WhatsApp API providers in Singapore compared: SGD plans, Meta fees, seats and reseller options
A side-by-side of six WhatsApp API options a Singapore SME, clinic, tuition centre or agency is likely to shortlist: what each publishes in SGD or USD, who bills Meta's fees, what a trial gives you, and where each one falls short.

In short
Singapore WhatsApp API vendors price in very different units: SleekFlow by plan, seats and monthly active contacts in SGD with a S$19 monthly number fee; respond.io by users and contacts in USD; Volty (Voltade) by AI usage with unlimited seats; Moobidesk by agents; DoubleAM as a low monthly GoHighLevel bundle. Most say Meta's fees sit outside the subscription. Broadchat is sold through partners who brand it and set the price, so it has no public SGD list. Pick on your real monthly bill, not the headline plan.
Key takeaways
- SleekFlow shows Singapore visitors SGD prices: Pro from S$209 a month billed yearly, plus a WhatsApp number hosting fee of S$19 a month.
- respond.io prices in USD only: Starter is US$79 a month billed yearly, and its FAQ says WhatsApp fees are not included in any subscription.
- Volty by Voltade starts at S$199 a month with unlimited seats and contacts, says Meta bills WhatsApp fees to your own account, and runs on AWS in Singapore.
- DoubleAM sells WhatsApp API access on GoHighLevel for S$30.90 a month and says it adds no markup to Meta's rates.
- Broadchat publishes no end-customer SGD price: a partner sets plans and messaging rates, and partner costs are quoted on request.

How we checked
On 2 November 2026 we opened each vendor's own pricing page and copied only what it shows. Several sites change prices by visitor location, so we used each site's Singapore edition where one exists (SleekFlow's SGD toggle, Voltade's SG region); respond.io states its prices are in USD for everyone. Where a page is silent, the table says 'Not stated'. We leave out every vendor's own per-message rates: set them against Meta's SGD rate card for Singapore yourself. Prices here exclude GST unless the vendor says otherwise.

