In short

To get the WhatsApp Business API in India you do not apply to Meta and wait for approval. You choose a provider, connect a phone number to a Meta business portfolio through Meta's Embedded Signup (usually under an hour), add a way to pay Meta's messaging charges, and start sending approved templates at the 250-person daily tier. Business verification (up to 14 business days), display name review and higher messaging limits follow over the next weeks. Prepare your legal documents, an HTTPS website, the number and your display name before you start.

Key takeaways

  • There is no separate application to Meta: access comes from connecting a number through a provider's Embedded Signup.
  • Have five things ready: a Meta business portfolio you fully control, a number that can receive a code, a display name, documents and an HTTPS website.
  • You can send on day one at the 250 tier; verification and the move to 2,000 usually take one to three weeks in total.
  • India-billed accounts must switch to INR billing by 31 Dec 2026, and India now has prepaid billing through UPI top-ups.
  • An existing WhatsApp Business app number can stay on the app through coexistence, which Meta supports in India.

Get WhatsApp Business API access for an Indian business

Time needed: 2 h. You will need: A desktop browser with pop-ups allowed for your provider's panel, A Facebook login with full control of your Meta business portfolio, The phone that will receive the verification code.

  1. Decide how you will access the API

Choose a provider platform that connects through Meta's Embedded Signup, or build directly on Meta's Cloud API if you have developers. Check who bills Meta's messaging charges: your own payment method, or a partner's credit line.

  2. Prepare documents and business assets

Confirm you have full control of the right Meta business portfolio, an HTTPS website with your legal name, a business email on your domain and current registration documents such as a GST or incorporation certificate.

  3. Choose the number and display name

Pick a number that can receive an SMS or voice call. Decide whether an existing WhatsApp Business app number will move fully or use coexistence, and choose a display name that matches your brand and website.

  4. Connect through Embedded Signup

Start the connection from your provider's panel, log in with Facebook, select the business portfolio, create the WhatsApp account, add the number and display name, and enter the verification code.

  5. Set up billing for Meta's charges

Add a payment method or fund your provider's messaging wallet so templates and service messages beyond the free monthly allowance can be delivered. India-billed accounts must use INR billing by 31 Dec 2026.

  6. Start business verification

Submit business verification in Security Center the same day. It is one of the paths from the 250 tier to 2,000 and raises your phone number cap; Meta says a decision can take up to 14 business days.

  7. Get templates approved and send to opted-in customers

Create one or two utility templates, wait for review (up to 24 hours), test them on your own phone and then send to a small opted-in group before any campaign.

The short answer

If you are wondering how to get WhatsApp Business API access in India, the most useful thing to know is that there is no separate application form to Meta and no approval queue for access itself. You get access by connecting a phone number to a Meta business portfolio through Embedded Signup, Meta's guided window inside a provider's software. That part usually takes under an hour. What takes longer is everything around it: business verification, the display name review and earning higher messaging limits.

This guide is for Indian businesses deciding to move to the API, whether you run a D2C brand, a clinic, a coaching institute or a distributor. If you only answer a few dozen chats a day from one phone, read WhatsApp Business app vs API first; the free app may still be enough. For a plain-English overview of the platform, see what the WhatsApp Business API is.

Step 1: decide how you will access the API

There are three common routes, and the main difference is who builds the software and who pays Meta:

RouteWho it suitsWho pays Meta's messaging charges
A provider platform (inbox, campaigns, chatbots)Most businesses without an in-house tech teamEither your own payment method on your Messaging account, or the provider's credit line, depending on the provider
A Meta Solution PartnerBusinesses that want the partner to bill Meta's chargesThe Solution Partner, through its credit line, then invoices you
Direct on Meta's Cloud APICompanies with developers building their own systemYou, through your own payment method

Meta distinguishes Solution Partners, which are Meta Business Partners with a credit line that bills their clients, from Tech Providers, whose clients usually pay Meta directly. Ask any provider three questions: whose business portfolio will own the number (it should be yours), who pays Meta, and how you can leave with your number if you switch later.

