WhatsApp error 132007 (template content violates a WhatsApp policy): find the line that breaks the rules

In short
WhatsApp error 132007 means the content of your template breaks a WhatsApp policy. Meta's description is "Template content violates a WhatsApp policy" and its fix is to read the Template review document for the possible reasons. Unlike formatting errors, this is about what the template says or sells: a product the Commerce Policy does not allow, a request for sensitive data, misleading or threatening wording, or a risky link. Rewrite the content, not just the layout, and resubmit; request a review only if you are sure the content complies.
Key takeaways
- Meta lists 132007 as "Template content violates a WhatsApp policy" and points to its Template review document.
- It is about content: what the template sells, asks for or claims, not the position of a variable.
- Common triggers are restricted products, requests for full card or account numbers, threats or misleading urgency, and risky links.
- Changing a few words rarely works; remove the part that breaks the policy and resubmit, ideally under a new name.
- Request a review only with evidence that the content complies; repeated rejected submissions do not help the account.
WhatsApp error 132007 is a policy decision about your template's words. Meta's error codes page lists it as "Template content violates a WhatsApp policy" with the solution: "See the Template review document to learn about possible reasons for the violation." You usually meet it when you create or edit a template through the API, or as the reason for a rejection. Your request is valid; Meta has decided the content is not allowed on WhatsApp.
Policy rejection or formatting rejection?
Many rejected templates are not policy problems at all. Tell them apart first, because the fixes are different:
| Formatting problem | Policy problem (132007) | |
|---|---|---|
| Typical reasons | Variable at the start or end, two variables side by side, missing samples, wrong category | What the template sells, asks for or claims |
| Example | "{{1}}, your order is ready" | "Share your full card number and CVV to claim your cashback" |
| Fix | Move or reword around the variables | Remove or replace the content itself |
| Will a small edit work? | Usually | Rarely |
Formatting rules are covered example by example in why WhatsApp templates get rejected. This page is about the content side.
What usually triggers 132007
Meta's Template review document, the WhatsApp Business Messaging Policy and the WhatsApp Commerce Policy are the rulebooks. In Indian businesses, these are the patterns we see most:
- Products or services the Commerce Policy restricts. Alcohol, tobacco and vaping, weapons, adult products, some drugs and supplements, real-money gambling and some financial schemes. A template that promotes them is refused however it is worded.
- Requests for sensitive data. Templates that ask people to send full payment card numbers, bank account numbers, national ID numbers or passwords in the chat.
- Threatening or abusive wording. "Pay today or legal action will be taken" collection messages, or anything that reads as harassment.
- Misleading claims. "You have won ₹50,000", fake urgency, or a message pretending to be from a bank or government department.
- Risky links. Links that hide their destination or lead to content that breaks the policies. Use your own full domain.
- Content that does not match the business. A template promoting something unrelated to the account's verified business.
How to fix it
- Read the full rejection reason in WhatsApp Manager under Message templates, or the error message returned to your API call.
- Find the sentence that carries the risk. Ask: what does this template sell, ask for or promise? That is usually where the problem is.
- Remove it rather than disguise it. Spelling a restricted product differently, or adding a disclaimer, does not change what the template promotes.
- Move sensitive steps off WhatsApp. Instead of asking for card details in the chat, send a link to your payment page or use WhatsApp's payment features where available.
- Resubmit, preferably under a new template name, so the history of the rejected version does not confuse your team.
- Request a review only if you are confident. If you believe the content complies (for example, a pharmacy's order update that mentions a prescription medicine by name only because the customer ordered it), request a review from WhatsApp Manager or Business Support Home with specific context.
Example: the error and a compliant rewrite
The API response to a template creation request (values and title illustrative):
{
"error": {
"message": "(#132007) Template content violates a WhatsApp policy",
"type": "OAuthException",
"code": 132007,
"error_data": {
"messaging_product": "whatsapp",
"details": "Template content violates a WhatsApp policy."
},
"fbtrace_id": "AvB9tQm2xKp5RcN7wLz1yJd"
}
}Before and after for a loan collection reminder from a Mumbai NBFC (both illustrative):
| Rejected version | Compliant rewrite |
|---|---|
| "FINAL WARNING {{1}}: pay ₹{{2}} today or we will take legal action and inform your employer. Reply with your bank account number." | "Hi {{1}}, your EMI of ₹{{2}} for loan ending {{3}} was due on {{4}}. Pay securely on our website, or reply HELP to talk to our team." |
The rewrite removes the threat, the employer reference and the request for an account number, and keeps a clear, factual reminder with a safe next step. It also starts and ends with text rather than a variable.
A worked example
Arjun's agency builds templates for a Lucknow health-supplements seller. A festive template, "Lose 10 kg in 30 days with our herbal capsules", is refused with 132007. A small edit, "Lose weight fast with our herbal capsules", is refused again.
The problem is not the number; it is a health claim attached to an ingestible supplement. Arjun drops the weight-loss promise entirely and sends an order-status and restock template instead ("Hi Priya, the Tulsi Green Tea you asked about is back in stock"), which is approved. For promotions, the seller moves to messages about the product range without health claims. The account avoids a run of rejections that could have drawn more attention to it.
Preventing 132007
- Check the Commerce Policy before writing, especially for health, finance, alcohol and adult categories.
- Never ask for secrets in a template: no full card numbers, CVVs, OTPs from other services or passwords.
- Keep collection and reminder messages factual and polite, with a clear way to get help.
- Use your own domain in links.
- Keep a library of approved wording for each client and reuse it, so new templates start from text Meta has already accepted.
How Broadchat handles 132007
In Broadchat, templates are created under CRM → WhatsApp Templates and submitted to Meta in the same step. If Meta refuses the content, its reason is shown and the form keeps your values, so you can fix the wording and submit again without retyping; nothing is left behind as a stuck pending template. If Meta later rejects a template after review, the template list shows it as rejected with Meta's reason, and Sync Templates refreshes the status. Rejected templates can be edited from the panel, because Meta allows editing approved, rejected and paused templates. Broadchat cannot override a policy decision; only Meta's review can.
For more on templates, see the guide to WhatsApp message templates and WhatsApp template categories explained. Every other code is listed in the WhatsApp API error codes cheat-sheet. Agencies that write templates for many clients can do it under their own brand through the white-label program.

Frequently asked questions
What does WhatsApp error 132007 mean?
It means Meta decided the content of your template breaks a WhatsApp policy. Meta describes it as "Template content violates a WhatsApp policy" and points to its Template review document for the possible reasons.
Can I fix 132007 by changing a few words?
Usually not. 132007 is about what the template sells, asks for or claims. Remove the part that breaks the policy, such as a restricted product, a request for sensitive data or a threat, and resubmit.
What is the difference between 132007 and a normal template rejection?
Many rejections are formatting problems, such as a variable at the start or two variables side by side, and a small edit fixes them. 132007 is a content decision under WhatsApp's policies, so the content itself has to change.
Can I appeal a 132007 rejection?
Yes, you can request a review in WhatsApp Manager or Business Support Home if you believe the content complies. Include specific context. Repeatedly submitting content that breaks the policy does not help the account.
Which products cannot be promoted in WhatsApp templates?
The WhatsApp Commerce Policy restricts categories including alcohol, tobacco, weapons, adult products, some drugs and supplements, and real-money gambling. Check the current policy before writing templates for those businesses.