SleekFlow
With the SGD currency selected, SleekFlow lists Pro at S$209 a month billed yearly (S$2,508 a year, against S$3,108 at the monthly price), with 500 monthly active contacts and 3 user seats. Premium is S$419 a month billed yearly (S$5,028 a year), with 1,000 contacts, 5 seats, role-based access and webhook automations. Enterprise is quoted. The WhatsApp Business API is a separate channel line: S$19 a month per number for hosting, and conversation charges 'per SleekFlow rate card'. A 7-day Pro trial needs no card; the workspace pauses if you do not subscribe by day 7.
Best for: retail and service teams that want an omnichannel inbox with AI agents and local-currency invoices, and whose contact count is predictable.
respond.io
respond.io's page says its prices are in USD. Starter is US$79 a month billed yearly (US$948 a year; US$1,188 at the monthly rate), Growth US$159 (US$1,908 a year) and Advanced US$279 (US$3,348 a year), with extra users from US$12 a month and extra contacts billed in blocks of 100 on Growth and Advanced. Its FAQ is plain: WhatsApp fees are not included in any subscription and Meta charges them by usage, and the plan table describes the WhatsApp connection as having 'no usage markups or hidden fees'. The trial is 7 days with no card.
Best for: sales and support teams that are fine paying in USD, want Meta's charges kept apart from the software bill, and expect a moderate number of users.
Volty by Voltade
Voltade's Singapore pricing (updated 1 November 2026) prices Volty by how much work its AI employee does, not by heads: Plus S$199 a month, Pro S$500, Max S$1,000 and Ultra S$2,000, each with unlimited seats, contacts, inboxes and channels. The page says WhatsApp message fees are not included and Meta charges them against your own WhatsApp Business account, that every plan starts with a 7-day trial without a card, and that Volty runs on AWS in Singapore. When the monthly AI allowance runs out, Volty stops replying until it resets or you top up. Enterprise adds a 'no Powered by Volty' option.
Best for: businesses with many staff on the inbox who want AI to answer most enquiries and prefer data hosted in Singapore.
Moobidesk
Moobidesk is a product of Maven Lab Pte Ltd, a Singapore software company with an office in Toa Payoh. Its pricing page shows Standard at 45.00 SGD for 3 agents, per month, and Enterprise as 'Customized', recommended for up to 10 agents with skills-based routing, SLAs and supervisor dashboards. WhatsApp sits in a list of channels that also covers SMS, voice, email, LINE and WeChat. The page does not say how Meta's fees are billed, and the only CRM integration it names is SugarCRM.
Best for: contact-centre style teams that need queue management, SLAs and many channels beyond WhatsApp, and want a Singapore vendor with office-hours support.
DoubleAM
DoubleAM is an implementation agency selling to Singapore businesses that delivers the WhatsApp Business API through GoHighLevel. Its Singapore pricing page lists S$30.90 a month: S$19.90 for platform access and S$11 for API access with coexistence (keeping the WhatsApp Business app on the same number). It says Meta's per-message charges are passed through with no markup and that chatbot, CRM and automation setup is done for you. Seat limits, contact limits and trial terms are not stated on that page.
Best for: owner-run businesses already using or open to GoHighLevel, who want someone local to build the flows rather than a self-serve tool.
Broadchat
Broadchat runs on the official Cloud API and is sold through partners: Singapore agencies, IT vendors and regional resellers who put their own brand and domain on the panel, set SGD plans and messaging rates, and collect from clients through their own Stripe account or by bank transfer. A business on it gets broadcasts, a shared inbox, a visual chatbot builder, CRM, and Shopify or WooCommerce connections. Partners pay a cost price per client account from a prepaid wallet, quoted on request, and their messaging margin is settled weekly.
Where Broadchat is weaker: there is no public SGD price for an end customer, so you only see a price once you talk to a partner. The panel has Chinese and English but no Malay or Tamil translation yet. Messaging is prepaid through a wallet rather than invoiced by Meta in your own name, and built-in WhatsApp payment collection is not offered in Singapore. If you want a self-serve sign-up today, one of the vendors above is the quicker route.
Best for: agencies and IT vendors that want WhatsApp as their own recurring product line, and the clients they look after. Details are on white-label WhatsApp API for Singapore.
Working out your real monthly bill
- List your sends for a typical month. Meta charges S$0.0937 per delivered marketing template and S$0.0205 per utility or authentication template to +65 numbers (Meta rate card effective 1 Oct 2026). A tuition centre sending 2,000 lesson reminders is mostly utility; a café group's monthly promotion is marketing.
- Add the software at your real size. Count the people who will reply and the contacts you talk to each month, because seat and contact limits push you up a plan faster than features do.
- Check who invoices Meta's fees and in which currency. Some vendors leave Meta's bill on your own account; others resell messaging. Either is fine if you know which one you are signing.
- Ask about GST. Confirm whether the quoted figure includes 9% GST and on which part of the bill it is charged.
- Test on your own number. Use the trial to get one utility and one marketing template approved and to send a real reminder before you commit to a yearly plan.
PDPA and Do Not Call: the vendor will not do it for you
None of these tools makes your marketing lawful by itself. Under the PDPA's Do Not Call provisions, marketing messages to Singapore numbers need clear and unambiguous consent or a check against the DNC Registry, and WhatsApp's own policy requires opt-in (general guidance, not legal advice). Look for a vendor that records where and when each contact opted in, honours opt-outs automatically, and lets you export that record if PDPC asks. Whatever you choose should connect your number through Meta's Embedded Signup; a tool that asks you to scan a WhatsApp Web QR code is not the official API. Frequently asked questions
Which WhatsApp API provider is cheapest in Singapore?
It depends on how many people answer chats and how many contacts you reach. A low flat bundle such as DoubleAM's S$30.90 a month suits a small team; per-seat or per-contact plans grow with your inbox; Volty's unlimited seats suit large teams but price the AI usage. Add Meta's SGD rates for your volume before comparing.
Do Singapore providers charge Meta's fees in SGD?
Meta publishes an SGD rate card for Singapore, but each vendor decides how it bills you. respond.io and Volty say Meta charges you separately; SleekFlow uses its own rate card on top of a S$19 monthly number fee; on Broadchat, the partner sets the rate in your currency over Meta's base rate.
Can I move my number from one provider to another?
Yes, in most cases. The number and its WhatsApp account belong to your Meta business portfolio, and the new provider is given access. Templates and the display name stay with the account; chat history usually does not, so export it first and avoid switching in the middle of a campaign.
Is a provider based in Singapore better for PDPA?
Not automatically. The PDPA applies to you as the business, wherever the software is hosted. What matters is that the tool records consent, handles opt-outs and protects data properly; a Singapore-hosted option such as Volty may still help if your clients ask where data is stored.
