WhatsApp API pricing in Sri Lanka: the October 2026 utility cut, foreign-guest rates and a bill in LKR

What Meta charges per WhatsApp message to Sri Lankan numbers since 1 Oct 2026, why prices are in US dollars, what foreign guests cost a hotel, a worked monthly bill in LKR and WhatsApp versus bulk SMS.

By Broadchat teamPublished 8 min read

In short

Meta charges US$0.0732 per delivered marketing message and US$0.0020 per delivered utility, authentication or paid service message to Sri Lankan (+94) numbers (Meta rate card effective 1 Oct 2026). At an illustrative LKR 300 to the dollar that is about LKR 22 and LKR 0.60. The utility and authentication rate fell by about 82% on 1 Oct 2026, when Sri Lanka left Meta's Rest of Asia Pacific group. Each number gets 1,000 free service replies a month, Click-to-WhatsApp ad chats are free for up to 7 days, and messages to foreign numbers are priced at the recipient's country rate.

Key takeaways

  • Sri Lanka is a standalone market since 1 Oct 2026: US$0.0732 per delivered marketing message and US$0.0020 per utility or authentication message (Meta rate card effective 1 Oct 2026).
  • Before that, +94 numbers were in Rest of Asia Pacific, where utility cost US$0.0113 (Meta rate card effective 1 Jul 2026); marketing did not change.
  • Meta has no LKR rate card, so Sri Lankan accounts are priced in US dollars and LKR amounts move with the exchange rate.
  • Marketing costs about 37 times utility to a Sri Lankan number, so a reminder-first plan is far cheaper than a promotion-first one.
  • A hotel pays the guest's country rate: a utility message to a German number costs US$0.0550 (Meta rate card effective 1 Oct 2026), more than 27 times the Sri Lankan rate.
  • A WhatsApp utility template now costs about the same as a local bulk SMS, but carries buttons, images and up to 1,024 characters.

Meta's rates for Sri Lankan numbers

Meta charges for each delivered template message according to its category and the country code of the person receiving it. Sri Lanka (+94) has its own row on Meta's price list since 1 Oct 2026. Meta's USD rate card effective 1 Oct 2026 lists:

CategoryTypical useMeta rate (USD)Illustrative LKR (at 300 per US$1)

UtilityOrder updates, appointment numbers, instalment reminders, booking confirmationsUS$0.0020LKR 0.60

ServiceFree-form replies inside the 24-hour window, after the free 1,000 per number per monthUS$0.0020LKR 0.60

Meta changes rates only on 1 January, 1 April, 1 July and 1 October and gives at least a month's notice, so check the card again at the start of each quarter.

The 1 October 2026 cut

Until 30 Sep 2026 Sri Lankan numbers were priced as part of Meta's Rest of Asia Pacific group. On that card (Meta rate card effective 1 Jul 2026) a utility or authentication message to +94 cost US$0.0113. Meta's pricing page lists Sri Lanka among nine markets that became standalone on 1 Oct 2026, with a decrease in utility and authentication. The new US$0.0020 is about 82% lower. Marketing stayed at US$0.0732, even though the Rest of Asia Pacific marketing rate went up on the same day.

Why the price is in US dollars

Meta bills in 16 currencies, among them the US dollar, euro, pound, UAE dirham, Singapore dollar and Malaysian ringgit. The Sri Lankan currency is not one of them, so a Meta account for a Sri Lankan business is priced in US dollars. The LKR column above is our arithmetic at a round, illustrative LKR 300 to the dollar; it is not a Meta price, and the real cost depends on the currency your provider bills in and the exchange rate it applies. Meta's pricing page does not say whether Sri Lankan taxes apply on top, so ask your provider to show taxes as a separate line and confirm the treatment with your accountant.

Authentication codes sent from abroad

Meta also lists Sri Lanka among its authentication-international markets, with a rate of US$0.1440 per delivered authentication message on the USD rate card effective 1 Oct 2026. Meta applies that higher rate to eligible businesses based in other countries that send login codes to +94 numbers. A Sri Lankan company sending OTPs to its own customers pays the standard US$0.0020.

