In short
WhatsApp error 131049 ("message was not delivered to maintain healthy ecosystem engagement") means WhatsApp chose not to deliver a marketing template to that person because they have reached their per-user marketing limit, which adapts to how much they engage with marketing messages. It is not a fault in your account. Do not retry that person for at least 24 hours, keep sending to others, and target more engaged contacts.
Key takeaways
- 131049 applies to marketing templates only and is decided per recipient, based on that person's recent marketing read rate and how busy their inbox is.
- Marketing messages sent inside an open customer service window, after the person replies, do not count toward the limit.
- Wait at least 24 hours before resending to someone who got 131049; repeated retries within 24 hours can block that person for up to a day.
- 131049 does not stop you messaging other people, and it is different from 131050, which means the person has turned off marketing messages from you.
- Relabelling promotions as utility to avoid the limit backfires: Meta recategorises them and can restrict your account with error 131064.
WhatsApp error 131049 means a marketing template you sent was not delivered because WhatsApp is limiting how many marketing messages that person receives. Meta's error reference titles it "Message was not delivered to maintain healthy ecosystem engagement" and its advice is short: wait 24 hours before retrying. The message failed for that one recipient; your number, templates and messaging limit are unaffected, and sends to other people continue normally.
What the per-user marketing limit is
Meta's per-user limits page says WhatsApp may limit the number of marketing template messages a person receives from any business in a period of time, when they are less likely to engage with them. WhatsApp decides this using several factors, including:
- the person's recent marketing message read rate, and
- how many messages they already have in their inbox from friends, family and businesses.
The limit adapts over time as that person's engagement changes. In practice this means 131049 is about the recipient, not about you. A customer who has dozens of unread promotions from other brands may be capped even if your message is the first you have sent them this month.
Three details from Meta's page matter for planning:
- Only marketing templates count. Utility and authentication templates are not part of this limit.
- Each delivered marketing template counts. Failed ones do not.
- Replies reset the picture for 24 hours. If the person responds to a marketing message, a 24-hour customer service window opens, and marketing messages you send inside that window do not count toward the limit.
The 24-hour retry rule
The most common mistake after a 131049 is an automatic retry loop. Meta is explicit:
- Wait at least 24 hours before resending a marketing template to someone who received 131049.
- If you resend several times within 24 hours to people who have already hit their limit, further attempts to them may be unavailable for up to 24 hours, and you keep getting 131049. Meta adds that early retries can also reduce the accuracy of your campaign delivery reporting.
So build your retry logic around the error code, not around a generic "failed" status:
| Error | Retry? | When |
|---|---|---|
| 131049 | Yes, once | After at least 24 hours, ideally with a better reason to message |
| 131050 | No | The person has chosen to stop receiving marketing messages from you |
| 130429 | Yes | Throughput reached; slow down and retry shortly |
| 131026 | Rarely | The recipient may not be on WhatsApp or may be on an old app version |
| 131048 | Not until fixed | Your account is being restricted for quality; check WhatsApp Manager |
How 131049 differs from similar errors
Several error codes look alike in a campaign report. Meta's error reference describes them as follows:
- 131050: the recipient has chosen to stop receiving marketing messages from your business. Do not retry, and treat it as an opt-out in your CRM.
- 131048: the message failed because of restrictions on how many messages can be sent from your account, usually linked to low quality. Check the quality status in WhatsApp Manager and reduce marketing until it recovers. Our guide to quality rating and messaging limits explains the signals.
- 131026: the message could not be delivered, for example because the number is not on WhatsApp or the app is out of date. Clean these numbers rather than retrying.
- 130429: your number hit its Cloud API throughput (80 messages per second by default). This is about sending speed, not the recipient.
- 131064: your account hit its messaging limit because of template classification violations. It is an account-level penalty, unlike 131049.

A worked example
Meera runs marketing for Rangoli Home, a home-decor brand in Jaipur. She sends a Diwali offer template to 8,000 opted-in customers. The campaign report shows most messages delivered, and a few hundred failed with 131049. (These figures are illustrative.)
What she does next:
- Separates the failures by error code. 131049 recipients go into one group; 131050 recipients are tagged as marketing opt-outs and removed from future promotional segments; 131026 numbers are flagged for cleaning.
- Does not resend the same day. Her platform's retry is set to skip 131049.
- Looks at who failed. Most of the 131049 group had not opened any Rangoli Home message in months. They are not her best audience for a second push.
- Retries a smaller group after 48 hours, only those who bought in the last year, with a different template that adds something new (for example, the last day of delivery before Diwali) rather than the same message again.
- Lets replies do the work. Customers who reply to the offer open a customer service window, and her team answers inside it, where marketing messages do not count toward the limit.
How to reduce 131049 failures
You cannot switch the limit off, but you can send in a way that keeps more of your audience reachable:
- Segment by engagement. Send promotions first to people who read or replied recently. Broad blasts to cold lists produce the most 131049s.
- Send fewer, better marketing messages. Because the limit depends on read rates, every unread promotion makes the next one less likely to land.
- Invite replies. Quick-reply buttons such as Show me designs or Talk to us open a customer service window when tapped, and messages inside the window do not count.
- Use Click-to-WhatsApp ads for new demand. A user who messages you from an ad starts the conversation, so you are not relying on a marketing template to reach them.
- Keep utility honest. Order, booking and account updates are utility and are not capped. Promotions are not. Labelling an offer as utility does not work: Meta recategorises it, and repeated misuse can bring error 131064 on your whole account. See how Meta classifies template categories.
- Look at the Marketing Messages API. Meta's Marketing Messages API for WhatsApp, generally available since November 2025, optimises delivery towards people likely to engage. It does not remove per-user limits, but it is designed for marketing at scale.
Handling 131049 in Broadchat
Broadchat's campaign report shows sent, delivered, read, replied and failed counts with per-recipient detail, and you can export the report as CSV. To retry fairly:
- Wait at least 24 hours after the campaign.
- Open CRM → Bulk Campaign, create a new campaign and choose Retarget as the audience, selecting the earlier campaign's failed recipients.
- Remove contacts tagged as marketing opt-outs, and send a fresh, relevant template rather than an identical copy.
If you run campaigns for clients, explaining 131049 up front saves a lot of support tickets: a few failures on every marketing send are normal and are not a sign that the number is being blocked. Agencies can offer campaigns, reports and retargeting under their own brand through the white-label partner program.

Frequently asked questions
Does error 131049 mean my WhatsApp number is blocked?
No. It means WhatsApp did not deliver that marketing template to that specific person because of their per-user marketing limit. Your number, templates and messaging limit are not affected, and other recipients still receive your messages.
How long should I wait before retrying after 131049?
At least 24 hours, which is what Meta recommends. Retrying several times within 24 hours can make further attempts to that person unavailable for up to a day and keep returning 131049.
Do utility templates trigger 131049?
No. The per-user limit applies to marketing templates. Utility and authentication templates are not counted, but they must genuinely be utility or authentication or Meta will recategorise them.
Am I charged for messages that fail with 131049?
Meta charges only for delivered messages, and a 131049 message is not delivered. Check your platform's billing for how failed sends are shown in the wallet.
What is the difference between 131049 and 131050?
131049 is a temporary limit decided by WhatsApp based on the person's engagement, so you may retry after 24 hours. 131050 means the person has chosen to stop receiving marketing messages from your business, so you should not retry.