Step 2: prepare documents and business assets

Prepare these before you open the signup window. Most delays come from one of them being missing or mismatched:

ItemWhat Meta checksIndian specifics
Meta business portfolioYou have full control, legal name and address are correctOften already exists if you run Facebook or Instagram ads; check which one
Registration documentsLegal name, address or phone, issued by an authorityCertificate of incorporation, GST registration certificate, Udyam registration, Shops and Establishments licence
WebsiteLoads, uses HTTPS, shows the businessPut the legal name in the footer, e.g. "Rangoli Home is a brand of Shreeji Lifestyle Pvt Ltd"
Business emailCan receive verification codesAn address on your domain, not Gmail, makes email verification simpler
Phone numberCan receive SMS or a voice callMobile, landline or toll-free; short codes are not supported
Display nameMatches your brand and external brandingNo generic words, offers or "Official"
Payment methodPays Meta's chargesINR billing; UPI prepaid top-ups available in India

Our Meta business verification guide explains how Indian documents map to the types Meta accepts and the mismatches that cause rejections.

Step 3: choose the number and display name

The number becomes your business identity on WhatsApp, so decide deliberately:

  • A new number is the simplest. Nothing has to move and you can test freely.
  • Your existing WhatsApp Business app number keeps the number customers know. You can either delete the account on the app and register the number on the API (app chat history does not move), or use coexistence, which lets the same number work in the Business app and on the API. Meta supports coexistence in India; it needs app version 2.24.17 or later and a provider that offers it. See WhatsApp coexistence explained.
  • A landline or toll-free number works if it can receive the code by voice call.

For the display name, use your brand as it appears on your website, for example "Sunrise Clinic Jaipur", not "Best Skin Clinic Jaipur". Our article on WhatsApp display name rules gives accepted and rejected examples.

Step 4: connect through Embedded Signup

The provider's panel opens Meta's Embedded Signup window. In it you log in with Facebook, choose or create the business portfolio, create a WhatsApp account, enter the number and display name, and type the code Meta sends by SMS or call. In Broadchat this starts from Channels → All Channels → + Add New Channel; our step-by-step setup guide covers each screen and the connect your WhatsApp number help article shows the fields.

Two things often go wrong at this step in practice: the browser blocks Meta's pop-up, and the person logging in is not a full-control admin of the right portfolio. Allow pop-ups for your panel's address and check your role in Meta Business Suite first.

Step 5: set up billing for Meta's charges

Meta charges per delivered message by category (marketing, utility, authentication and service) and by the recipient's country. Messages customers send you are free, and each business number gets 1,000 free service messages a month; utility templates sent inside an open customer service window are charged from 1 October 2026. We do not quote rates here because Meta updates them each quarter; see how WhatsApp API pricing works.

India has two billing details worth knowing:

  • INR billing. Meta has offered INR billing since 1 January 2026. Eligible India-billed accounts must switch to INR by 31 December 2026; from 1 January 2027, Meta says messages from non-INR accounts in scope won't be delivered.
  • Prepaid with UPI. Meta launched prepaid billing for India funded by UPI top-ups. If the balance runs out, sends fail with error 131042. Our WhatsApp API error codes cheat-sheet explains this and other failures.

If you use a provider with a messaging wallet, you prepay that wallet instead. In Broadchat, each channel has its own messaging wallet, recharged as described in Recharge your wallet.

Step 6: start business verification the same day

Every new business portfolio starts at a 250 messaging limit: you can reach 250 unique people per rolling 24 hours outside a customer service window. Business verification is one of three paths to 2,000, and it also raises the number of phone numbers you can register from 2 to 20. Meta says a verification decision can take up to 14 business days, so start it as soon as the number is connected. WhatsApp messaging limits in 2026 explains the tiers above 2,000.

