In short

To become a WhatsApp API reseller in India you do not need to become a Meta partner yourself. Most agencies resell a white-label platform that is already built on Meta's Cloud API: you set up your business and GST, pick the platform, brand the panel, create plans, and onboard clients whose numbers sit in their own Meta business portfolios. Becoming a Meta Solution Partner or Tech Provider is a separate, much longer route that only makes sense at scale.

Key takeaways

  • Meta has two partner types, Solution Partner (with a credit line) and Tech Provider; reselling a white-label platform needs neither.
  • Each client's number should live in the client's own Meta business portfolio, so the client keeps it if they ever leave you.
  • Sort out your entity, GST registration, bank account and client terms before your first sale, not after it.
  • A narrow niche and one working demo account sell better than a long feature list.
  • Your job as a reseller is onboarding, templates, flows and compliance; the platform runs the software and the Meta connection.

Become a WhatsApp API reseller in eight steps

You will need: A computer with a modern browser, A Facebook account for your own Meta business portfolio, A business bank account or UPI ID.

  1. Pick the route that matches your size

Decide between reselling a white-label platform, becoming a Meta Tech Provider with your own software, or becoming a Solution Partner. For a first-year agency, white-label reselling is the only route that gets you selling within weeks.

  2. Set up the business side

Register or confirm your entity, decide on GST registration with your CA, open a business bank account or UPI ID, and draft client terms that make clients responsible for opt-in and WhatsApp's policies.

  3. Choose a niche and a first offer

Pick one or two industries you already know, and define a first offer around one concrete outcome, such as appointment reminders for clinics or COD confirmation for online stores.

  4. Choose and join a white-label platform

Check that the platform uses Meta's official Cloud API with Embedded Signup, lets you set your own prices, and leaves each client's number in the client's own portfolio. Then apply to its partner program.

  5. Brand your panel and create plans

Upload your logo, connect your domain, set up your email sender, then create two or three plans and your messaging markup so a client can sign up and pay you.

  6. Build a demo account

Create a client account for your own business, connect a spare number, get two or three templates approved and build one chatbot flow for your niche, so every sales call shows something real.

  7. Onboard your first client carefully

Help the client connect their number through Embedded Signup, get their display name and templates approved, import only opted-in contacts and send a small first campaign.

  8. Run support and compliance as part of the service

Watch each client's quality rating, review first campaigns, answer support tickets and keep your templates library current as Meta's rules change.

Before you start: what a WhatsApp API reseller actually sells

A WhatsApp API reseller sells businesses access to the WhatsApp Business Platform, packaged with software they can use: campaigns, a team inbox, chatbots and a CRM. The client pays you; you pay the platform you resell; Meta charges for delivered template messages. Nobody resells "WhatsApp" itself. What you resell is software built on Meta's Cloud API plus your own setup and support work.

This guide is for Indian digital agencies, freelancers, SMS resellers and IT firms who want a WhatsApp line of business. It assumes you do not want to write software. If you do want to build your own platform, read white label vs referral vs building your own platform first, because the cost and the Meta requirements are very different.

Step 1: pick the route that matches your size

Meta recognises two kinds of WhatsApp partners in its solution provider overview. A third route, white-label reselling, sits on top of them.

RouteWhat it isWhat you needRealistic for a new agency?
Solution PartnerA Meta Business Partner that provides WhatsApp access and bills its clients through its own credit line with MetaMeta's partner programme, a credit line, your own or licensed software, support operationsNo. This is a multi-year route for large providers
Tech ProviderA company with its own Meta app that onboards businesses through Embedded Signup; its clients pay Meta directly or through a Solution Partner's credit lineYour own software, a Meta app, App Review, business verification, ongoing engineeringOnly if you are a software company building a product
White-label resellerYou sell an existing platform under your own brand, domain and pricesA partner account with the platform, your brand assets, a sales and support processYes. You can be selling within weeks

Meta also limits how fast a Tech Provider can onboard new business customers: by default 10 per rolling seven days, rising to 200 after business verification, App Review and access verification, according to the Embedded Signup overview. That is one of many details a white-label platform handles for you.

Step 2: set up the business side

Do the boring part first. Clients who pay by bank transfer, ask for GST invoices or sign annual contracts will check it.

  • Entity. A proprietorship works to start; an LLP or private limited company makes contracts and bank accounts with larger clients easier.
  • GST. Service providers must register once their aggregate turnover crosses the threshold in the CGST Act (₹20 lakh for most states). Many resellers register voluntarily from day one because business clients want a GST invoice to claim input tax credit. Decide this with your CA; our post on GST and invoicing for WhatsApp API resellers lists the questions to ask.
  • Collection. A current account and a UPI ID in the business name. On Broadchat, clients can pay you by UPI or bank transfer, which you verify in your partner panel.
  • Your own Meta business portfolio. Create one for your agency and start business verification. You will use it for your demo number.
  • Client terms. Put in writing that the client must collect opt-in, follow the WhatsApp Business Messaging Policy and pay Meta's messaging charges, and that you may pause sending if a campaign breaks the rules.

