WhatsApp API pricing in South Africa: Meta's rates for +27 numbers, the cost in rands and a sample bill

Meta's rates for South African numbers by category, why there is no rand rate card, rand estimates, the 1 Oct 2026 changes, neighbouring-country and UK rates, and a worked bill.

In short

For South African (+27) numbers, Meta charges US$0.0379 per delivered marketing message and US$0.0095 per delivered utility, authentication or paid service message (Meta rate card effective 1 Oct 2026). Meta has no rand rate card, so the rand cost follows the exchange rate: at an illustrative R18 to the dollar, roughly R0.68 and R0.17. Each business number gets 1,000 free service messages a month, and chats started from a Click-to-WhatsApp ad are free for up to 7 days. The provider's platform fee comes on top.

Key takeaways

  • Marketing to South African numbers costs US$0.0379 per delivered message and utility US$0.0095 (Meta rate card effective 1 Oct 2026): marketing is four times utility.
  • Utility, authentication and service went up on 1 Oct 2026, from US$0.0076 on the 1 Jul 2026 card; marketing did not change.
  • Meta's 16 billing currencies do not include the rand, so a rand budget moves with the exchange rate; budget with a margin for that.
  • The first 1,000 service messages per business number per month are free; utility templates are charged even inside an open window.
  • Messages to Namibia, Botswana, Zimbabwe and the rest of Meta's 'Rest of Africa' group are cheaper than to +27 numbers; UK numbers are dearer.

Meta's rates for South African numbers

Meta charges per delivered template. Two things set the price: the template's category, and the country code of the number it goes to. For +27 numbers, Meta's USD rate card effective 1 Oct 2026 lists:

CategoryWhat it is forMeta USD rate cardPrevious (1 Jul 2026 card)
MarketingSpecials, launches, new stock, win-back messagesUS$0.0379US$0.0379
UtilityOrder, delivery, appointment, policy and account updates the customer expectsUS$0.0095US$0.0076
AuthenticationOne-time passwords and login codesUS$0.0095US$0.0076
ServiceFree-form replies inside the 24-hour window, after the free 1,000 per number per monthUS$0.0095free (new charge)

South Africa is one of the markets whose utility and authentication rates Meta raised on 1 Oct 2026, by 25%. Meta changes rates only on 1 January, 1 April, 1 July and 1 October, with at least a month's notice, so check Meta's pricing page at the start of each quarter.

A note for businesses based outside South Africa: Meta lists South Africa among its authentication-international markets, where a higher authentication rate (US$0.0200 per delivered message on the USD rate card effective 1 Oct 2026) applies to eligible businesses from other countries sending login codes to +27 numbers. A South African business sending codes to South African customers pays the standard authentication rate.

What it costs in rands

Meta publishes rate cards in 16 currencies, from US dollars and euros to Malaysian ringgit, and the South African rand is not among them. The currency is chosen when a Messaging account is created and cannot be changed afterwards. So every rand figure you see for WhatsApp, on this page or a provider's, is a conversion. Here are the rates at a round R18 to the dollar, for illustration only:

CategoryMeta USD rate card (effective 1 Oct 2026)At R17 = US$1At R18 = US$1At R19 = US$1
MarketingUS$0.0379R0.64R0.68R0.72
Utility, authentication, serviceUS$0.0095R0.16R0.17R0.18

A move of one rand in the exchange rate changes a marketing-heavy bill by more than 5%. When you compare quotes, ask each provider which exchange rate it uses and how often it updates it, and whether its rand prices are fixed for a period or follow the market.

What is free, and what stopped being free on 1 Oct 2026

  • Service messages: 1,000 free per business phone number per month. These are the non-template replies inside the 24-hour customer service window. From the 1,001st in a month, the service rate applies. Unused free messages do not carry over.
  • Utility templates inside an open window are charged. From 1 Jul 2025 to 30 Sep 2026 they were free when the customer had written in the last 24 hours; since 1 Oct 2026 they are not.
  • Click-to-WhatsApp ads. When a customer starts a chat from your Facebook or Instagram ad and you reply within 24 hours, your messages to them are free for up to 7 days (the free entry point window).
  • Reactions remain free and do not count towards the 1,000.

South African blog posts that say 'replies within 24 hours are always free' or describe a 72-hour ad window were written before these changes.