Step 7: get templates approved and send to opted-in customers

To start a conversation, or to message someone more than 24 hours after they last wrote to you, you need an approved message template. Meta says review can take up to 24 hours. Start with a utility template you will genuinely use, such as an order confirmation or appointment reminder, with realistic sample values. Then:

  1. Send it to your own phone.
  2. Send it to a small group of customers who have opted in to WhatsApp messages from your business.
  3. Watch the quality rating on your channel before any marketing campaign.

If a template is rejected, why WhatsApp templates get rejected lists common reasons with fixes. Opt-in rules are covered in WhatsApp opt-in best practices.

A realistic timeline

WhenWhat happensDepends on
Day 0, first hourNumber connected through Embedded Signup; you can reply to customers and send approved templates at the 250 tierPortfolio access, number receiving the code
Day 0 to day 1First templates reviewedMeta review, up to 24 hours
Day 0 to about day 14Business verification decisionMatching documents and website; up to 14 business days
After verificationMeta reviews quality and may raise the limit to 2,000; display name becomes eligible for reviewTemplate quality
Following weeksAutomatic upgrades to 10,000 and beyondHigh quality and using at least half your limit over 7 days
From day 30Eligible to request an Official Business Account, if you meet the other conditionsVerification, approved display name, notability

Worked example (illustrative)

Arjun runs a coaching institute in Kota and wants to send class reminders and fee receipts. He connects a new number on a Monday morning, adds a payment method in INR and submits verification with the institute's GST certificate. Two utility templates are approved the same afternoon, and he sends reminders to the 180 students whose parents opted in at admission, comfortably within the 250 limit. Verification is approved the following week; after Meta reviews his messaging quality, the portfolio moves to 2,000, which covers all 1,600 enrolled students. Nothing in that sequence needed a developer.

Common blockers for Indian businesses

  • The number is still active on WhatsApp. Delete the account on the app or onboard with coexistence. Meta notes it can take up to 3 minutes for a deleted number to become available.
  • The portfolio admin has left. Only full-control admins can verify or connect; recover access before you start.
  • Name mismatch. The legal name on your GST certificate differs from what you typed. Use the legal name for verification and your brand for the display name.
  • Website on http or under construction. Fix HTTPS and broken pages before verification.
  • Expecting a badge. Neither the API nor verification gives a verified badge; see the WhatsApp blue tick explained.

Getting it through Broadchat

Broadchat is a white-label platform built on Meta's official Cloud API, sold through partners such as agencies and resellers, so many businesses use it under their partner's brand. Once connected, you get templates, campaigns, a team inbox, chatbots and a messaging wallet in INR, with the number's status, quality rating and messaging limit visible on the channel card. If you are an agency that wants to offer WhatsApp Business API access to Indian clients under your own brand, see the partner program.

Frequently asked questions

How long does it take to get WhatsApp Business API access in India?

Connecting a number through Embedded Signup usually takes under an hour, and you can send approved templates the same day at the 250 tier. Business verification can take up to 14 business days, and higher limits follow after that.

What documents are required for the WhatsApp Business API?

To connect a number you need no documents, only a Meta business portfolio and a number that can receive a code. For business verification, which unlocks higher limits, you need authority-issued documents proving your legal name and address or phone, such as a certificate of incorporation, GST certificate or Udyam registration, plus an HTTPS website.

Can a proprietorship or small shop get the WhatsApp Business API?

Yes. There is no minimum company size. A registered proprietorship with documents in its name and a simple HTTPS website can connect and verify. Small businesses should still check whether the free Business app covers their needs.

Do I need a GST number to get the WhatsApp Business API?

Not to connect a number. For business verification, a GST registration certificate is one of the strongest documents an Indian business can submit, but a certificate of incorporation, Udyam registration or similar authority-issued registration can also be used.

Is WhatsApp Business API approval guaranteed?

No one can promise it. Access to send messages comes from connecting through Embedded Signup, but business verification, display name approval, template approval and higher messaging limits are all Meta's decisions.
