White-label WhatsApp API for Qatari agencies, software houses and SMS resellers

How a Doha agency, web company, SMS reseller or software house can sell WhatsApp as its own product: branding, riyal plans, money flows, a margin example, onboarding CR clients and limits.

By Broadchat teamPublished 8 min read

In short

With Broadchat, a Qatari company can sell the official WhatsApp Business API as its own product: your name and logo, your own domain, plans priced in riyals, and payments collected by you. You pay Broadchat a cost price per client account, quoted on request, and keep the difference. Clients prepay messaging at rates you set above Meta's rate card, and your messaging margin is credited to your partner wallet every week.

Key takeaways

  • Clients see your brand only: logo, colours, login page, domain, and emails and SMS from your own senders.
  • Plans are priced in QAR or any currency you choose and collected through your own Stripe account or by bank transfer, so client money comes to you.
  • Your cost is a per-client-account price for each billing cycle, debited from a prepaid partner wallet and quoted on request.
  • Messaging margin is your rate minus Meta's base rate, per destination country and category, settled weekly.
  • Qatari platforms we checked publish plans from QAR 1,000 a year to QAR 910 a month, which leaves room for an agency to sell a managed service.

Partners who fit in Qatar

Qatar's SME market is compact, relationship-driven and run largely on WhatsApp. A business owner in Doha is far more likely to buy from the agency that already manages their Instagram, website or ERP than from an unknown software vendor abroad. That makes Qatar a partner market. This page is for:

  • Marketing and social media agencies in Doha, Lusail or Msheireb Downtown that already run Meta ads for restaurants, clinics and real estate brands and want to handle the WhatsApp leads those ads create.
  • Web design, hosting and domain companies that sell sites and email to SMEs and can add WhatsApp as another monthly line.
  • SMS aggregators and bulk-messaging resellers whose clients are asking to move OTPs and delivery notices to WhatsApp.
  • Software houses and ERP or POS implementers building booking, school-management, clinic or property systems that need WhatsApp notifications under their own brand.
  • Event and hospitality service firms that run guest communication for hotels, exhibitions and conferences in Doha.

It is not a fit for a one-off setup job. WhatsApp needs ongoing template work, consent hygiene and someone who watches the quality rating. The partners who do well charge a monthly retainer and treat it as a managed service.

What carries your name

ElementHow it is set up
Company name, logo (light and dark), favicon, coloursSet in the partner panel; on your hosts the client panel shows no Broadchat name
Login page and web addressA ready address from day one, then your own domain such as wa.youragency.qa by CNAME or A record, with SSL issued automatically
Outgoing email and SMSThrough your own SMTP server and SMS gateway
Plans, add-ons and pricesYour own riyal (or other currency) prices, billing cycles and limits
SupportTickets come to your desk; you can sign in as a client to see what they see
Menu and languageHide, rename or add menu items; the panel runs in Arabic (right-to-left), English and 21 other languages

Two screens keep other names on purpose: Meta's Embedded Signup window is Meta's own, and WhatsApp chats show your client's display name, not your agency's.

How money moves

Price with three separate flows in mind:

  1. Your client pays you. Build plans in the partner panel, for example a Clinic plan with 3 users and a Group plan with 10 users across branches, and collect through your own Stripe account (cards) or by bank transfer with proof of payment. Your own payment gateways, custom domain and own email and SMS senders come with the Growth and Enterprise partner plans. You invoice your clients in your own name; confirm any tax treatment with your accountant.
  2. You pay Broadchat. For each client account you pay a cost price per billing cycle (monthly, quarterly, half-yearly or yearly), taken from your prepaid partner wallet when the client buys or renews. You top the wallet up by bank transfer, or by card through Stripe where it is enabled. The price depends on volume, cycle and modules and is quoted on request; ask which currency your partner wallet is held in.
  3. Messaging runs on wallets. Each client prepays a messaging wallet at the rates you set, a percentage or flat amount over Meta's base rate for each destination country and category. Your margin is settled into your partner wallet each week, late on Sunday night.

In-chat WhatsApp payment collection is not offered for Qatari clients. A client that wants to be paid inside a conversation can put a payment link from its own gateway or bank into a template button.