Customers in neighbouring countries and abroad

Meta prices by the recipient's number, not by where your business is. A Johannesburg wholesaler with buyers in Gaborone and Windhoek, a Durban freight agent with clients in Maputo, or a Cape Town guesthouse with UK guests pays these rates (Meta USD rate card effective 1 Oct 2026):

RecipientMarketingUtility and authentication
South Africa (+27)US$0.0379US$0.0095
Rest of Africa: Namibia, Botswana, Lesotho, Eswatini, Mozambique, Zimbabwe, Zambia and othersUS$0.0225US$0.0040
Nigeria (+234)US$0.0516US$0.0067
United Kingdom (+44)US$0.0635US$0.0220

For a business selling across the Southern African region, messages to neighbouring countries are cheaper than to local numbers. UK numbers, common for tourism and for South Africans abroad, cost almost twice as much for marketing and more than twice as much for utility.

A worked monthly bill

This example is illustrative. Naledi runs Fynbos & Co, an online homeware store in Cape Town on WooCommerce, with one WhatsApp number. In November, with a Black Friday campaign:

MessagesCountMeta rate (USD rate card effective 1 Oct 2026)Cost
Order confirmed, courier collected, out for delivery (utility)5,000US$0.0095US$47.50
Black Friday early access to opted-in customers (marketing)2,000US$0.0379US$75.80
Login codes for her account area (authentication)400US$0.0095US$3.80
Customer-service replies: 3,000, of which 1,000 free2,000US$0.0095US$19.00
Order updates to customers in Namibia and Botswana (utility)300US$0.0040US$1.20
Meta totalUS$147.30

At an illustrative R18 to the dollar that is about R2,651 for the month, before any provider fee or VAT. Half the bill is the single marketing campaign. Two changes would cut it without losing sales: send the campaign only to customers who bought or opened a message in the last six months, and promote it with a Click-to-WhatsApp ad so new conversations fall inside the free 7-day window. Labelling the promotion as 'utility' does not work: Meta reviews template categories and recategorises promotional content as marketing.

Volume tiers

Utility and authentication have volume tiers: once a business portfolio sends enough of them to South African numbers in a calendar month, the rate steps down. Tiers are counted per market and per category across every number in the portfolio, and reset monthly. Marketing has no tiers. Most SMEs will not reach the first step, so budget at the standard rate.

Where the platform fee fits

Meta's charge is only part of the bill. Every provider charges for its software too, usually in one of three ways:

ModelHow you payWhat to ask
Rand subscription, Meta billed separatelyA monthly plan in rand; Meta's charges paid to Meta or passed through at costHow many users and numbers the plan includes, and which card or account Meta charges
Bundled price per messageLittle or no monthly fee; each message costs more than Meta's rateThe rand price per category against Meta's USD rate card and today's exchange rate
Subscription plus prepaid messaging walletA monthly plan, and a wallet you top up at the provider's ratesThe rate per category, the wallet currency and the exchange rate used

Local platforms we checked list entry plans from about R349 to R2,000 a month on their own sites; see WhatsApp API providers in South Africa compared. On Broadchat, businesses buy through a partner, who sets the plan price and the messaging rates over Meta's base rate; partner prices are quoted on request. Partners who want to resell can read how partner margins work.

How to spend less

  • Keep routine updates in utility templates, with no promotion in them, and save marketing for campaigns that matter.
  • Reply quickly: replies inside an open window are free up to 1,000 a month per number.
  • Use Click-to-WhatsApp ads to start conversations, so the first week is free.
  • Segment marketing sends; each message to someone who never reads it still costs US$0.0379 at Meta's rate card effective 1 Oct 2026.
  • Expire OTPs sensibly so customers do not request a second code.
  • Watch the exchange rate when you budget a large campaign, and top up a prepaid wallet before a planned send rather than during it.

Frequently asked questions

How much is one WhatsApp marketing message in South Africa?

US$0.0379 per delivered marketing template to a South African number (Meta rate card effective 1 Oct 2026). At an illustrative R18 to the dollar that is about R0.68; the real rand amount depends on the exchange rate your provider or bank uses. The provider's own fee or markup comes on top.

Is there a rand rate card from Meta?

No. Meta publishes rate cards in 16 currencies and ZAR is not one of them. South African numbers are priced on Meta's USD card (and the other currency cards), so any rand price is a conversion by your provider.

Are WhatsApp replies free in South Africa?

Partly. Each business phone number gets 1,000 free service messages a month for free-form replies inside the 24-hour window. After that each costs US$0.0095 (Meta rate card effective 1 Oct 2026). Utility templates are charged even inside the window.

Is VAT charged on WhatsApp API fees?

Meta's pricing page does not say whether VAT is included in its rates. Whether VAT appears on your invoice depends on who bills you; ask your provider to show it separately and check the treatment with your accountant.

Does Meta charge for messages that fail?

Meta charges per delivered message. A template that is not delivered, for example to a number that is not on WhatsApp, is not charged by Meta. Some providers charge their own fee per attempt, so read your provider's terms.
