In short

The WhatsApp new chat limit is a monthly cap WhatsApp said in October 2025 it would test on messages sent to people who have not replied. It applies to personal and WhatsApp Business app accounts, every unanswered message counts, and the app warns you as you get close. WhatsApp has not published the number or a way to raise it, and its Help Center had no article on it when we checked on 30 Oct 2026. It is separate from the 35-a-month broadcast limit, from spam restrictions, and from the WhatsApp Business API's documented messaging limits.

Key takeaways

  • WhatsApp told TechCrunch on 17 Oct 2025 that it would test a monthly limit on messages to people who haven't replied, for both individuals and businesses.
  • Each message to someone who has not replied counts, so three follow-ups to the same silent number use three slots; replies in active chats are not the target.
  • WhatsApp has not published the limit or a way to raise it; figures like '1,000 new chats a month' that circulate online are not confirmed by WhatsApp.
  • The monthly broadcast limit (up to 35 free broadcast messages in some countries) and a spam-related account restriction are different things with their own rules.
  • If your business needs to start conversations at scale, the WhatsApp Business API has published limits that start at 250 people a day and grow with quality.

The WhatsApp new chat limit is a monthly cap on how many messages you can send to people who have not replied to you. WhatsApp announced it as a test in October 2025, aimed at accounts that "blast messages and spam people", and it covers both personal WhatsApp and the WhatsApp Business app. Your normal conversations are not the target: the count is driven by one-sided messages to people who never answered. WhatsApp has not published the number, and we could not find a WhatsApp Help Center article about it on 30 Oct 2026, so treat any exact figure you see online with caution.

This page sets out what WhatsApp has actually confirmed, how this cap differs from the other WhatsApp limits people mix it up with, and what to do if your business keeps running into it.

What WhatsApp has confirmed

WhatsApp described the limit to TechCrunch on 17 Oct 2025. The points it confirmed:

  • Who it applies to: individuals and businesses using the WhatsApp apps.
  • What counts: every message you send to someone who has not responded. WhatsApp's own example: if you message a person you met at an event three times and they never reply, all three messages count.
  • The period: the cap is monthly.
  • The number: not disclosed. WhatsApp said it was testing different limits.
  • The warning: when you get close, the app shows a pop-up with your count, so you can stop before you are blocked from sending more.
  • Who should notice it: WhatsApp said an average person messaging their contacts is unlikely to reach it.

The test was to run in several countries. WhatsApp did not list them in its statement, and we could not confirm from an official source whether your account in India is in the test today. If the app has never shown you a counter or warning, the limit is probably not affecting you.

Five WhatsApp limits people confuse

Search results for "WhatsApp monthly message limit" or "WhatsApp business message limit per day" mix up several separate rules. Here is how they differ:

The broadcast limit

WhatsApp's Help Center says people in some countries might see a monthly broadcast limit, rolling out gradually. Where it applies, you can send up to 35 free broadcast messages per month, check your count under Settings → Broadcasts, and WhatsApp notifies you as you near it. It counts broadcasts, not unanswered chats. Our guide to the WhatsApp broadcast list covers the 256-contact list size and why people who have not saved your number never receive broadcasts.

Account restrictions

If WhatsApp sees signs of spam, automated or bulk messaging, it can show "Your account is restricted right now" or "Your account may be restricted soon". While restricted you can keep chatting with contacts and groups you have already exchanged messages or calls with, but you cannot start chats or calls with new contacts, create groups, add members or use linked devices. The restriction ends on its own. To see the time left, tap New Chat and pick a contact you have never chatted with; the pop-up shows it. Repeated spam can lead to a ban rather than a restriction.

The API messaging limit

On the WhatsApp Business API, Meta documents the cap exactly: a business portfolio can reach a set number of unique people in a rolling 24 hours with messages sent outside a customer service window, starting at 250 and moving up to 2,000, 10,000, 100,000 and unlimited. Replies to a customer who wrote in the last 24 hours do not count. The full ladder and the paths to move up are in WhatsApp messaging limits and tiers.

How to stay within the new chat limit

WhatsApp has not published a way to raise the new chat limit. What you can control is how many one-sided messages you send. The approach that works is the same one WhatsApp asks for in its responsible-use guidance: message people who contacted you first or asked you to contact them.

