WhatsApp API providers in Sri Lanka compared: monthly plans in LKR, setup fees and who pays Meta

In short
Sri Lankan WhatsApp API providers fall into two groups. Software subscriptions publish monthly plans in LKR: WhatsRay lists Pro at LKR 4,500 and Scale at LKR 7,500 a month, and Bloomwire lists Starter at LKR 8,500, Growth at LKR 12,500 and Scale at LKR 27,500 a month, with Meta's charges paid separately. Build-and-run agencies charge a setup fee plus a monthly fee: SafeNet Creations lists LKR 29,900 setup and LKR 4,900 a month for its entry chatbot package. Yenasys quotes on request. Broadchat is sold through partners who set their own prices, so it suits companies that want to resell WhatsApp under their own brand.
Key takeaways
- WhatsRay (Raybeam Digital) lists a one-month free trial, Pro at LKR 4,500 a month (LKR 4,000 billed yearly) and Scale at LKR 7,500 a month (LKR 5,417 billed yearly).
- Bloomwire lists Starter LKR 8,500, Growth LKR 12,500 and Scale LKR 27,500 a month, extra numbers at LKR 5,000 and extra seats at LKR 3,500 a month, and says Meta's fees are paid directly to Meta.
- SafeNet Creations, based in Jaffna, sells built-for-you automation: LKR 29,900 setup and LKR 4,900 a month for its Menu Bot Starter, up to LKR 150,000 setup and LKR 35,000 a month for AI Sales & Support.
- Yenasys, in Kadawatha, presents itself as a Meta Business Partner and gives prices after a demo.
- Broadchat publishes no end-customer price: partners set plans and messaging rates, and partner costs are quoted on request.

How we compared
We read each provider's own website on 2 November 2026 and quote only what it publishes; where a site is silent, the table says 'Not stated'. We do not repeat providers' per-message figures. Price your messages yourself from Meta's rates for Sri Lankan numbers, because at least one provider page we read showed a Sri Lankan marketing rate that does not match Meta's own card. Prices change, so open the linked page before you decide.

