WhatsApp error 130472 (user's number is part of an experiment): what it means and what to do
Meta's marketing message experiment explained: which users get 130472, why marketing templates to them fail and are not billed, the two conditions that let messages through, and how to plan campaigns around it.

In short
WhatsApp error 130472 means the recipient is in Meta's marketing message experiment: a very small percentage of WhatsApp users do not receive marketing templates from any business unless a customer service window or a free entry point window is open with that business. You are not billed for the failed message, resending gives the same error, and there are no opt-outs. To reach the person, get them to message you first, then send your message inside the open window.
Key takeaways
- 130472 applies to marketing template messages sent to users Meta has placed in an ongoing experiment group.
- Meta does not send the message and does not bill you for it; the status webhook reports failed with code 130472.
- Resending the same marketing template returns the same error, and Meta offers no exceptions or opt-outs.
- Marketing messages to these users go through only when a customer service window or a free entry point window is open.
- The practical fix is to invite the person to message you through another channel, a Click-to-WhatsApp ad or a click-to-chat link.
WhatsApp error 130472 means the person you sent a marketing template to is part of an experiment WhatsApp is running. Meta's error reference titles it "Message was not sent as part of an experiment" and points to its Marketing Message Experiment documentation. The message was not sent, you were not billed for it, and nothing is wrong with your template, number or account.
What the marketing message experiment is
Meta's experiments page says WhatsApp occasionally runs experiments to assess the impact of messaging on user experience and engagement. The one behind 130472 works like this:
- A very small percentage of WhatsApp users do not receive marketing template messages from any business.
- The exception is when either a customer service window or an open free entry point window exists between that user and the business.
- If you send a marketing template to someone in the experiment group, WhatsApp does not send it and does not bill you. A status webhook arrives with
status: failedand code 130472. - Resending gives the same error.
- The experiment has no fixed end date, and Meta says no exceptions or opt-outs are available, to protect the validity of the experiment.
Meta's page talks about marketing template messages. Utility and authentication templates are not mentioned as part of this experiment, so order updates and one-time passwords should still reach these users normally.
What it looks like
Because the decision is made at delivery time, the error comes back in the status webhook. Illustrative payload. Meta's current title is "Message was not sent as part of an experiment"; many searches and older references use "user's number is part of an experiment" instead. Key your handling on the code, not the wording:

}What to do
Meta's advice is direct: if you must deliver the marketing message, contact the user through some other, non-WhatsApp means and ask them to message you, so you can resend it within an open customer service window. Turned into practice:
- Stop retrying marketing templates to that number. It will fail every time while the person is in the experiment.
- Mark the contact. A tag such as
wa-experimentlets you exclude them from future marketing broadcasts so they do not inflate your failure counts. - Invite them to start the conversation. Put a click-to-chat link (
https://wa.me/91XXXXXXXXXX?text=Hi) in your SMS, email, invoice or website. When they message you, a 24-hour window opens. - Use Click-to-WhatsApp ads for reach. When a user messages you from a Click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens, which is one of the two conditions Meta names.
- Send inside the window. Once the window is open, send the offer, either as a marketing template or as a normal reply.
How 130472 differs from other marketing failures
Several codes stop a marketing template reaching one person. They need different handling:
| Code | Why it failed | Will a retry work later? |
|---|---|---|
| 130472 | The user is in Meta's marketing message experiment | No, not while they are in it; only inside an open window |
| 131049 | Per-user marketing limit, based on engagement | Possibly, after at least 24 hours |
| 131050 | The user stopped marketing messages from your business | No; respect it |
| 131026 | Not deliverable: not on WhatsApp, terms not accepted or old app | Only after the person fixes it |
The key difference from 131049 is time: 131049 can clear after a day, while 130472 has no end date. The difference from 131026 is that the number itself is fine, and a customer in the experiment can still message you and receive your replies.
A worked example
Meera sends a Diwali preview template from Rangoli Home to 12,000 opted-in customers. A handful of recipients fail with 130472 (illustrative). She does not include them in the next day's retarget, because the same template would fail again. Instead, her team tags them and sends an SMS with a click-to-chat link reading "Reply on WhatsApp for early access to the Diwali collection". Customers who tap the link open a window, and the team sends the preview as a reply.
For a brand this is a small, steady slice of each campaign, not a problem to escalate to Meta. Reporting it separately keeps the rest of the delivery numbers honest.
Planning campaigns around it
- Expect a small, permanent 130472 share on marketing broadcasts, and leave it out of retry logic.
- Build conversations, not only broadcasts. Ads, QR codes and click-to-chat links that get customers to message first work for everyone, including people in the experiment.
- Keep transactional messages as utility. Do not move promotions into utility templates to get around it; Meta recategorises them and can restrict the account (see error 131064).
How Broadchat shows this
Broadchat explains the failure in plain English: "Meta is running an experiment and did not deliver this marketing message to this user." It appears under the failed message in the Inbox, with code 130472 in Message info, and failed recipients appear in the campaign report. When you retarget failed recipients, leave out 130472 contacts, or send them an invitation to message you through another channel instead. Contacts can be tagged in the CRM to keep them out of future marketing segments.