  1. Let customers start the chat. Put a WhatsApp click-to-chat link on your website and Instagram bio, and a WhatsApp QR code on your counter, bill and packaging. A chat the customer opens is not a cold, unanswered message.
  2. Stop chasing silence. If someone has not replied to your first message, a second and third message only add to the count. Wait for them to come back.
  3. Ask a question people can answer. "Reply 1 for the price list" gets more replies than a long pitch, and a reply turns a one-sided chat into a conversation.
  4. Never message bought or scraped lists. WhatsApp's Help Center says using contact lists that aren't yours, and bulk or automated messaging, can get an account banned.
  5. Respect stop requests. If someone asks you to stop, remove them and do not message again.

Worked example: an exhibition lead list (illustrative)

Meera runs a saree boutique in Pune on the WhatsApp Business app. At a three-day exhibition she collects 400 visitor numbers on paper. If she messages all 400 the next morning and follows up twice with the 300 who stay silent, she has sent around 1,000 messages to people who never replied, which is exactly the pattern the new limit and WhatsApp's spam systems look for. A better plan: at the next exhibition she displays a QR code at the stall with the text "Scan to get the new collection on WhatsApp". Visitors who scan send the first message themselves, and she replies to people who are already in a conversation with her.

When the WhatsApp Business API is the right route

The apps are built for conversations, not for a business that needs to contact thousands of customers each month. If you regularly need to send order updates, reminders or offers to customers who opted in, the WhatsApp Business API is the route WhatsApp intends for it:

  • The limits are published and grow. You start at 250 unique people a day and move up through business verification or high-quality sending, as described in our guide on what the WhatsApp Business API is.
  • Business-initiated messages use approved templates, and the customer's opt-in is required.
  • Meta charges per delivered template message, so you pay for reach instead of risking your number; see WhatsApp API pricing.
  • Customers who reply open a 24-hour window, inside which your follow-ups do not use your messaging limit.

The API does not let you message people who never agreed to hear from you. If your list is unconsented, no tool fixes that; build an opt-in list first.

How this works in Broadchat

Broadchat is built on the official WhatsApp Business Platform (Cloud API) and is not affiliated with or endorsed by Meta. WhatsApp described the new chat limit as a rule in its apps; numbers on the API work within Meta's documented messaging limit. Each number's card under Channels → All Channels shows its current messaging limit, read live from Meta, and campaigns from the broadcast module are paced to stay within it. Agencies that help local businesses move off cold messaging from a phone can offer this under their own brand through the partner program.

Frequently asked questions

What is the WhatsApp new chat limit?

It is a monthly cap WhatsApp said in October 2025 it would test on messages sent to people who have not replied. Every unanswered message counts, it applies to individuals and businesses using the WhatsApp apps, and the app shows a warning with your count as you get close.

How many new chats can I start on WhatsApp per month?

WhatsApp has not published a number. It said it was testing different limits, and its Help Center had no article giving a figure when we checked on 30 Oct 2026. Numbers quoted on social media are not confirmed by WhatsApp.

How can I increase my WhatsApp new chat limit?

WhatsApp has not published any way to raise it. What you can do is send fewer one-sided messages: let customers message you first through a click-to-chat link or QR code, stop following up with people who stay silent, and use the WhatsApp Business API for business-initiated messaging at scale.

Is the new chat limit the same as the WhatsApp broadcast limit?

No. The broadcast limit counts broadcast messages and, where it applies, allows up to 35 free broadcast messages a month, visible under Settings, then Broadcasts. The new chat limit counts messages to people who have not replied, whether sent one by one or otherwise.

Does the new chat limit apply to the WhatsApp Business API?

WhatsApp described it as a limit in its apps. API numbers have their own published messaging limit instead: a cap on unique people reached outside a customer service window in a rolling 24 hours, starting at 250.

Why can I not start new chats on WhatsApp?

If you see "Your account is restricted right now", WhatsApp has detected signs of spam, automated or bulk messaging. You can still chat with existing contacts, and the restriction ends on its own. Tap New Chat and choose someone you have never chatted with to see the time remaining.
