbs-up on a payment screenshot is a free acknowledgement; typing "Received, thanks" is a service message.

4. The free entry point window from Click-to-WhatsApp ads

When someone taps a Click-to-WhatsApp ad on Facebook or Instagram and messages you, and you reply within 24 hours, Meta opens a free entry point window. For up to 7 days, Meta does not charge for marketing, utility, authentication or service messages in that chat. The one exception is Meta Business Agent, Meta's own AI agent, whose messages are charged even inside the window. You still pay for the ad itself.

5. Messages sent from the Business app on a coexistence number

With WhatsApp coexistence, available in India, one number works in both the WhatsApp Business app and the Cloud API. Messages you send from the phone app stay free; messages sent through the API are charged at the normal rates. App messages also do not open the API's 24-hour window, so do not plan API replies around a conversation that only happened in the app.

6. Eligible government and non-profit accounts

Meta lets eligible government and non-profit accounts keep sending service messages beyond the 1,000 without charge until 31 December 2027. Eligibility is Meta's decision; Meta's webhooks mark these messages with a separate pricing subtype. If you are an NGO, do not assume you qualify until your billing shows it.

7. Messages that are never delivered

Meta charges per delivered message. A template sent to a number that is not on WhatsApp, or one that fails for another reason, carries no Meta charge. That does not make failures harmless: they still show you sent to a bad list, and blocks and reports from the people who do receive your messages can lower your quality rating.

What is no longer free

Four assumptions are now wrong and still appear in older articles, sales decks and internal playbooks:

  • "Replies within 24 hours are free." Only the first 1,000 per number per month. A busy support desk pays for the rest.
  • "Order updates are free while the chat is open." Utility templates inside an open window were free from 1 July 2025 to 30 September 2026. From 1 October 2026 they are charged again.
  • "Ad chats are free for 72 hours." The free entry point window now lasts up to 7 days. Budgets built on 72 hours under-use it.
  • "Chats from the Facebook Page button are free." Older versions of Meta's pricing page listed the Page call-to-action button as a free entry point. The current page lists only Click-to-WhatsApp ads, so do not count Page button chats as free.

A worked month for an ad-led brand

Illustrative figures. Nandini Organics, a Pune brand selling cold-pressed oils, gets most new customers from Click-to-WhatsApp ads. In October:

  • 1,500 people message from ads. A chatbot replies within seconds, so every chat opens a free entry point window. Over the next few days the brand sends product photos, a price list, a payment link and an order confirmation template in those chats. Meta charges nothing for any of them, whether that is 3 messages per chat or 10.
  • Organic chats from the website and packaging QR code produce 2,600 service replies. The first 1,000 are free; 1,600 are charged. At ₹0.115 per service message on Meta's India rate card effective 1 Oct 2026, that is ₹184.
  • Dispatch and delivery updates go out as utility templates to 2,000 orders whose free window has ended: 2,000 × ₹0.115 = ₹230.
  • One marketing broadcast to 6,000 opted-in past buyers: 6,000 × ₹0.8631 = ₹5,178.60.
  • Customer messages and reactions: free.

Meta's total for the month is about ₹5,593, excl. GST, all of it from messages the brand started itself. The ad conversations, which carried most of the selling, cost nothing in WhatsApp charges. Two decisions make this work: replying fast enough to open the window every time, and sending order confirmations to ad customers while their window is still open. You can rerun these sums with your own volumes in the WhatsApp pricing calculator.

How to get the most out of the free cases

  • Answer ad chats automatically. Leads who write at midnight need a reply within 24 hours, not the next afternoon. A bot that sends a useful first answer opens the free window every time.
  • Do the selling inside the window. Send the catalogue, quote, payment link and order confirmation during the up-to-7-day window instead of afterwards.
  • Use reactions for simple acknowledgements. They are free and do not use the 1,000.
  • Watch the 1,000 per number. Combine short replies into one useful message instead of three fragments. The guide to reducing WhatsApp API costs has more.
  • Keep a payment method on file so service replies keep flowing after the free allowance.

Free messages in Broadchat

In Broadchat, open Chatbots → Chatbots and create a bot with the Click-to-WhatsApp ad trigger. You can leave it open to every ad or restrict it to specific Meta ad IDs, so each campaign gets its own first reply. The bot can use the ad's details, such as its headline, in the conversation and then hand over to an agent in CRM → Live Chat. Setting up the ads themselves is covered in how to set up Click-to-WhatsApp ads.

On the billing side, the charge for a template is reserved from the channel's conversation wallet when it is sent. When Meta's status webhook reports that a message was not billable, as happens inside the free entry point window, the reserved amount is returned to the wallet, and you can see the refund in Workspace → Wallet & Transactions. Agencies running ads and WhatsApp for several clients can offer this under their own brand through the partner program.

Frequently asked questions

Is the WhatsApp Business API free to use?

Access to the platform has no Meta fee, but Meta charges per delivered template message and, since 1 October 2026, for service replies beyond 1,000 per number per month. Messages customers send you, reactions and chats inside a Click-to-WhatsApp free entry point window are free. Your provider's software is a separate cost.

Do the 1,000 free service messages carry over to next month?

No. The allowance is 1,000 service messages per business phone number per month, and unused messages do not roll over.

Are template messages free inside the free entry point window?

Yes. When the chat started from a Click-to-WhatsApp ad and you replied within 24 hours, Meta does not charge for marketing, utility, authentication or service messages in that chat for up to 7 days. Messages from Meta Business Agent are the exception and are still charged.

Are chats from my Facebook Page's WhatsApp button free?

Do not plan on it. Older versions of Meta's pricing page listed the Page call-to-action button as a free entry point, but the current page lists only Click-to-WhatsApp ads.

Do I pay Meta for messages that fail?

No. Meta charges per delivered message, so a template that is not delivered carries no Meta charge. Check whether your provider adds its own fee for failed messages.
