WhatsApp error 132015 (template paused): wait it out or edit it, and stop the third strike

What a paused template means: Meta's 3-hour and 6-hour pause rules, why the third low-quality strike disables the template, whether to wait or edit, how to check quality_score by API, and how to fix the audience that caused it.

In short

WhatsApp error 132015 means the "Template is paused due to low quality so it cannot be sent in a template message." Meta pauses a template when its quality rating hits the lowest level: 3 hours the first time, 6 hours the second time, and the third time it is disabled for good. The template unpauses on its own. Stop the campaign, find out why recipients blocked or reported it, and either wait or edit it, knowing that an edit sends it back to review.

Key takeaways

  • A pause is a warning with a timer: 3 hours on the first instance, 6 hours on the second, then the template is disabled (error 132016).
  • Meta pauses a template when it reaches "Active - Low quality", which is a quality_score of RED in the API.
  • Sends to a paused template are rejected without charges and without affecting your messaging limit, but they still fail.
  • Editing a paused template moves it to In Review, so it cannot be sent until it is approved again.
  • The cause is almost always the audience or the frequency, so change who receives it before you resume, not only the wording.

WhatsApp error 132015 means the template you tried to send is paused. Meta's error reference says the "Template is paused due to low quality so it cannot be sent in a template message," and its fix is to edit the template "to improve its quality and try again once it is approved." A pause is temporary: Meta's template pausing rules lift it automatically after a set time. But it is also the first or second strike towards permanent disabling, so how you react matters more than the error itself.

Meta's pausing rules

Every template has a quality rating based on usage, customer feedback (blocks, reports) and engagement. The ratings are GREEN (high), YELLOW (medium), RED (low) and UNKNOWN (not enough feedback yet). When a template reaches the lowest rating, shown in WhatsApp Manager as Active - Low quality and as quality_score RED in the API, Meta pauses it:

InstanceWhat happensError when you send
1stPaused for 3 hours132015
2ndPaused for 6 hours132015
3rdDisabled permanently132016

Meta says a template "will unpause on its own after satisfying the pause duration." You are told through the message_template_status_update webhook and through notifications in WhatsApp Manager and email. Sends attempted while paused are rejected by the API; Meta's pausing page notes they are not charged and do not affect your messaging limit.

What it looks like

Illustrative send response while a template is paused (title and details wording vary):

{
  "error": {
    "message": "(#132015) Template is Paused",
    "type": "OAuthException",
    "code": 132015,
    "error_data": {
      "messaging_product": "whatsapp",
      "details": "Template is paused due to low quality."
    },
    "fbtrace_id": "Az8Lr1QmTx4WbN6pKc2sYvH"
  }
}

And the webhook that arrives when the pause starts (illustrative values):

{
  "field": "message_template_status_update",
  "value": {
    "event": "PAUSED",
    "message_template_id": 1308472659912345,
    "message_template_name": "weekend_sale_offer",
    "message_template_language": "en",
    "reason": null
  }
}

Why templates get paused

Low quality means recipients reacted badly, so look at who got the message and how often, before you look at the words:

  • Old or bought lists. Numbers collected years ago, or never opted in, block and report far more than recent customers.
  • Too frequent. The same offer three times in a week to the whole list.
  • No relevance. A Mumbai-only store offer sent to customers across India.
  • No easy way out. No opt-out quick reply, so annoyed people use Block or Report instead.
  • A misleading opening. The first line looks like an order update and turns out to be an advertisement.

Step-by-step: what to do when you see 132015

  1. Stop the send. Pause the campaign or job. Every further attempt fails anyway.
  2. Check the status and quality of the template in the account that owns the number: GET /<WABA_ID>/message_templates?name=weekend_sale_offer&fields=name,language,status,quality_score
  3. Note which instance this is. Your webhook log shows earlier PAUSED events. If this is already the second pause, the next one disables the template.
  4. Find the bad segment. Compare blocks, opt-outs and read rates by list source. The segment that reacts worst is the one to drop.
  5. Decide: wait or edit. If the wording is fine and the audience was the problem, wait for the pause to end and resume only to the good segment. If the wording invites reports, edit it, accepting that the template goes to In Review and cannot be sent until approved again.
  6. Resume slowly. Restart with your most engaged customers and watch the quality rating before widening the audience.

A worked example

Arjun runs a mobile-accessories shop in Surat. On a Saturday he sends the marketing template weekend_sale_offer ("Flat ₹300 off on chargers this weekend") to 9,000 numbers, including 6,000 collected at a trade fair two years ago. Within a few hours the template is paused and later sends fail with 132015.

He stops the campaign and splits the report by source: customers who bought in the last 90 days read the message and a few replied; the trade-fair numbers produced the blocks (illustrative pattern). After the 3-hour pause he resumes only to the recent buyers, adds a "Stop offers" quick-reply button to a new version of the template for future sends, and moves the trade-fair list to a re-permission message sent from an opt-in form instead. He does not resend to the old list, because a second pause would leave one more strike before the template is disabled.

How Broadchat shows a paused template

Broadchat listens to Meta's template status webhook. When a template is paused, disabled or flagged, it is marked as not sendable in CRM → WhatsApp Templates with the event (for example PAUSED) recorded as the reason, and Sync Templates refreshes the status from Meta. Paused templates can be edited from the panel because Meta allows editing approved, rejected and paused templates. A message that fails shows "The template is paused because of low quality." with code 132015; in a multi-message campaign the later messages are not sent to that recipient. Broadchat does not stop your campaign for you on this code, so pause it yourself while you investigate.

To understand how quality and limits connect, read how quality rating affects messaging limits and WhatsApp opt-in best practices. All codes are listed in the WhatsApp API error codes cheat-sheet.

Frequently asked questions

What does WhatsApp error 132015 mean?

It means the template is paused because its quality rating dropped to low, so it cannot be sent right now. Meta pauses it for 3 hours the first time and 6 hours the second time; the third time it is disabled.

How do I unpause a WhatsApp template?

You do not have to. Meta says a paused template unpauses on its own once the pause duration has passed. You can also edit it, but then it goes back to In Review and cannot be sent until it is approved again.

Am I charged for sends that fail with 132015?

No. Meta's template pausing page says attempts to send a paused template are rejected and do not incur charges or affect your messaging limit. They still fail, so stop the campaign rather than letting it run.

Does a paused template affect my phone number's quality?

The pause itself is on the template, but the blocks and reports that caused it are signals about your messages. Keep sending the same content to the same audience and other problems, such as error 131048, can follow.

Should I edit a paused template or create a new one?

Edit it if the wording invites blocks and you can improve it; expect another review. If the audience was the problem, fix the audience and resume after the pause. Creating a near-copy to dodge the pause does not fix why people reacted badly.
