WhatsApp messaging limits in 2026: portfolio tiers from 250 to unlimited, and how to move up

The 2026 rules for WhatsApp messaging limits: what counts, why the limit belongs to your business portfolio, the three ways to reach 2,000 and how automatic upgrades work after that.

In short

WhatsApp messaging limits cap how many unique people your business can reach with messages outside a customer service window in a rolling 24 hours. Since October 2025 the limit belongs to the whole business portfolio and the tiers are 250, 2,000, 10,000, 100,000 and unlimited. You reach 2,000 through business verification, partner-led verification or 2,000 high-quality template deliveries in 30 days; after that, Meta upgrades you one tier at a time when quality is high and you used at least half your limit in the last 7 days.

Key takeaways

  • The limit counts unique recipients reached outside a customer service window in a moving 24 hours, not the number of messages.
  • Since 8 Oct 2025 the limit is set per business portfolio and shared by every number in it; the old 1K tier no longer exists.
  • Business verification takes a portfolio to 2,000, not straight to 100,000; higher tiers are earned through automatic upgrades.
  • Automatic upgrades need high quality across all numbers and templates plus use of at least 50% of the current limit in the last 7 days.
  • Adding more numbers to the same portfolio does not add capacity, because all of them draw from one shared limit.

WhatsApp messaging limits decide how many different customers your business can start conversations with each day on the WhatsApp Business Platform. In 2026 the rules are simpler than most blog posts suggest, but two changes from October 2025 still catch businesses out: the limit now belongs to your business portfolio rather than to each phone number, and the first step up from 250 is straight to 2,000. This article explains exactly what is counted, how each tier is reached and how to plan campaigns around the number you have today.

What a messaging limit actually counts

Meta defines the messaging limit as the maximum number of unique WhatsApp user phone numbers your business can deliver messages to outside of a customer service window, within a moving 24-hour period. Three details in that definition matter in practice:

  • Unique people, not messages. Sending three templates to Priya in one day uses one slot, not three. Sending one template each to 300 different customers uses 300.
  • Only outside an open window. When a customer messages you (or calls you), a 24-hour customer service window opens. Replies inside that window do not count toward the limit, so a busy support inbox never runs into it.
  • Rolling, not calendar. The 24 hours move with the clock. If you reached 250 people at 6 pm on Monday, slots start freeing up from 6 pm on Tuesday, not at midnight.

If you read older guides, you will see a 1K tier. Meta removed it on 8 October 2025, when it also moved limits from phone numbers to business portfolios. Any article that tells you to "get to 1,000 first" is out of date.

In the API, the current tier appears in the whatsapp_business_manager_messaging_limit field of the business phone number, with values such as TIER_250 or TIER_2000. The older messaging_limit_tier field no longer works. In WhatsApp Manager, you find it under Account tools → Messaging limits.

Why the limit belongs to your business portfolio

Since the October 2025 change, Meta calculates the limit at the business portfolio level and every business phone number in that portfolio shares it. This has consequences people often miss:

  • More numbers do not mean more reach. If Sunrise Clinic has a 2,000 limit and connects a second number for its Pune branch, the two numbers together can reach 2,000 unique people outside a window, not 4,000.
  • One number can use up the whole allowance. A large marketing campaign from the head-office number can leave nothing for the branch number's appointment reminders that day.
  • Partners on the same number share it too. Under Meta's new account model, if a business shares its number with more than one platform, the limit is still shared across all of them.

Getting from 250 to 2,000: three scaling paths

Meta lists three ways to leave the starting tier. You only need one:

  1. Business verification. Verify your business portfolio with Meta in Security Center. Our guide to Meta business verification for WhatsApp covers the documents and the common reasons for rejection.
  2. Partner-led verification. Some onboarding partners can verify the business on Meta's behalf.
  3. Earned growth. Send 2,000 delivered messages outside customer service windows to unique people within a 30-day moving period, using templates with a high quality rating.

Meeting a path is not the end of it: Meta then reviews your messaging quality and may approve, defer or deny the increase. If it is approved, the limit moves to 2,000 straight away and Meta notifies you by email, developer alert and a business_capability_update webhook. If it is deferred or needs more information, the alert tells you to send 2,000 high-quality template messages in 30 days or verify identity, and to try again.

