In short
For UAE (+971) numbers, Meta charges AED 0.2115 per delivered marketing message and AED 0.0576 per delivered utility, authentication or paid service message (Meta rate card effective 1 Oct 2026). Marketing went up by about 15% on that date; utility did not change. Each number still gets 1,000 free service messages a month, and chats started from a Click-to-WhatsApp ad are free for up to 7 days. Your provider's fee, and VAT where it applies, come on top.
Key takeaways
- Marketing to UAE numbers costs AED 0.2115 per delivered message and utility AED 0.0576 (Meta rate card effective 1 Oct 2026), so one marketing message costs about as much as 3.7 utility messages.
- The UAE marketing rate rose from AED 0.1832 to AED 0.2115 on 1 Oct 2026; utility and authentication stayed at AED 0.0576.
- The first 1,000 service messages per business number per month are free; from the 1,001st, each costs the service rate.
- Meta prices by the recipient's country: a Dubai business messaging Saudi, Kuwaiti or Philippine numbers pays those countries' rates.
- Meta's pricing page does not say whether UAE VAT is included; ask your provider to show VAT on its quote.
Meta's rates for UAE numbers
Meta charges for each delivered template message. Two things set the price: the template's category, and the country code of the number it goes to. For +971 numbers, Meta's rate card effective 1 Oct 2026 lists:
| Category | Typical UAE use | AED rate card | USD rate card |
|---|---|---|---|
| Marketing | Listing alerts, Ramadan and Eid offers, White Friday sales, win-back messages | AED 0.2115 | US$0.0576 |
| Utility | Booking and viewing confirmations, order and delivery updates, payment reminders | AED 0.0576 | US$0.0157 |
| Authentication | One-time passwords for logins and payments | AED 0.0576 | US$0.0157 |
| Service | Free-form replies inside the 24-hour window, after the free 1,000 per number per month | AED 0.0576 | US$0.0157 |
Meta changes rates only on 1 January, 1 April, 1 July and 1 October, with at least a month's notice, so it is worth re-checking Meta's pricing page at the start of each quarter.
The 1 October 2026 increase
The UAE was one of the markets whose marketing rate Meta raised on 1 Oct 2026. On the AED card it went from AED 0.1832 (1 Jul 2026 card) to AED 0.2115 per delivered marketing message (Meta rate card effective 1 Oct 2026), roughly 15% more. Utility and authentication did not move. If you still budget from a spring 2026 article, your marketing line is too low.
Which currency applies
Meta publishes the same prices in 16 currencies, AED among them. Which card an account uses is fixed when its Messaging account is created, and Meta says it cannot be changed afterwards. The AED card applies to accounts Meta bills in AED. On Broadchat, businesses prepay a messaging wallet in their panel at the rates their provider sets over Meta's base rate, so the currency you see is your provider's, not necessarily Meta's.
Meta also lists a higher authentication-international rate for some markets. Its pricing page and rate-card files did not agree about the UAE when we checked on 1 Nov 2026, so we do not quote one here; if you send OTPs to UAE numbers from a business registered abroad, ask your provider which rate applies.
What is free, and what changed
- Service messages: 1,000 free per business phone number per month for non-template replies inside the 24-hour customer service window. From the 1,001st, Meta charges the service rate. Unused messages do not carry over.
- Utility templates inside an open window are charged since 1 Oct 2026; until 30 Sep 2026 they were free when the window was open.
- Click-to-WhatsApp ads: when a customer starts a chat from your Facebook or Instagram ad and you reply within 24 hours, every message you send them is free for up to 7 days, the free entry point window.
- Reactions are free and do not use the 1,000.
Older UAE articles that promise 'free replies within 24 hours' or a 72-hour ad window describe rules that no longer apply.
Customers outside the UAE
A large share of UAE customers carry a foreign number: Saudi visitors at a Dubai Mall store, Kuwaiti families booking a summer stay, Filipino or Pakistani residents who kept their home SIM, British tourists on a yacht charter. Meta charges by the recipient's country, so these rows of the AED card matter (Meta rate card effective 1 Oct 2026):
| Recipient | Marketing | Utility and authentication |
|---|---|---|
| UAE (+971) | AED 0.2115 | AED 0.0576 |
| Saudi Arabia (+966) | AED 0.2115 | AED 0.0393 |
| Qatar (+974) | AED 0.1252 | AED 0.0440 |
| Oman (+968) | AED 0.1252 | AED 0.0907 |
| Kuwait (+965) | AED 0.2908 | AED 0.1615 |
| Bahrain (+973), in Meta's Rest of Middle East group | AED 0.1440 | AED 0.0334 |
| Egypt (+20) | AED 0.2364 | AED 0.0132 |
| Pakistan (+92) | AED 0.1737 | AED 0.0551 |
| Philippines (+63), in Meta's Rest of Asia Pacific group | AED 0.3091 | AED 0.0415 |
| United Kingdom (+44) | AED 0.2330 | AED 0.0808 |
Two things stand out. Kuwaiti numbers are the most expensive in the Gulf for utility messages, nearly three times the UAE rate, so a hotel in Ras Al Khaimah with many Kuwaiti guests should keep its confirmation flow short. Marketing to Philippine numbers costs more than to UAE numbers, which matters for remittance, cargo and telecom businesses serving Filipino residents.
