How to send bulk WhatsApp messages without getting your number blocked

A practical playbook for large WhatsApp campaigns on the official Cloud API: who you may message, how to plan sends around Meta's limits, and the signals that get numbers restricted.

In short

To send bulk WhatsApp messages without getting blocked, use the official WhatsApp Business Platform, message only people who opted in to hear from your named business, and plan every campaign around your portfolio's messaging limit. Send approved templates in the right category, pace the sends, honour STOP replies at once and watch quality before each big send. Meta still decides; no method makes a number ban-proof.

Key takeaways

  • Unofficial bulk senders and WhatsApp Web automation break WhatsApp's terms and put the number itself at risk; the Cloud API is the supported route.
  • Meta's opt-in rule: the person gave you their number and agreed to receive messages from your business, named clearly.
  • Messaging limits count unique people reached outside the customer service window in a rolling 24 hours, shared by every number in the business portfolio.
  • Error 131049 means WhatsApp held back a marketing message for that person; wait at least 24 hours before trying them again.
  • Watch the quality rating and template status before every large send; pause marketing if quality drops.

Plan and send a bulk WhatsApp campaign that protects your number

Time needed: 2 h. You will need: A WhatsApp number connected to the Cloud API, A campaign tool such as Broadchat's Bulk Campaign, A spreadsheet of opted-in contacts.

  1. Use the official platform only

Send through the WhatsApp Business Platform (Cloud API) with an approved template. Do not use WhatsApp Web automation, browser extensions or modified apps for bulk sending; they break WhatsApp's terms and the number itself can be banned.

  2. Check every contact has opted in

Keep only contacts who gave you their number and agreed to receive messages from your named business. Remove bought, scraped or borrowed lists completely, and keep a record of where and when each person opted in.

  3. Clean and format the list

Put every number in international format with the country code (91 for India), remove duplicates, landlines and people who opted out, and segment by interest or purchase history instead of sending one message to everyone.

  4. Plan the send around your messaging limit

Check your business portfolio's current limit (250, 2,000, 10,000, 100,000 or unlimited unique people per rolling 24 hours). Split larger audiences across days, starting with your most engaged contacts.

  5. Pick an honest template category

Use marketing for offers and announcements, and utility only for updates about something the person already has. Mixed or vague content is categorised as marketing by Meta anyway.

  6. Pace the send and handle errors

Let your tool pace sends within the number's throughput and retry only the errors that are safe to retry. Do not resend marketing to people who returned 131049 for at least 24 hours.

  7. Honour opt-outs and watch quality

Act on STOP replies at once, exclude those contacts from every campaign, and check the quality rating and template status before the next batch. Pause marketing when quality falls.

The short answer

You can send bulk WhatsApp messages without getting blocked only by doing what Meta's systems reward: messaging people who asked to hear from you, with messages they expect, at a volume your number has earned. On the official WhatsApp Business Platform that means three things. You need opt-in from every recipient. You send approved message templates in the right category. And you plan every campaign around your messaging limit and quality rating rather than pushing one huge send.

This guide is for businesses and agencies that already have, or are about to get, a number on the Cloud API. If you are still choosing between the free app and the platform, read WhatsApp Business app vs API first. If you do not yet have a number connected, start with the WhatsApp Business API setup guide.

Step 1: use the official route only

Most numbers that get banned for bulk messaging were not on the API at all. They were personal or Business app numbers driven by WhatsApp Web automation, Chrome extensions, "bulk sender" desktop tools or modified WhatsApp apps. Those tools break WhatsApp's terms of service, and when WhatsApp detects them the number itself is at risk, not just one campaign.

The WhatsApp Business Platform is the supported way to message many customers. Business-initiated messages go out as message templates that Meta reviews first; replies inside the customer service window can be free-form. Meta's overview of the WhatsApp Business API explains the moving parts, and the message templates guide covers how templates are written and approved.

