In short
The WhatsApp Business API is Meta's official way to run WhatsApp from software: a shared inbox, a chatbot, order updates from your store. For South African (+27) numbers Meta charges US$0.0379 per delivered marketing template and US$0.0095 per utility or authentication template (Meta rate card effective 1 Oct 2026); Meta has no rand rate card, so rand costs depend on the exchange rate. Each number gets 1,000 free service replies a month. You need a Meta business portfolio, ideally verified with CIPC documents, and consent from the people you market to, which POPIA requires too.
Key takeaways
- The official API is Meta's Cloud API, connected through Meta's Embedded Signup; tools that automate WhatsApp Web are not official and put the number at risk.
- South African numbers cost US$0.0379 per delivered marketing template and US$0.0095 per utility, authentication or paid service message (Meta rate card effective 1 Oct 2026).
- Meta publishes no ZAR rate card, so a rand budget moves with the exchange rate; at an illustrative R18 to the dollar a marketing message is about R0.68.
- Utility and authentication rates for South Africa went up on 1 Oct 2026, and utility templates inside an open 24-hour window are now charged.
- POPIA section 69 allows WhatsApp direct marketing only with consent or to existing customers about similar products, with an opt-out in every message.
What the official WhatsApp Business API is
The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, connects a WhatsApp number to software instead of a single phone. Today that means the Cloud API, hosted by Meta. A provider's panel opens Meta's own Embedded Signup window to connect your number, you send approved message templates to people who have not written to you in the last 24 hours, and Meta charges for each template that is delivered.
South African businesses usually arrive at the API from one of three places, and it is worth knowing how they differ:
| WhatsApp Business app | WhatsApp Business API (Cloud API) | 'Bulk WhatsApp sender' software | |
|---|---|---|---|
| Run by | Meta, on a phone | Meta, connected to your provider's software | A third party driving WhatsApp Web or a phone |
| Team use | One phone and a few linked devices | Many agents on one number, shared inbox | Usually one session |
| Sending to many people | Broadcast lists, only to people who saved your number | Templates to opted-in contacts, within Meta's limits | Mass sends to any list |
| Cost | Free | Per delivered template, set by Meta, plus the provider's fee | A software licence |
| Risk to the number | Low if you follow the rules | Low if you follow the rules | High: it breaks WhatsApp's terms |
If what you are after is 'bulk WhatsApp' for promotions, the official API is the way to do it without losing the number, with three conditions: people agreed to hear from you, the message is a template Meta has reviewed, and you stay inside your messaging limit. The differences are covered in more depth in official versus unofficial WhatsApp APIs.
How South African businesses use it
The API earns its keep when several people answer the same WhatsApp number, when messages should go out automatically from another system, or when a useful message goes to many customers at once. Some typical South African set-ups:
| Business | What it sends on WhatsApp | Meta category |
|---|---|---|
| Online homeware store in Cape Town on WooCommerce | Order confirmed, courier collected, tracking link, delivery day | Utility |
| The same store before Black Friday | Early-access sale to customers who opted in | Marketing |
| Short-term insurance broker in Pretoria | Renewal reminder, claim number and next steps, document request | Utility |
| Estate agency in Johannesburg | Viewing confirmation and directions, new listings to buyers who asked for alerts | Utility, marketing |
| GP practice or dental clinic in Durban | Appointment reminder with Confirm and Reschedule buttons | Utility |
| Independent school in Johannesburg | Term-date and event notices, fee statements to parents | Utility |
| Any business with a login | One-time passwords | Authentication |
A chatbot usually sits in front of the team: it answers the common questions (opening hours, branch locations, 'where is my order?'), collects the details a consultant needs, and hands over to a person. Broadchat's WhatsApp chatbot builder is a visual flow editor for exactly that.
What it costs: Meta's rates for +27 numbers
Meta charges per delivered template, by category and by the country of the number you are messaging. Meta publishes rate cards in 16 currencies and the South African rand is not one of them, so South African numbers are priced in US dollars (or another listed currency the account was created in). Meta's USD rate card effective 1 Oct 2026 lists, for South African numbers:
| Category | Meta USD rate card | Rough rand equivalent at R18 = US$1 |
|---|---|---|
| Marketing | US$0.0379 | about R0.68 |
| Utility | US$0.0095 | about R0.17 |
| Authentication | US$0.0095 | about R0.17 |
| Service (after the free 1,000 per number per month) | US$0.0095 | about R0.17 |
The rand column is illustrative only: it uses a round exchange rate of R18 to the dollar, and your bank or provider will convert at its own rate. The utility, authentication and service rate rose on 1 Oct 2026 (it was US$0.0076 on the 1 Jul 2026 card); marketing was unchanged. Three rules from Meta's pricing page matter as much as the rates:
- 1,000 free service messages per business phone number per month for free-form replies inside the 24-hour customer service window. After that, replies are charged at the service rate. The allowance does not roll over.
- Utility templates sent inside an open window are charged since 1 Oct 2026; they were free for 15 months before that.