A worked example of earned growth (illustrative)

Rangoli Home, a home-decor brand in Jaipur, is not yet verified and sits at 250. It has 2,600 customers who opted in at checkout. Over four weeks it sends order confirmations, dispatch updates and one festive catalogue template, reaching around 90 customers a day outside open windows, most of them people it had not messaged earlier in the month. After 23 days its templates have been delivered to roughly 2,070 different people. If the templates kept high quality ratings, it now qualifies for review under the earned-growth path. Starting business verification on day one would have offered a second route at the same time, and costs nothing to try.

From 2,000 to unlimited: automatic upgrades

Above 2,000 there is no form to fill in. Meta upgrades the portfolio by one tier, usually within 6 hours, when both conditions are true:

  • you are sending high-quality messages across all of your business phone numbers and templates, and
  • in the last 7 days your business used at least half of its current messaging limit.

In practice that means a portfolio at 2,000 needs to reach at least 1,000 unique people outside windows over the previous week, while keeping quality high, before it moves to 10,000. At 10,000, the bar is 5,000; at 100,000, it is 50,000. A business that rarely sends business-initiated messages will stay where it is, which is fine if that limit is enough.

Current limitHalf of the limit (minimum use in the last 7 days)Next tier
2,0001,00010,000
10,0005,000100,000
100,00050,000Unlimited

Meta's current messaging-limits page does not describe automatic downgrades. Older documentation said that a number left with a low quality rating could have its limit reduced, so treat low quality as a real risk to your reach even though the current page is silent on it.

What does not raise your limit

  • Business verification does not jump you to 100,000. It is one route to 2,000. You may hear of a portfolio that went higher soon after verification, but that is not Meta policy.
  • Buying a "pre-approved 100K number". Limits belong to the portfolio that owns the number, and tiers above 2,000 are earned through use and quality.
  • Adding numbers. As above, they share one limit.
  • Switching provider. Your limit stays with your portfolio whichever platform you use.
  • Sending more marketing to people who do not engage. It burns quality, and Meta also applies per-user limits on marketing messages, which fail with error 131049 regardless of your tier.

Planning campaigns around your current limit

A simple rule: the unique people you plan to message outside a window in any 24 hours must fit inside your tier, with headroom for transactional messages. For a 6,000-contact festive campaign at the 2,000 tier, plan it over at least four days, for example 1,500 per day, keeping 500 slots a day for order updates. People who reply open a customer service window, and your follow-ups to them inside that window do not use more slots.

Checking and managing limits in Broadchat

In Broadchat, each WhatsApp channel card under Channels → All Channels shows the number's status, quality rating and current messaging limit, read live from Meta. Campaigns sent from CRM → Bulk Campaign are paced to respect the number's messaging limit and throughput, and failed recipients can be reached later with Retarget once capacity is free. Agencies managing many client portfolios through the partner program can see each client's limit on the same channel cards, which makes it easier to plan campaigns that actually go out.

Frequently asked questions

What is the starting WhatsApp messaging limit for a new business?

Every new business portfolio starts at 250 unique people per rolling 24 hours for messages sent outside a customer service window. Replies inside an open window do not count toward it.

Does business verification give me 100K messages a day?

No. Business verification is one of three paths to the 2,000 tier. The 10,000, 100,000 and unlimited tiers come from automatic upgrades when quality is high and you have used at least half of your current limit in the last 7 days.

Is the messaging limit per phone number?

Not any more. Since 8 October 2025 Meta sets the limit per business portfolio, and all phone numbers in the portfolio share it. Adding a second number does not double your reach.

What happened to the 1,000 tier?

Meta removed it on 8 October 2025. The first step after 250 is now 2,000, followed by 10,000, 100,000 and unlimited.

How long does an automatic upgrade take?

When the portfolio meets the conditions, Meta says the limit usually increases by one tier within 6 hours. You can confirm the new tier in WhatsApp Manager or through the whatsapp_business_manager_messaging_limit field.
