In short

Most WhatsApp API error codes fall into a few groups: the 24-hour window (131047), the recipient (131026, 131050), Meta's limits (131049, 131048, 130429, 131056), templates (the 132000 series), account and payment problems (131031, 368, 131042) and registration (the 133000 series). The fix depends on the group: send a template instead of free text, wait 24 hours, slow down, correct the template parameters, or fix the account in WhatsApp Manager. Retrying the same message blindly rarely helps.

Key takeaways

  • 131047 means the 24-hour customer service window is closed: send an approved template instead of a free-form message.
  • 131049 is Meta's per-user marketing limit; wait at least 24 hours before resending a marketing template to that person.
  • 131026 usually means the recipient cannot receive the message, for example no WhatsApp account or an old app version.
  • 132000 and 132012 are your own template parameter mistakes; 132015 and 132016 mean the template was paused or disabled for low quality.
  • 368 and 131031 are account restrictions: check Account Quality and policy notices in WhatsApp Manager before sending more.

When a WhatsApp message fails, the Cloud API returns a numeric code and a short title, either straight away in the API response or later in the status webhook with status: failed. This cheat-sheet groups the WhatsApp API error codes businesses meet most often, with what each one means, the usual cause in practice and what to do. Meanings follow Meta's Cloud API error codes page, checked on 12 Oct 2026. Meta rewords titles from time to time, so treat the code number, not the text, as the reliable key, and check Meta's page when something does not match.

How to read a failed message

A failed status webhook looks like this. The values are illustrative:

{
  "statuses": [
    {
      "id": "wamid.HBgMOTE5ODc2NTQzMjEw...",
      "status": "failed",
      "timestamp": "1760247000",
      "recipient_id": "919876543210",
      "errors": [
        {
          "code": 131049,
          "title": "This message was not delivered to maintain healthy ecosystem engagement.",
          "error_data": { "details": "..." }
        }
      ]
    }
  ]
}

Read three things: the code, the recipient and the template or message you sent. One failure to one customer is normal. The same code across hundreds of recipients in one campaign points at your template, your account or a limit.

Customer service window and recipient errors

CodeWhat it meansLikely causeWhat to do
131047More than 24 hours have passed since the recipient last repliedYou sent a free-form (non-template) message outside the 24-hour customer service windowSend an approved template; free-form replies work again once the customer messages you
131026Message undeliverableThe number has no WhatsApp account, the person uses an outdated app version, or cannot receive the message for another reasonCheck the number and country code; ask the customer through another channel to update WhatsApp; do not retry repeatedly
131050The recipient has chosen to stop receiving marketing messages from youThe person turned off your marketing messages in WhatsAppDo not retry. Remove them from marketing audiences
131021Sender and recipient are the same numberYou sent to your own business numberTest from a different phone
131051Unsupported message typeUsually seen on incoming messages the API cannot show (they arrive as type unsupported)Nothing to fix on your side; ask the customer to resend in another format if it matters
131060Message currently unavailableMostly on coexistence numbers: a first message from a user, or a message from an unsupported linked deviceExpected behaviour; the message is in the WhatsApp Business app on the phone

The 24-hour rule causes more failures than anything else. Our explainer on the 24-hour customer service window covers when it opens and how Click-to-WhatsApp ads change it.

Limits and throttling

CodeWhat it meansLikely causeWhat to do
131049Not delivered to maintain healthy ecosystem engagementMeta's per-user marketing limit: this person has received enough marketing messages for now, or you retried too oftenWait at least 24 hours before resending to that person. Marketing messages sent inside an open customer service window do not count toward the limit
131048Restrictions on how many messages can be sentMeta is restricting your sending, typically linked to quality problems such as blocks and reportsPause marketing, check the quality rating in WhatsApp Manager, tighten audiences
131064Messaging limit reached because of template classification violationsMeta found templates in the wrong category (for example promotional content sent as utility)Fix categories; the restriction lifts automatically after the enforcement period
130429Cloud API throughput reachedYou sent faster than your number's messages-per-second allowanceSlow down and queue; retry with back-off
131056Too many messages to the same recipient in a short time (pair rate limit)Several messages to one person within seconds, often from a loop in a bot or integrationSpace out messages to the same number; retry after a pause
80007Rate limit on the WhatsApp Business accountToo many API calls of any kind (not only sends)Reduce polling and management calls; retry later