Step 2: make sure every contact opted in

Meta's opt-in page (updated 16 Jun 2026) states the rule plainly. A business may contact people on WhatsApp if they have given their mobile number and the business has received opt-in permission confirming they wish to receive messages or calls from that particular business. Since the November 2024 policy update, the opt-in can be general rather than WhatsApp-specific, as long as you comply with local law. Meta lists three requirements:

  • Say clearly that the person is opting in to receive communication from your business.
  • Say clearly which business they are opting in to (your name, not a partner's).
  • Comply with applicable law; in India that includes the Digital Personal Data Protection Act, 2023.

Accepted methods include a website form, SMS, an IVR call flow, or paper and in person. What does not count: bought lists, numbers scraped from directories or groups, contacts from a different company, or numbers collected only for delivery and then used for promotions. Our opt-in best practices article has wording you can copy.

Step 3: clean and format the list

A clean list protects both cost and quality. Before any import:

  1. Use international format. Indian mobiles become 91 followed by the 10-digit number, for example 919876543210. Numbers without a country code fail or reach the wrong country.
  2. Remove duplicates so nobody receives the same offer twice.
  3. Remove landlines and numbers not on WhatsApp. They fail with error 131026 and add nothing.
  4. Remove everyone who opted out, in any channel, at any time.
  5. Segment. Send the festive-wear offer to people who bought festive wear, not to everyone who ever enquired.

Segmenting is the single habit that most reduces blocks. A smaller, relevant send nearly always beats a broad one, because every block and report is a signal against your number.

Step 4: plan the send around your messaging limit

Meta's messaging limit is the maximum number of unique WhatsApp users your business can deliver messages to outside a customer service window in a moving 24-hour period. Replies to people who messaged you in the last 24 hours do not count. Since October 2025 the limit is set at the business portfolio level and shared by every number in that portfolio.

TierUnique people per rolling 24 hoursHow you get there
Starting250New portfolios
Scaled2,000Business verification, partner-led verification, or 2,000 delivered high-quality template messages in 30 days (Meta still reviews)
Automatic10,000High quality and at least half the current limit used in the last 7 days
Automatic100,000Same conditions
AutomaticUnlimitedSame conditions

Meta says an automatic upgrade usually lands within 6 hours once you qualify. Two practical consequences:

  • Adding numbers does not add capacity. Two numbers in one portfolio share one limit. Spreading a send across numbers only spreads the same allowance.
  • Warm up. At 250 or 2,000, send first to your most engaged contacts (recent buyers, people who replied lately). Good engagement is what moves you up; a cold list at a low tier is what keeps you there.

You can see the current limit in WhatsApp Manager under Account tools → Messaging limits, or through the whatsapp_business_manager_messaging_limit field in the API. Our explainer on quality rating and messaging limits covers ratings and number status.

Worked example: a Diwali campaign for Rangoli Home (illustrative)

Rangoli Home, a home-decor brand in Jaipur, wants to announce its Diwali collection to 12,000 opted-in contacts. Its portfolio is at the 10,000 tier and its quality rating is high. (These numbers are an illustration, not a benchmark.)

DaySegmentContactsWhy
Day 1, 11:00 am ISTBought in the last 6 months4,500Most likely to engage; protects quality
Day 2, 11:00 am ISTBought 6-18 months ago4,000Check blocks and replies from day 1 first
Day 3, 6:30 pm ISTEnquired but never bought3,500Lowest engagement; send only if quality held

No single day exceeds the 10,000 limit, and each batch gives Meta a day of good signals before the next. If the quality rating drops to medium after day 2, Arjun, who runs marketing, holds day 3 and reviews which segment drove the blocks. Because people who reply to the offer open a 24-hour customer service window, his team can answer their questions freely without using up the limit.

Step 5: pick an honest template category

Meta classifies templates as marketing, utility or authentication. Utility must be non-promotional and specific to something the person already has, such as an order, booking or account. Anything mixed (an order update with a coupon) or vague ("Congratulations!") is treated as marketing. Since 9 Apr 2025 Meta recategorises templates automatically, and repeated misuse can trigger error 131064, a messaging restriction for template classification violations.

Labelling a promotion as utility does not get it through more cheaply for long, and it puts your account on Meta's radar. Write the Diwali offer as a marketing template with a clear opt-out line, and keep shipping updates as utility. Category affects price too; see WhatsApp API pricing rather than relying on rates quoted in blog posts.

