In short

WhatsApp template categories are marketing, utility and authentication. A template is utility only if it is non-promotional and either specific to or requested by the user (an order, account or booking) or essential to them; anything mixed, unclear or retargeting is marketing; one-time passcodes must use authentication templates. Meta checks the category at submission, can change it automatically after approval, and you have 60 days to request a review.

Key takeaways

  • Utility has two tests that must both pass: no promotional or persuasive intent, and a clear link to the user's own order, account or request (or an essential alert).
  • Mixed content, such as an order update with a coupon, and unclear content, such as a body that is only a variable, are classed as marketing.
  • Abandoned-cart reminders and renewal nudges are marketing even when the customer started the action.
  • Only authentication templates may carry a one-time passcode; they must come from Meta's library with a copy-code or one-tap button.
  • Meta can move an approved utility template to marketing after a one-day notice, or instantly for businesses warned for misuse; you can request a review within 60 days.

There are three WhatsApp template categories: marketing, utility and authentication. The category decides how a template is priced and how strictly it is checked, so Meta validates the category you choose and can change it. The short rule: if a message sells, nudges or is vague, it is marketing; if it reports on something the customer already did or asked for, with no promotion, it is utility; if it carries a one-time passcode, it must be authentication.

This article goes deeper than our message templates guide: it shows how Meta draws the line, with Indian examples, and what to do when Meta disagrees with you.

Meta's test for each category

Meta's template category guidelines define the categories by purpose:

  • Marketing covers awareness, sales, retargeting, app promotion and relationship-building messages. Meta also classes two kinds of template as marketing by default: templates with mixed content (for example an order update with a promo) and templates whose content is unclear (for example a body that is only {{1}} or just Congratulations!).
  • Utility must meet both criteria: it is non-promotional, with no promotional or persuasive intent, and it is either specific to or requested by the user (clearly related to their order, account, service or transaction) or essential to the user, such as a safety alert.
  • Authentication verifies a user's identity with a one-time passcode at sign-up, login, account recovery or a transaction. Meta says only authentication templates may be used for this. They must be created from Meta's template library, use a copy-code or one-tap button, and contain no URLs, media or emojis; parameters are limited to 15 characters.

Meta also lists the utility use cases it accepts: opt-in and opt-out confirmations, order management, account alerts, specific feedback surveys, continuing a conversation the user asked to move to WhatsApp, and essential alerts such as fraud warnings, product recalls, outages and privacy-policy updates.

15 Indian examples, classified

The examples below are illustrative. Meta notes that its own examples are illustrative too and that templates with similar content can be categorised differently depending on the exact wording.

Two patterns cause most disagreements. The first is adding a small offer to a transactional message (example 2): one coupon line turns the whole template into marketing. The second is reminders that try to win the sale (examples 3 and 8): Meta treats anything that tries to complete a purchase or secure a renewal as marketing, even if the customer asked for it.

What happens at submission

When you create a template you choose a category, and Meta checks it against the content:

  • Approved: Meta agrees with the category and the template passed review.
  • Approved as marketing: since 9 Apr 2025, if you chose utility and Meta decides it is marketing, the template is approved as marketing instead of being rejected. The old allow_category_change setting was retired because this is now the default.
  • Rejected: the webhook carries the reason INCORRECT_CATEGORY. You can create a new template, change the category and resubmit, or request a review.

In Broadchat the category is set in the Category field of CRM → WhatsApp Templates → Create Template, and the category Meta finally assigned is synced back with the status. Because the category cannot be edited after creation in the panel, create a new template if you need a different one.

Recategorisation after approval

Approval is not the end of the check. Since July 2024 Meta runs a recurring process that looks for approved templates in the wrong category, and from 15 Sep 2026 that includes templates whose category was previously confirmed by a review. How it works, per Meta's categorisation documentation:

SituationNoticeWhat changes
Approved as utility, should be marketingOne day's notice by email, WhatsApp Manager and webhookCategory becomes marketing; the template stays approved and usable
Same, for a business warned for categorisation misuse (since 16 Apr 2025)No advance noticeCategory changes instantly
Approved as marketing or utility, should be authenticationAdvance noticeTemplate is rejected on the first day of the following month; no review can be requested

You can request a review of a utility-to-marketing change within 60 days of the change. If the review is approved, the category stays; if the messages later stop meeting the guidelines, Meta can still act.

Developers can see which templates are affected by requesting the category and correct_category fields on the message templates endpoint. If correct_category is set and differs from category, the change is pending. Each change also fires a template_category_update webhook with the new and previous category.

Why the category matters: price and limits

Meta charges per delivered template message, and the rate depends on the category and the recipient's country. Marketing is generally the most expensive category. Since 1 Oct 2026, utility templates sent inside an open customer service window are charged again; they had been free from 1 Jul 2025. We do not quote rates here because they change each quarter; see how WhatsApp API pricing works and Meta's pricing page.

Categories also affect deliverability. Marketing templates are subject to per-user marketing limits, which can block a send with error 131049; utility templates are not. That makes it tempting to label promotions as utility, and Meta has closed that door: since April 2026 an account that breaches template category rules can have its messaging limit restricted, returning error 131064 until the enforcement period ends.

A quick self-check before you submit

  1. Does the message mention a discount, offer, new product, upgrade or reason to buy? If yes, it is marketing.
  2. Does it refer to something this customer did or asked for, with a specific order, booking or account detail? If not, it is probably marketing.
  3. Is it a feedback request? Name the specific order or visit, or it will not pass as utility.
  4. Does it carry a code for logging in or confirming an action? Use an authentication template from the library.
  5. Would the message still make sense if the variables were empty? If it reads as just Hi or Congratulations, rewrite it.

Frequently asked questions

Is an abandoned cart reminder a utility template?

No. Meta's guidelines list cart reminders under retargeting, which is marketing even when the customer started the purchase. Submit it as marketing and send it only to people who opted in to promotional messages.

Can I change a template's category after it is approved?

You cannot edit the category of an existing template in most tools, including Broadchat. Create a new template in the right category. If Meta changed the category and you disagree, request a review within 60 days.

Does Meta tell me before it changes a template's category?

For utility templates that should be marketing, Meta gives one day's notice by email, WhatsApp Manager and webhook. Businesses that have been warned for categorisation misuse get no advance notice; the change is instant.

Can I send an OTP in a utility template?

No. Meta says only authentication templates can carry one-time passcodes. A utility or marketing template that should be authentication is rejected on the first day of the following month after notice, and you cannot request a review.

Are utility templates free inside the 24-hour window?

Not any more. From 1 October 2026 Meta charges for utility templates sent inside an open customer service window. They were free between 1 July 2025 and 30 September 2026.