What changed on 1 October 2026 besides the rates

  • 1,000 free service messages per business number per month, then charged. A service message is a free-form reply inside the 24-hour customer service window. From the 1,001st in a calendar month, a reply to a Sri Lankan number costs US$0.0020 (Meta rate card effective 1 Oct 2026). Unused free messages do not carry over.
  • Utility templates inside an open window are charged. Between 1 Jul 2025 and 30 Sep 2026 they were free if the customer had written in the last 24 hours.
  • No payment method, no paid service messages. Meta stops delivering service messages after the free 1,000 when the account cannot be billed.
  • Still free: the WhatsApp Business app on a phone, and reactions.

In practice: a Colombo electronics shop handling 5,000 customer chats a month now pays for 4,000 replies, 4,000 × US$0.0020 = US$8.00 (Meta rate card effective 1 Oct 2026), about LKR 2,400 at the illustrative rate. A small business answering a few hundred chats pays nothing for replies.

Foreign guests and customers abroad

Because Meta prices by the recipient's number, Sri Lankan tourism businesses pay very different amounts for the same message. From Meta's USD rate card effective 1 Oct 2026:

Recipient's numberMarketingUtility
Sri Lanka (+94)US$0.0732US$0.0020
United Kingdom (+44)US$0.0635US$0.0220
Germany (+49)US$0.1365US$0.0550
United Arab Emirates (+971)US$0.0576US$0.0157
Qatar (+974)US$0.0341US$0.0120
Saudi Arabia (+966)US$0.0576US$0.0107

A booking confirmation to a guest's German mobile costs 27.5 times the same message to a Colombo number. Two habits help: answer guests' questions inside the 24-hour window they open (replies count against the free 1,000), and ask for a Sri Lankan contact number when a guest buys a local SIM. Families of Sri Lankans working in the Gulf are a similar case for money-transfer and courier companies: utility messages to the UAE, Qatar or Saudi Arabia cost five to eight times the domestic rate.

A worked monthly bill in LKR

This example is illustrative. Dilani manages Rampart Street Villas, a 14-room boutique hotel inside Galle Fort, taking bookings on its website and from walk-ins. In a busy month:

MessagesCountMeta rate (rate card effective 1 Oct 2026)USDLKR at 300
Confirmations, pick-up details and check-out reminders to Sri Lankan numbers (utility)1,200US$0.0020US$2.40LKR 720
The same to UK numbers (utility)600US$0.0220US$13.20LKR 3,960
The same to German numbers (utility)300US$0.0550US$16.50LKR 4,950
Monsoon-season offer to past local guests who opted in (marketing)1,500US$0.0732US$109.80LKR 32,940
Guest replies: 2,500, of which 1,000 free; the rest to Sri Lankan numbers1,500US$0.0020US$3.00LKR 900
Meta totalUS$144.90LKR 43,470

Three-quarters of the bill is one marketing campaign. Sending it only to guests who stayed in the last two years, or running a Click-to-WhatsApp ad so that interested people message first and fall into the free 7-day free entry point window, cuts that line far more than any saving on utility. Calling the offer a 'utility' template does not work: Meta reviews template categories and moves promotional content to marketing.

WhatsApp versus SMS in Sri Lanka

Bulk SMS remains the habit for reminders and OTPs in Sri Lanka. On 2 Nov 2026 SMSGo.lk listed a flat LKR 0.54 for each SMS on its 1,000 and 10,000 credit packages and LKR 0.52 above 100,000, with taxes included. Meta's utility rate of US$0.0020 per delivered message to Sri Lankan numbers (Meta rate card effective 1 Oct 2026) is about LKR 0.60 at our illustrative rate, before taxes and your provider's markup. The prices are now close; what differs is the message.

Bulk SMSWhatsApp utility template

ContentTextText, image, PDF (a receipt or leasing statement), buttons, links

Unicode SMS in Sinhala or Tamil uses many more parts for the same text, so a long reminder in Sinhala costs several SMS but one WhatsApp template. Keep SMS as the fallback for customers without WhatsApp or without opt-in. The guide to cutting WhatsApp API costs has more ideas.

The provider's fee on top

Meta's charges are one line of the bill. Sri Lankan providers charge for their software as a monthly plan, a setup fee, per-message prices that include Meta's charge, or a mix, and some let you pay Meta directly. When comparing quotes, ask for:

  1. The price per category next to Meta's rate card, so the markup is visible.
  2. The billing currency and the exchange rate used.
  3. Whether taxes are included.
  4. Whether unused message credit expires.

On Broadchat, businesses buy through a partner, who sets the plan price and the messaging rates above Meta's base rate; partner prices are quoted on request.