Step 6: pace the send and handle errors

Even inside your limit, how you send matters:

  • Throughput. Cloud API supports up to 80 messages per second per number by default, rising automatically to up to 1,000 for eligible numbers. Going faster returns 130429; a good tool queues and retries.
  • Pair rate limit. Sending many messages to the same person in a short period returns 131056. Meta's guidance works out to roughly one message every 6 seconds to the same user.
  • Per-user marketing limits. WhatsApp limits how many marketing templates a person receives from all businesses, based on their recent engagement. When it holds yours back, the status webhook fails with 131049. Meta's instruction is to wait at least 24 hours before trying that person again; repeated retries within 24 hours can block further attempts for up to 24 hours. Marketing messages sent inside an open customer service window do not count towards this limit.
  • Marketing opt-out. 131050 means the person chose to stop receiving marketing messages. Do not retry.
  • US numbers. WhatsApp currently does not deliver marketing templates to +1 US numbers.

Treat 131049 as information, not a failure to fix: that person is not engaging with marketing right now. Retarget them later with something more relevant, or wait until they message you.

Step 7: honour opt-outs and watch quality

Every marketing template should tell people how to stop, for example a footer "Reply STOP to unsubscribe" or a quick-reply button. Then act on it straight away, across every campaign, not just the one they replied to. Include local-language equivalents your customers use, such as "band karo".

Before each batch, check three things:

  1. Quality rating (high, medium or low). If it is medium or low, pause marketing and look at the last audience and frequency before rewriting copy.
  2. Template status. A template with poor feedback can be paused (132015) and, after repeated problems, permanently disabled (132016). A paused template is a warning about who received it.
  3. Frequency. For most brands, a few marketing messages a month is plenty. Send at sensible IST hours; late-night offers collect blocks.

Doing this in Broadchat

Broadchat runs on the official Cloud API, so the steps above map directly to the panel:

  • CRM → Bulk Campaign → Create New Campaign lets you send to all contacts, a saved Segment, a CSV or a Retarget audience built from an earlier campaign's statuses (for example, people who read but did not reply). The send a campaign help article shows each screen.
  • Schedule each batch for a date and time, which makes the day-by-day plan above easy to set up in one sitting.
  • Campaign sending is paced to respect the number's messaging limit and throughput, and retries pair-rate-limit errors after a wait.
  • Rocket campaign splits one audience across several channels or templates. It is useful for routing different segments or languages, but numbers in the same business portfolio still share one messaging limit, so it is not a way around Meta's caps.
  • A chatbot keyword trigger for STOP can tag the contact, and you exclude that tag from every campaign segment.
  • Campaign reports show sent, delivered, read, replied and failed per recipient, with the error code, so you can see 131049 and 131050 separately.

Agencies running campaigns for several clients can offer the same workflow under their own brand through the white-label partner program.

Frequently asked questions

Can I send bulk WhatsApp messages from the WhatsApp Business app?

The app has broadcast lists, but they reach only contacts who saved your number and are meant for small volumes. Automating the app or WhatsApp Web with third-party bulk tools breaks WhatsApp's terms and can get the number banned. For large, regular sends use the WhatsApp Business Platform with approved templates.

How many WhatsApp messages can I send per day on the API?

It depends on your business portfolio's messaging limit: 250, 2,000, 10,000 or 100,000 unique people per rolling 24 hours, or unlimited. The limit counts people reached outside the customer service window and is shared by every number in the portfolio. Replies to customers who messaged you do not count.

Will using more phone numbers let me send more messages?

Not within one business portfolio. Since October 2025 Meta sets the messaging limit per portfolio and all its numbers share it. More numbers can help with routing or languages, but not with the daily cap.

What does error 131049 mean during a campaign?

WhatsApp did not deliver that marketing template to keep the person's experience healthy, based on their recent engagement. It does not mean your number is blocked. Wait at least 24 hours before sending marketing to that person again, and avoid repeated retries, which can extend the hold.

Does a customer messaging me first count as opt-in for campaigns?

It lets you reply for 24 hours. For future marketing campaigns, ask for and record clear permission that names your business, as Meta's opt-in rules require.
