WhatsApp Business API in the UAE: official Cloud API, AED message costs and who it suits
A plain guide to the official WhatsApp Business API for UAE businesses: what it is, Meta's AED prices, how brokers, clinics, restaurants and online stores in Dubai, Abu Dhabi and Sharjah use it, and the consent rules.

In short
The WhatsApp Business API is Meta's official way to run WhatsApp from software: a team inbox, a chatbot, CRM and automated messages on one number. For UAE (+971) numbers, Meta charges AED 0.2115 per delivered marketing template and AED 0.0576 per utility or authentication template (Meta rate card effective 1 Oct 2026), and each number gets 1,000 free service replies a month. You need a Meta business portfolio, a trade licence for business verification, and opt-in from the people you message.
Key takeaways
- The WhatsApp Business API runs on Meta's Cloud API; tools that drive WhatsApp Web through a QR code are not official and put the number at risk of a ban.
- Meta's AED rate card effective 1 Oct 2026 lists AED 0.2115 per delivered marketing message and AED 0.0576 per utility or authentication message to UAE numbers.
- UAE marketing rates went up on 1 Oct 2026 (from AED 0.1832 on the 1 Jul 2026 card), so utility messages and Click-to-WhatsApp ads matter more for the budget.
- A UAE trade licence from a mainland economic department or a free zone authority is the usual document for Meta business verification.
- The UAE's Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) and WhatsApp's own policy both point to the same habit: get clear consent and honour opt-outs.
What the WhatsApp Business API is
In the UAE almost every customer conversation, from a viewing request on a Dubai Marina flat to a table booking in Abu Dhabi, already happens on WhatsApp. The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, is how a business moves those conversations off one staff member's phone and into software that a whole team can use. Today it means the Cloud API, hosted by Meta. A provider such as Broadchat connects your number through Meta's Embedded Signup window and gives you the inbox, campaigns, chatbot and CRM on top.
Three rules shape everything you do with it:
- Customers write first, or you use a template. When a customer messages you, a 24-hour customer service window opens and you can reply freely. Outside it you can only send a message template that Meta has reviewed.
- Opt-in comes before marketing. WhatsApp's Business Messaging Policy only allows messages to people who gave you their number and agreed to hear from your business.
- Meta sets the pace. A new business portfolio can start conversations with 250 people a day; the messaging limit grows to 2,000 and beyond with business verification and good quality.
| WhatsApp Business app | WhatsApp Business API | QR-code 'bulk sender' tools | |
|---|---|---|---|
| Run by | Meta, on one phone | Meta's Cloud API, through your provider | A third party driving WhatsApp Web |
| Agents on one number | A few linked devices | As many as your plan allows | Usually one session |
| Bulk sending | Broadcast lists, only to people who saved you | Approved templates to opted-in contacts | Any list, against WhatsApp's terms |
| Meta charges | None | Per delivered template | None, but the number is at risk |
If you were sold a cheap 'unlimited WhatsApp marketing' tool that asks you to scan a QR code, that is the third column. Our explainer on official versus unofficial WhatsApp APIs covers why numbers on those tools get banned.
How UAE businesses use it
The API earns its cost when several people answer the same number, when another system should trigger messages, or when you send the same useful update to many customers. Common UAE patterns:
| Business | What goes out on WhatsApp | Meta category |
|---|---|---|
| Real estate brokerage in Dubai Marina or Business Bay | Instant reply to portal and ad leads, viewing confirmations, new-listing alerts to opted-in buyers | Utility for confirmations, marketing for listings |
| Dental or dermatology clinic in Sharjah or Al Barsha | Appointment reminders with Confirm / Reschedule buttons, follow-up after treatment | Utility |
| Restaurant group in Abu Dhabi | Reservation confirmations, iftar and Eid set-menu offers to opted-in guests | Utility, marketing |
| Online perfume or abaya store shipping across the Emirates | Order confirmed, out for delivery, cash-on-delivery check | Utility |
| Desert safari or yacht charter operator in Dubai | Pickup time and hotel lobby details, weather changes, review request | Utility |
| Car rental company at Dubai or Abu Dhabi airport | Booking confirmation, deposit and Salik/fine notices, return reminders | Utility |
| Any business | Login and payment codes | Authentication |
Two local details change how these work. First, many customers are visitors or expats with non-UAE numbers, and Meta prices by the recipient's country (see the cost section). Second, the year has clear peaks (Ramadan and Eid, UAE National Day on 2 December, the Dubai Shopping Festival, White Friday), and marketing templates for those dates should be approved weeks before, not the night before.
A real estate example
Omar runs a six-agent brokerage in Jumeirah Village Circle. Leads arrive from property portals and Instagram ads at all hours. With the API, every new lead gets a utility reply within a minute asking for budget, area and move-in date through buttons, the chatbot assigns the chat to the agent who covers that community, and the agent picks it up in the shared inbox with the answers already on the contact. Listing alerts go only to buyers who ticked 'send me new listings on WhatsApp'. Dubai brokers already follow the Dubai Land Department's rules for property advertising; check with your compliance team whether a listing sent on WhatsApp needs the same permit details as your portal ad.