Step 3: choose a niche and a first offer

"WhatsApp marketing for every business" is hard to sell and hard to support. A niche makes your templates, chatbot flows and sales pitch reusable. Pick an industry where you already have contacts and where WhatsApp solves a clear problem:

NicheFirst offer that sells itself
Clinics and diagnostic labsAppointment confirmation and reminder templates, report-ready alerts
Coaching institutesAdmission enquiry bot from ads, fee reminders, class-change alerts
Online stores on ShopifyCOD order confirmation, abandoned cart reminders, shipping updates
Real estateInstant reply to portal and ad leads, site-visit booking

Our list of 10 niches where agencies can sell WhatsApp automation gives a ready flow for each.

Step 4: choose and join a white-label platform

The platform is the most important decision, because switching later means moving every client. Check these five things before anything else; the full checklist is in what a WhatsApp reseller panel should include.

  1. Official API only. Numbers connect through Meta's Embedded Signup with a Facebook login, and messages to new contacts go out as Meta-approved templates. Avoid anything that asks you to scan a WhatsApp Web QR code to send bulk messages; see official vs unofficial WhatsApp API.
  2. Client ownership. Each client's WhatsApp account sits in the client's own Meta business portfolio.
  3. Your prices. You set plan prices and your markup on messaging; the platform's cost to you is clear.
  4. Full white label. Your domain, logo, emails and login page, with no platform name visible to clients.
  5. Partner tools. Client management, wallets, payments, support tickets and a way to log in as a client to help them.

On Broadchat you apply through the partner program. Partner pricing is per client account and quoted on request; the pricing page shows which features come with each partner tier.

Step 5: brand your panel and create plans

In the Broadchat partner panel, the order that avoids rework is:

  1. Panel Customization → Brand Settings → Branding: panel name, light and dark logos, favicon, legal links and whether clients can sign up on their own.
  2. Panel Customization → Brand Settings → URL Manager: connect app.yourbrand.in, or use the ready subdomain you get on day one. The custom domain guide covers DNS and SSL.
  3. Panel Customization → Communication → Channel: your own SMTP server, so welcome and password emails come from your domain.
  4. Billing → Plans & Add-ons → Plans: two or three paid plans and, if you want, a short free trial.
  5. Settings → Channel Manager or a Channel Markup package under Billing → Currency & Pricing → Package & Pricing: your percentage or flat markup on Meta's messaging charges.

How to price these is covered in WhatsApp API reseller pricing models and margins.

Step 6: build a demo account

Create a client account for your own agency, connect a spare number and make it look like a real client in your niche. Before your first sales call you want:

  • two or three approved templates, for example a utility appointment reminder and a marketing offer;
  • one chatbot flow that answers the top five questions of your niche and hands over to a person;
  • a few test contacts with tags, so you can show segmentation and the team inbox.

A live demo on your own phone, where the prospect types a keyword and gets a reply from your bot, does more than any slide. The sales guide for local businesses has a 20-minute demo script.

Step 7: onboard your first client carefully

Your first client is your reference for the next ten, so slow down. Help them choose a number, connect it through Embedded Signup in their own panel, get the display name approved, start business verification and get their first templates approved. Meta's template review can take up to 24 hours, according to its templates overview. New portfolios start at a messaging limit of 250 unique users in a rolling 24 hours, so plan the first campaign around that. The client onboarding guide has the full checklist.

Step 8: run support and compliance as part of the service

Every client's sending behaviour affects their own number's quality rating and messaging limit, and a client whose number gets restricted will blame you. Build these habits:

  • Review each client's first two campaigns before they go out: audience, opt-in source, template and timing.
  • Check quality ratings weekly on each client's channel; our quality rating guide explains what moves them.
  • Answer support tickets from Help → Support Manager in your partner panel, and use Guest Login on the client's user page to see exactly what they see.
  • Tell clients when Meta changes something that affects their bill. For example, since 1 Oct 2026 only the first 1,000 service messages per number per month are free, and utility templates sent inside the 24-hour window are charged again (Meta pricing).

After launch: when to rethink the route

Most resellers stay on a white-label platform for good, because the platform's engineering keeps up with Meta's changes. Revisit the build-your-own question only when you have hundreds of active clients, a development team, and a reason the platform cannot serve, such as deep integration with your own product. Until then, put your time into the work clients actually pay for: niche flows, good templates and fast support.

Frequently asked questions

Do I need Meta's approval to resell the WhatsApp Business API?

Not as a white-label reseller. The platform you resell handles the Meta app and onboarding. Each client still has to accept Meta's terms, connect their number through Embedded Signup and follow WhatsApp's policies, and Meta reviews their display name and templates.

How much money do I need to start as a WhatsApp API reseller?

Mainly the platform's cost per client account, your own wallet balance to activate client plans, and your time for a demo account. There is no Meta fee to start. Ask the platform for a quote; on Broadchat partner pricing is per client account and quoted on request.

Can I call myself an official WhatsApp partner?

No. Only companies in Meta's partner programme can say that. You can say your service is built on the official WhatsApp Business Platform (Cloud API) if the platform you resell uses it.

Who owns the client's WhatsApp number if they leave me?

On a platform that uses Embedded Signup, the WhatsApp account sits in the client's own Meta business portfolio, so the number stays theirs. That is also a selling point: tell clients they are not locked in.

Do I need GST registration to resell WhatsApp API?

It depends on your turnover and your clients. Registration is compulsory above the CGST Act threshold, and many resellers register earlier because business clients want GST invoices. Confirm with a chartered accountant.
