In short
Twilio is a developer platform: you call its API to send and receive WhatsApp messages, pay as you go with no subscription, and build or buy the screens your team uses (Studio for flows, Flex for a contact centre). Twilio adds its own fee on every inbound and outbound message on top of Meta's template fee, and charges a small fee for failed messages. Broadchat is a finished, no-code panel with campaigns, inbox, chatbots and CRM that agencies resell under their own brand. Developers building a global product should look at Twilio; teams that need a working WhatsApp tool without engineering should look at Broadchat.
Verdict
Twilio is the right choice when WhatsApp is one channel inside software you are building: an app that sends OTPs, delivery updates or support messages across many countries alongside SMS and voice, with one vendor, one API style and global support. It costs nothing to start, needs no card for the trial, and you pay only for usage. It is the wrong choice if your marketing team expects to log in and send a campaign, because the base product has no campaign screen or team inbox; you would build one or add Flex. Broadchat is that finished screen, aimed at Indian businesses and the agencies that serve them. If you have developers and global ambitions, start with Twilio; if you have a sales or support team and a deadline, start with a Broadchat partner.
Choose Broadchat if
Indian businesses and agencies that want campaigns, a team inbox, chatbots and CRM ready to use, and agencies that want to resell it under their own brand.
Choose Twilio if
Developers and product teams building WhatsApp into their own apps, especially across many countries, who want pay-as-you-go APIs alongside SMS and voice.

Different tools for different teams
Broadchat vs Twilio is really developer API versus business panel. Twilio's WhatsApp product is an API: your code sends a request, Twilio delivers the message through Meta, and webhooks tell your code what happened. Broadchat is a web application where a marketer schedules a campaign, an agent replies in a shared inbox and an owner builds a chatbot by dragging blocks, with no code at all.
We build Broadchat. We read Twilio's WhatsApp pricing, product and messaging pricing pages on 12 Oct 2026. We do not quote Twilio's or Meta's per-message figures here; the Twilio pricing page in the sources lists them.
How Twilio charges
Twilio's WhatsApp pricing has three parts. Twilio charges its own fee on every message, inbound and outbound. Meta's template fee is passed through on top, by category and country. And a small processing fee applies to messages that end in a Failed status. There is no subscription, the free trial needs no credit card, and volume discounts are available through sales.
Two things matter for Indian businesses. First, the inbound fee: a support desk that receives many customer messages pays Twilio for each one, which a subscription-priced panel does not. Second, Twilio's published WhatsApp prices are in US dollars. Neither is a problem for a funded product team; both are worth modelling for a Jaipur retailer.
What Twilio does better
- Global reach and one vendor for every channel. WhatsApp, SMS and voice from one account and one API style.
- Developer depth. Detailed API documentation, SDKs and a free trial that needs no card.
- Managed onboarding. Twilio says it handles WhatsApp Business account creation, business verification and template approvals.
- Pay only for use. No monthly fee, which suits low or spiky volumes.
What Broadchat does better
- Nothing to build. Campaigns with repeat schedules and retargeting, a shared inbox showing the 24-hour customer service window, a CRM with segments and Kanban boards, and a chatbot builder with AI steps are ready on day one.
- Local fit. INR billing, a panel in 23 languages including Hindi, Tamil and Bengali, WhatsApp-native payments in India through Razorpay or PayU, and coexistence for numbers that stay on the WhatsApp Business app.
- A product to resell. Agencies brand the panel with their logo and domain, set their own prices and markup over Meta's base rate, and collect client payments through their own gateway. Twilio has no white-label reseller panel.
Using both
Some teams use Twilio for transactional messages generated by their own systems and a panel for marketing and support. If you do this, keep each WhatsApp number on one provider; a number connects to one platform at a time. Broadchat also offers a Graph-compatible API per channel and an API endpoint to trigger campaigns, which covers many simple developer needs without a second vendor.

Frequently asked questions
Does Twilio charge for incoming WhatsApp messages?
Yes. Twilio's pricing page says its per-message fee for WhatsApp applies to inbound and outbound messages, with Meta's template fee added for templates. Failed messages carry a smaller processing fee.
Does Twilio have a WhatsApp inbox for agents?
Not in the base WhatsApp API. Twilio sells Flex, a contact-centre product, and Studio for visual flows. Broadchat includes a shared team inbox in every client panel.
Can I resell Twilio WhatsApp under my brand?
Twilio offers APIs you can build your own product on, but no ready white-label panel. Broadchat is built for agencies that want to resell a finished panel under their own brand.
Is Twilio cheaper than Broadchat?
It depends on volume. Twilio has no subscription but charges per message, including inbound, in US dollars. Broadchat is priced per client account by the partner. Meta's charges apply on both.