What it costs: Meta's AED rates
Meta charges per delivered template, by category and by the country code of the number you send to. For UAE (+971) numbers:
| Category | Meta AED rate card | Meta USD rate card |
|---|---|---|
| Marketing | AED 0.2115 | US$0.0576 |
| Utility | AED 0.0576 | US$0.0157 |
| Authentication | AED 0.0576 | US$0.0157 |
| Service (after 1,000 free per number per month) | AED 0.0576 | US$0.0157 |
Source: Meta rate card effective 1 Oct 2026. The marketing rate rose on that date from AED 0.1832 (US$0.0499) on the 1 Jul 2026 card; utility and authentication did not change. Meta also lists a higher authentication-international rate for some markets; its pricing page and rate-card files did not agree on the UAE when we checked on 1 Nov 2026, so ask your provider before budgeting OTPs sent from a business registered outside the UAE.
What is free, or no longer free:
- 1,000 service messages per business phone number per month are free; after that, replies inside the 24-hour window are charged at the service rate.
- Utility templates sent inside an open window are charged since 1 Oct 2026.
- Chats started from a Click-to-WhatsApp ad open a free entry point window of up to 7 days.
Meta publishes its rate card in 16 currencies, and AED is one of them; the currency is chosen when the Messaging account is created and cannot be changed later. The AED card applies to accounts that Meta bills in AED. On Broadchat, messaging is prepaid into a wallet in your panel at the rates your provider sets, so ask your provider which currency you are billed in and whether UAE VAT is shown separately. The full breakdown, with a worked monthly bill and rates for Saudi, Qatari and other numbers, is on WhatsApp API pricing in the UAE.
What Broadchat gives a UAE business
- Campaigns: send templates to tags, segments or a CSV list; schedule them in Gulf Standard Time, repeat them, and retarget people who did not read or reply.
- Shared team inbox: one number, many agents; chats assigned by person or department, with the 24-hour window shown on every chat.
- Visual chatbot builder: button menus, questions that check the answer, office-hours routing (useful when Ramadan hours change) and hand-over to an agent. See the WhatsApp chatbot builder.
- CRM: tags, custom fields, segments and Kanban boards for leads, with CSV import. See the team inbox and CRM.
- Store connections: Shopify and WooCommerce orders can trigger order and delivery messages.
- Templates under CRM → WhatsApp Templates and number health under Channels → All Channels, both kept in sync with Meta.
The panel is available in Arabic (right-to-left) and English among its 23 languages, as well as Urdu, Russian and French, so a mixed team can each work in their own language. Templates can be written in any language Meta supports for templates, including Arabic and English; create one template per language.
Consent and data protection in the UAE
WhatsApp's policy requires an opt-in that names your business and asks you to honour requests to stop. The UAE's Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, in force since 2 January 2022, generally requires the data subject's consent to process personal data, with exceptions, and gives people the right to restrict or stop processing. Companies in the DIFC and ADGM financial free zones fall under those zones' own data protection laws instead, and some sectors such as health and banking have their own rules.
In practice: ask for WhatsApp consent on your enquiry form, booking page or checkout ('Yes, send me booking updates and offers on WhatsApp from Marina Keys Real Estate'), record when and where it was given on the contact, put an opt-out line or button in marketing templates, and act on it. Keep health details out of clinic reminders. This is general guidance, not legal advice; check your obligations with a UAE adviser.
How to get started
- Have your trade licence and a Meta business portfolio ready.
- Pick a number that is not active on WhatsApp, or check whether it can stay on the WhatsApp Business app through coexistence.
- Connect it through Embedded Signup and choose a display name that matches your brand.
- Get one utility and one marketing template approved, then import opted-in contacts.

Frequently asked questions
How much does the WhatsApp Business API cost in the UAE?
Meta charges per delivered template: AED 0.2115 per marketing message and AED 0.0576 per utility or authentication message to UAE numbers (Meta rate card effective 1 Oct 2026). The first 1,000 service replies per number each month are free. Your provider's software fee is added on top, and VAT treatment depends on who bills you.
Can I get the green tick on WhatsApp in the UAE?
The badge belongs to Meta's Official Business Account programme and Meta decides who gets it. Meta looks for a verified business, two-step verification, an approved display name and a business that is well known, for example through press coverage. No provider can promise it. See our page on the official business account and Meta Verified for the difference between the two badges.
Do I need a trade licence to use the API?
Not to start. An unverified business portfolio can connect a number and message up to 250 people a day outside the 24-hour window. To go higher, Meta's business verification needs official documents in your legal name, and in the UAE that is usually the trade licence. Meta makes the decision.
Can I keep my number on the WhatsApp Business app?
Meta's coexistence feature keeps a number on the WhatsApp Business app while it is connected to the API, in the countries Meta supports, and Broadchat supports it. Check Meta's coexistence documentation for the UAE before you plan on it. Otherwise the number has to leave the app, so many businesses connect a new number.
Can templates be in Arabic?
Yes. Arabic is one of the languages Meta supports for templates. Create separate Arabic and English versions of each template and choose the language per customer, for example from a 'preferred language' field on the contact.
Who runs Broadchat, and where is data hosted?
Broadchat is built and operated by Nxiora, a software company based in India, and sold through partners. Messages travel through Meta's Cloud API, and panel data is hosted outside the UAE. Government, banking or healthcare buyers that need in-country hosting should ask before signing. Broadchat is not affiliated with or endorsed by Meta.