A worked monthly bill in AED
This example is illustrative. Layla runs Oud Lane, an online perfume store in Abu Dhabi on Shopify that delivers across the Emirates and to Saudi Arabia. One WhatsApp number, one normal month:
| Messages | Count | Meta rate (rate card effective 1 Oct 2026) | Cost |
|---|---|---|---|
| Order confirmed and out for delivery, UAE customers (utility) | 5,000 | AED 0.0576 | AED 288.00 |
| Order updates to Saudi customers (utility) | 600 | AED 0.0393 | AED 23.58 |
| White Friday launch to opted-in UAE customers (marketing) | 2,000 | AED 0.2115 | AED 423.00 |
| Login codes for her loyalty club (authentication) | 400 | AED 0.0576 | AED 23.04 |
| Customer-service replies: 3,200, of which 1,000 free | 2,200 | AED 0.0576 | AED 126.72 |
| Meta total, before any VAT | AED 884.34 |
Almost half the bill is one campaign. Layla can cut it without losing sales by sending the launch only to customers who bought in the last six months, and by running a Click-to-WhatsApp ad for the launch, since chats it starts are free for 7 days. Calling the launch a 'utility' message does not work: Meta reviews template categories and moves promotional content to marketing.
VAT, volume tiers and the platform fee
VAT. The UAE's standard VAT rate is 5%, according to the Federal Tax Authority. Meta's pricing page does not say whether its rates include taxes, and the VAT on your invoice depends on who bills you and from where. Ask your provider to show VAT separately and check the treatment with your accountant.
Volume tiers. Utility and authentication get cheaper once a business portfolio sends enough of them to one market in a calendar month; tiers are counted per market and category across all numbers in the portfolio and reset monthly. Marketing has no tiers. Most UAE SMEs never reach the first step, so budget at the standard rate.
Platform fee. Meta's charge is only part of the cost. Providers charge for their software in one of three ways:
| Model | How you pay | What to ask |
|---|---|---|
| Subscription, Meta billed separately | A monthly AED or USD plan; Meta's charges are billed to you or passed through at cost | Which features and how many agents each plan includes |
| Bundled per-message price | Little or no monthly fee; each message costs more than Meta's rate | The markup per category against Meta's AED card |
| Subscription plus prepaid wallet | A plan, plus a messaging wallet charged at the provider's rates | The rate per category, the wallet currency, and VAT |
Broadchat is sold through partners, who set the plan price and the messaging rates over Meta's base rate; partner prices are quoted on request. The UAE providers we checked, with their published AED and US$ plans, are in WhatsApp API providers in the UAE compared. Agencies that want to resell can read how partner margins work.
How to keep the bill down
- Keep routine updates in utility templates with no promotion in them, and save marketing for the dates that matter: Ramadan and Eid, National Day, the Dubai Shopping Festival.
- Reply fast: in-window replies are free up to 1,000 a month per number.
- Use Click-to-WhatsApp ads for new customers, so the first week of the chat costs nothing.
- Segment marketing; every send to someone who never opens it costs AED 0.2115 at Meta's rate card effective 1 Oct 2026.
- Use WhatsApp Flows or button menus instead of long back-and-forth chats once you are past the free 1,000.

Frequently asked questions
How much is one WhatsApp marketing message in the UAE?
AED 0.2115 per delivered marketing template to a UAE number, or US$0.0576 on the USD card (Meta rate card effective 1 Oct 2026). Your provider's own fee or markup, and VAT where it applies, come on top.
Did WhatsApp prices go up in the UAE in 2026?
Yes, for marketing. On 1 Oct 2026 Meta raised the UAE marketing rate from AED 0.1832 to AED 0.2115 per delivered message (Meta rate card effective 1 Oct 2026). Utility and authentication stayed at AED 0.0576. Meta also started charging service replies beyond 1,000 per number a month and utility templates sent inside an open window.
Are WhatsApp replies free for UAE businesses?
Up to a point. Each business phone number gets 1,000 free service messages a month for replies inside the 24-hour window. After that, each costs AED 0.0576 (Meta rate card effective 1 Oct 2026). Chats from Click-to-WhatsApp ads are free for up to 7 days.
Is VAT charged on WhatsApp API fees in the UAE?
The UAE standard VAT rate is 5%, but whether and how it appears depends on who invoices you and from where. Meta's pricing page does not say whether its rates include tax. Ask your provider to show VAT separately and confirm the treatment with your accountant.
Does Meta charge for messages that are not delivered?
No. Meta charges per delivered message, so a template to a number that is not on WhatsApp is not charged by Meta. Some providers charge their own fee per attempt; check the terms.