WhatsRay
WhatsRay is a WhatsApp platform from Raybeam Digital, a Sri Lankan company that describes itself as a Meta Business Partner. Its pricing section lists a free plan for one month (one number, one team member, 250 contacts, five campaigns), Pro at LKR 4,500 a month or LKR 4,000 a month billed yearly (three numbers, three members, 1,000 contacts, 50 campaigns) and Scale at LKR 7,500 a month or LKR 5,417 billed yearly (five numbers, ten members, 10,000 contacts, unlimited campaigns). Enterprise is priced on request. Meta's message charges are separate from the plan.
Best for: a small shop or clinic that wants the lowest published monthly fee and a free month to try it. Watch the contact caps: 1,000 contacts on Pro is tight for a retailer with a customer list.
Bloomwire
Bloomwire is a Sri Lankan software company in Pannipitiya that also sells bulk SMS, live chat and cloud calling. Its WhatsApp pricing page lists Starter at LKR 8,500 a month (one number, one seat, up to 10,000 contacts), Growth at LKR 12,500 (one number, three seats, up to 100,000 contacts) and Scale at LKR 27,500 (three numbers, eight seats, up to 1,000,000 contacts), with extra numbers at LKR 5,000 and extra seats at LKR 3,500 a month. It states that Meta's per-message fees are paid directly to Meta rather than to Bloomwire.
Best for: a business with a large customer list that wants generous contact limits and to pay Meta itself, so the message cost is visible without a markup.
SafeNet Creations
SafeNet Creations (Pvt) Ltd is a Jaffna-based company that builds WhatsApp automation on the official API and runs it for the client. Its Colombo page lists five packages, among them Menu Bot Starter at LKR 29,900 setup and LKR 4,900 a month (lead capture, menu and FAQ automation, hand-over to a person, website integration, template submissions) and AI Sales & Support at LKR 150,000 setup and LKR 35,000 a month (an AI knowledge base in Sinhala, Tamil and English, lead qualification and one workflow integration). Meta's messaging charges are excluded and confirmed during scoping.
Best for: a business that wants someone to design and build the chatbot rather than configure software itself, particularly in the Northern Province or with Tamil-speaking customers.
Yenasys
Yenasys (Pvt) Ltd, based in Kadawatha with offices listed in Malaysia and the United States, presents itself as a Meta Business Partner and official WhatsApp Business Solution Provider, with chatbots, notifications and marketing for banking, retail, healthcare, real estate and government. Its Sri Lanka page publishes no prices; you book a demo for a quote.
Best for: larger organisations, such as finance companies or hospital groups, that want a provider with enterprise references and are prepared to go through a sales process.
Broadchat
Broadchat is a white-label platform on the official Cloud API, sold through partners such as SMS resellers, web developers and agencies, who set their own plan prices and messaging rates. A business gets campaigns, a shared inbox, a visual chatbot builder, CRM and Shopify or WooCommerce connections; a partner gets its own brand and domain, LKR plans, its own client billing and weekly settlement of its messaging margin. Partner costs are per client account and quoted on request, so there is no public LKR price to list here.
Where Broadchat is weaker: no public end-customer price; no built-in Sri Lankan payment gateway, and card billing in the panel needs a Stripe account, which Sri Lankan companies cannot open, so partners mostly bill by bank transfer; no Sinhala or Tamil panel translation yet; no SMS, so a business that needs SMS keeps its SMS provider; and support comes from your partner, not from a Broadchat office in Sri Lanka. If one of these is decisive, a provider above may suit you better.
Best for: Sri Lankan companies that want to sell WhatsApp under their own brand, and the businesses they serve. See the white-label WhatsApp API for Sri Lanka.
How to choose
- Price a real month. Count your utility, marketing and service messages, price them at Meta's Sri Lankan rates, then add each provider's plan, setup and any markup.
- Check the caps that bind. For a retailer it is usually contacts; for a clinic or hotel front desk, seats; for a group of branches, numbers.
- Spread the setup fee. A LKR 29,900 setup on a one-year commitment adds about LKR 2,500 a month; on a three-month pilot it adds about LKR 10,000.
- Ask whose Meta account it is. The WhatsApp account should sit in your own Meta business portfolio, so you can change provider without losing your number or templates.
- Ask how you pay Meta. Directly by card in US dollars, or through the provider in LKR, and whether taxes are included.
Whichever you choose, the number should be connected through Meta's Embedded Signup on the Cloud API. A service that asks you to scan a WhatsApp Web QR code is not the official API. The basics are on WhatsApp Business API in Sri Lanka.

Frequently asked questions
Which WhatsApp API provider in Sri Lanka is cheapest?
Of the prices published on 2 Nov 2026, WhatsRay had the lowest monthly plan (Pro at LKR 4,500, or LKR 4,000 billed yearly) and a free first month. Bloomwire's plans cost more but allow far more contacts. Add Meta's message charges to every option before comparing.
Do Sri Lankan providers charge a setup fee?
The software subscriptions we checked did not state one. Agencies that build the automation for you do: SafeNet Creations lists setup fees from LKR 29,900 to LKR 150,000 depending on the package. Meta itself charges nothing to connect a number.
Can I pay Meta directly instead of through the provider?
Some providers work that way: Bloomwire says Meta's fees are paid directly to Meta. You then need a card that Meta accepts in US dollars, because Meta does not bill in LKR. Others, including Broadchat partners, collect message charges in a prepaid wallet.
Can I switch providers without losing my number?
Usually yes, if the WhatsApp account sits in your own Meta business portfolio: you give the new provider access, and approved templates and the display name stay with the account. If the provider created the account in its own portfolio, ask how it hands it over before you sign.