- Click-to-WhatsApp ads open a free entry point window of up to 7 days in which messages to that customer are free.
Customers in neighbouring countries are priced differently: Namibia, Botswana, Lesotho, Eswatini, Mozambique and Zimbabwe are in Meta's 'Rest of Africa' group, where marketing is US$0.0225 and utility US$0.0040 per delivered message (Meta rate card effective 1 Oct 2026). The full breakdown, with a worked monthly bill, is on WhatsApp API pricing in South Africa.
What you get on Broadchat
Broadchat is a platform built on the Cloud API. A South African business on it gets:
- Campaigns: templates to tags, segments or an uploaded CSV, sent now or scheduled for South African business hours, repeated weekly or monthly, and retargeted to people who did not read or reply.
- A shared team inbox: several consultants on one number, chats assigned to a person or a department (sales, claims, accounts), and a clear sign of whether the 24-hour window is still open. See the team inbox and CRM.
- A visual chatbot builder with menus, buttons, questions that check the answer (a policy or order number, an email, a date), office-hours routing and hand-over to a person.
- CRM: contacts with tags, custom fields and segments, Kanban boards for leads such as property enquiries or policy quotes, and CSV import.
- Store connections: Shopify and WooCommerce orders can trigger order and delivery messages, and products can be sent from a WhatsApp catalogue.
- Channel health under Channels → All Channels: number status, quality rating and messaging limit as Meta reports them.
The panel is available in 23 languages, but not yet in Afrikaans, isiZulu or isiXhosa. Your templates and chatbot replies can be written in any language Meta accepts for templates, including English, Afrikaans and Zulu; create one template per language.
Built-in WhatsApp payment collection is not available in South Africa. Businesses that want to be paid in the chat add a payment link from their own provider, such as PayFast, Yoco or Ozow, to a template's URL button.
POPIA and WhatsApp's own rules
Two sets of rules apply to marketing on WhatsApp in South Africa. WhatsApp's Business Messaging Policy requires your contact's opt-in naming your business, and that you honour requests to stop. The Protection of Personal Information Act (POPIA) section 69 prohibits direct marketing by electronic communication unless the person has consented or is an existing customer, and then only for your own similar products or services, with a free way to object when you collected the details and in every message after that. You may ask a person for consent only once, and each marketing message must identify you and give contact details for opting out.
In practice: collect consent at checkout or on a form with wording such as 'Yes, send me order updates and specials on WhatsApp from Fynbos & Co', record the date and source against the contact (a tag or custom field is enough), end every marketing template with 'Reply STOP to opt out' or an opt-out button, and act on it straight away. Utility messages the customer expects, like a delivery update, are not direct marketing, but keep promotions out of them. This is general guidance, not legal advice; the Information Regulator publishes guidance on direct marketing, and your own adviser can confirm what applies to you.
How to get started
- Prepare a Meta business portfolio and your CIPC registration documents for business verification.
- Choose the number. Meta added South Africa to WhatsApp Business app coexistence on 15 Apr 2026, so a number that is on the Business app today can often stay there while connected to the API.
- Connect it through Embedded Signup from your provider's panel and set the display name. Meta's newer In-App Signup is not offered in South Africa, so Embedded Signup is the route.
- Get your first templates approved and import contacts whose consent you recorded.

Frequently asked questions
How much does the WhatsApp Business API cost in South Africa?
Meta charges US$0.0379 per delivered marketing template and US$0.0095 per utility or authentication template to South African numbers (Meta rate card effective 1 Oct 2026), and service replies are free up to 1,000 per number per month. Your provider's software fee comes on top; local platforms we checked list from a few hundred to a few thousand rand a month.
Does Meta bill in rand?
No. Meta's 16 billing currencies do not include ZAR, and the currency is fixed when the Messaging account is created. South African businesses either pay a provider in rand, who converts, or are billed by Meta in a listed currency such as US dollars.
Can I keep my number on the WhatsApp Business app?
Often, yes. Meta added South Africa to coexistence on 15 Apr 2026, which keeps a number on the WhatsApp Business app (version 2.24.17 or later) while it is connected to the API, and Broadchat supports it. Some app features are switched off, and the phone app must be opened about every two weeks to stay connected.
Do I need a registered company?
Not to start: an unverified Meta business portfolio can send to 250 people a day outside the 24-hour window. Business verification, which unlocks higher limits, needs official documents showing your legal business name, such as a CIPC registration certificate for a company or close corporation. Meta makes the decision.
Is a WhatsApp chatbot allowed under WhatsApp's rules?
Yes, a chatbot for your own business is allowed, as long as there is a path to a human and you only start conversations with people who opted in. Meta does not allow general-purpose AI assistants as the main use of the platform.
Who runs Broadchat?
Broadchat is built and operated by Nxiora, a software company based in India, and sold through partners. It is built on the official WhatsApp Business Platform (Cloud API) and is an independent platform, not affiliated with or endorsed by Meta.