A margin example (illustrative only)

Khalid runs a six-person digital agency in Lusail with 12 clients, mostly restaurants and clinics, on a WhatsApp plan he sells at QAR 249 a month. If Broadchat's quoted cost per client account is C, his plan margin is 12 × (QAR 249 − C). For messaging, his clients send 30,000 utility and 8,000 marketing messages a month to Qatari numbers. Meta's base is US$0.012 and US$0.0341 (Meta rate card effective 1 Oct 2026), shown in riyals at the 3.64 peg:

This shows how the sums work; it is not a forecast. Run your own figures in the reseller profit calculator, and see WhatsApp API reseller pricing and margins for plan structures other partners use.

What Qatari buyers already see

On 2 Nov 2026, Qatar-based platforms published these prices on their own sites: Netchat from QAR 1,000 a year (Starter, 3 users) to QAR 3,000 a year (Gold), and Taswiq from QAR 182 a month (Startup, billed annually) to QAR 910 a month (Premium), with Meta's charges separate in both cases. A partner that adds Arabic and English template writing, chatbot setup and a monthly report is selling a service, not a login, and can price accordingly. Sources are in WhatsApp API providers in Qatar compared.

Bringing a Qatari client on board

  1. Collect the company details. The legal name exactly as on the commercial registration (CR), the CR number, a website on HTTPS that shows that legal name, and the number to connect. QFC-licensed clients use their QFC certificate instead.
  2. Create the client account in your partner panel and assign a plan.
  3. Connect the number together through Embedded Signup inside the client's own Meta business portfolio, so the WhatsApp account belongs to the client. The Qatar setup guide covers which documents to prepare for verification.
  4. Write the first templates: an appointment or booking confirmation and a reminder (utility), and one opted-in offer (marketing), each in Arabic and English.
  5. Import only opted-in contacts, tagged with where consent came from. Article 22 of Qatar's PDPPL requires prior consent for electronic direct marketing, so this tag protects the client as well as the number.
  6. Watch the first fortnight: quality rating, template status and the messaging limit, which starts at 250 people a day for a new portfolio.

Limits to know before signing

  • Broadchat is not a Meta Business Solution Provider. Numbers connect through Meta's Embedded Signup and messages go through the Cloud API.
  • Panel data is hosted outside Qatar. Government entities, banks and some healthcare groups require in-country hosting; ask early.
  • There is no ready-made plug-in for your billing system. Enterprise partners get the Partner API to list client accounts, read wallet balances and move balance into client wallets, so a developer can connect it to your own invoicing.
  • Meta alone decides template approval, business verification, display names, badges and messaging limits. Do not promise any of them to a client.

The full feature list is on the global partner program page. For a client who wants the basics before buying, send them to WhatsApp Business API in Qatar.

Frequently asked questions

Can I price plans in Qatari riyals?

Yes. You create plans and add-ons in riyals, with your own prices and billing cycles, and collect through your own Stripe account or by bank transfer, so client payments come to you. The messaging rates clients pay are also yours to set above Meta's base rate.

Will clients know the platform is Broadchat?

Not from the panel. On your hosts it shows your name, logo and links, emails and SMS go from your senders, and tickets come to you. Meta's Embedded Signup window is Meta's own screen, and WhatsApp messages show the client's display name.

What does it cost to become a partner?

You pay a cost price per client account for each billing cycle, from a prepaid partner wallet. It depends on how many client accounts you expect, the billing cycle and the modules you resell, so it is quoted on request.

Can I onboard QFC or free-zone companies?

Yes. Meta's verification asks for official documents in the legal business name; a QFC certificate of incorporation or a Qatar Free Zones licence plays the same role as a CR. Meta reviews each submission and makes the final decision.

Can I offer a free trial?

Yes. The partner panel includes a free plan you can grant once per client for 3, 5 or 7 days, and you can create your own trial plans. Meta still charges for templates sent during a trial, so give trial clients a small messaging wallet or none.

Is the panel available in Arabic?

Yes, with a right-to-left layout, alongside English, Urdu, Bengali, French and other languages. Templates and chatbot replies can be written in Arabic or any other language Meta supports for templates.