131049 is the code Indian marketers ask about most. We explain it in detail in per-user marketing limits and error 131049. For the separate daily cap on how many unique customers your portfolio can reach, see messaging limit tiers.

Detailed fixes for the other codes Indian businesses hit most: 131047, outside the 24-hour window, 131026, message undeliverable, 131056, pair rate limit, 131064, template classification violations and 130472, message not sent as part of an experiment. 132005Translated text too longThe text after filling variables exceeds the allowed lengthShorten variable values or the template
132007Template content violates a WhatsApp policyContent or format breaks policyEdit the template following Meta's review rules and resubmit
132012Parameter values formatted incorrectlyA value is not in the format the template component expectsMatch each parameter to the component's expected type
132015Template paused because of low qualityRecipients blocked or reported this templateReview audience and wording; edit and resubmit, or wait for the pause to end
132016Template permanently disabledRepeated pauses for low qualityCreate a new template with different content
131063Marketing templates are switched off on Cloud API for this accountThe business chose to block marketing templates on Cloud API (an option for Marketing Messages API users)Send through the Marketing Messages API, or turn the setting off
131065Max price not available in that countryA max price (bid) was set for a marketing message to a market where it is not supportedRemove the max price for that country

A simple retry policy

  1. Retry automatically, with back-off: 130429, 131056, 80007, 131016, 131057, 131000.
  2. Retry only after a fix: 131047 (switch to a template), 132000, 132001, 132012 (fix the template call), 131042 (fix payment), 190 (new token).
  3. Retry after 24 hours at the earliest: 131049.
  4. Never retry: 131050, 131026 (until the customer messages you), 132016, 368.

Finding error codes in Broadchat

Broadchat records Meta's status webhooks for every message. In the Inbox, open a failed message's info to see when it failed and Meta's error code and reason. Campaign reports show sent, delivered, read, replied and failed per recipient, and you can export them as CSV or retarget a group, for example the failed recipients after a 131049 wait. Incoming messages that WhatsApp cannot show through the API appear with a clear notice instead of an empty bubble. Campaign sending is paced to your number's messaging limit and throughput and retries pair-rate-limit errors, which avoids most 130429 and 131056 failures. To start sending, see how to send a campaign, and for the bigger picture the plain-English guide to the WhatsApp Business API.

Frequently asked questions

What does WhatsApp error 131047 mean?

More than 24 hours have passed since the customer last messaged you, so the customer service window is closed and free-form messages are not allowed. Send an approved message template instead. Once the customer replies, you can send free-form messages again for 24 hours.

What is WhatsApp error 131026?

The message could not be delivered to that recipient. Common reasons are that the number is not on WhatsApp, the country code is wrong, or the person uses an outdated WhatsApp version. Check the number and avoid retrying it repeatedly.

Why do I get error 131049 on marketing templates?

WhatsApp limits how many marketing templates a person receives from businesses, based on their recent engagement. When a message is held back you get 131049. Wait at least 24 hours before resending to that person; repeated retries within 24 hours can block further attempts for up to a day.

What does error 132001 mean?

The template name or language you sent does not exist or is not approved. Check the exact template name and language code in WhatsApp Manager, for example en versus en_US, and make sure the template status is approved.

My account shows error 368. What should I do?

Error 368 means the WhatsApp Business account has been restricted or disabled for a policy violation. Stop sending, read the notice in WhatsApp Manager or Business Support Home, fix the cause and request a review if you believe the decision is wrong.
