Sub-resellers explained: running a multi-level WhatsApp partner network
For resellers who want to sign other agencies under them: how sub-reseller chains work on a white-label WhatsApp platform, a worked commission example, the controls you keep, and when a network is a bad idea.

In short
A WhatsApp sub-reseller is an agency that sells under you: it gets its own partner panel, brand and clients, and you set what it pays. On Broadchat each level sets the activation price its sub-partners pay per client per year, and keeps the difference above its own rate as commission, credited automatically. Networks work for resellers with a strong brand and support capacity in a region or industry; they fail when sub-resellers are recruited faster than they can be trained.
Key takeaways
- A sub-reseller runs its own clients and brand; you control its pricing, packages, wallet and access.
- On Broadchat, the commission on each client activation flows up the chain automatically, up to five levels deep.
- Your commission is the price you set for the sub-reseller minus your own rate; you cannot set it below your own rate.
- Sub-resellers multiply reach but also multiply support and compliance risk; train them before they sell.
- Commission is paid only when your main wallet and the sub-reseller's are in the same currency.
Once a reseller has a working product and a few dozen clients, the next question is often how to grow without hiring more salespeople. One answer is a network: other agencies, freelancers or regional partners who resell under you. A WhatsApp sub-reseller is exactly that, a partner one level below you in the chain, with its own clients and usually its own brand. This post explains how it works on a white-label platform, using Broadchat's model as the concrete example.
Sub-agencies are part of Broadchat's Enterprise partner tier (see pricing). If you are still setting up your first clients, start with how to start a WhatsApp reseller business instead; a network multiplies whatever you already do, good or bad.
How the chain works
The structure is a tree:
| Level | Example | What it does |
|---|---|---|
| Platform | Broadchat | Runs the software and the Meta connection; charges the top partner per client account |
| Top partner (you) | BrightReach, Jaipur | Sells directly and recruits sub-resellers; sets their prices |
| Sub-reseller | Udaipur Digital | Sells to its own clients under its own brand; may recruit further sub-resellers |
| Client | Sunrise Clinic, Udaipur | Uses the panel, connects its own number, pays its partner |
Every client still connects its own number in its own Meta business portfolio through Embedded Signup, at whatever level it is signed. The chain decides who sells and who earns, not who owns the WhatsApp account.
What you control as the parent
In the Broadchat partner panel:
- Audience → Agency: create a sub-agency with Add New Agency, see each one's wallet, status and last login, activate, deactivate or remove it.
- Audience → Agency → Activation Pricing: set the price each sub-partner pays per client per year, and see the commission you have earned.
- Billing → Currency & Pricing → Pricing Rule: special package prices for your sub-agencies and the channel conversation base rates they are billed.
- Their access to modules and packages, so they can only sell what you have trained them on.
The sub-reseller gets its own partner panel with its own branding, domain, plans, clients and support inbox. Its clients sign in on the sub-reseller's panel address and see its brand.
How commissions flow: a worked example
Each client activation (one per client per year of paid plan time) is charged to the main wallet of the partner that signed the client. Each partner above it earns the difference between the price it set for the partner below and its own rate. Suppose:
| Partner | Own rate per client per year (hypothetical) | Price set for the level below |
|---|---|---|
| BrightReach (top partner) | ₹1,000 | ₹1,400 for Udaipur Digital |
| Udaipur Digital (sub-reseller) | ₹1,400 | ₹1,700 for its own sub-reseller, Mewar Web |
| Mewar Web (sub-sub-reseller) | ₹1,700 | Signs clients directly |
When Mewar Web activates a client for a year:
- Mewar Web's main wallet is debited ₹1,700.
- Udaipur Digital is credited ₹300 (₹1,700 − ₹1,400).
- BrightReach is credited ₹400 (₹1,400 − ₹1,000).
- The platform receives ₹1,000.
All of it happens in one transaction, so the debit always equals the commissions plus the platform's share. The chain can go up to five partner levels. Two rules prevent surprises: a parent cannot set a price below its own rate (if the platform rate rises above it, the sub-reseller is charged the parent's rate), and commission is paid only when the parent's main wallet is in the same currency as the paying partner's.
This activation commission is separate from what each partner earns on its own clients: plan margins and the markup on messaging wallets, covered in WhatsApp API reseller pricing models and margins.
When a sub-reseller network makes sense
| Works well when | Struggles when |
|---|---|
| You have a known brand in a region or industry that smaller agencies want to borrow | You are still learning onboarding and support yourself |
| You have niche kits (flows, templates, sales scripts) others can reuse | Every client is a custom project |
| You can run regular training and review sub-resellers' first campaigns | Recruiting is the only growth plan |
| Sub-resellers bring clients you could not reach (another city, language or vertical) | Sub-resellers compete with you for the same clients |
Risks and how to manage them
- Compliance. A sub-reseller that sells bulk messaging to clients without opt-in damages those clients' numbers and, eventually, your network's name. Put the WhatsApp Business Messaging Policy, opt-in rules and a ban on unofficial tools into your sub-reseller agreement. Our post on official vs unofficial WhatsApp API is a good training handout.
- Promises. Sub-resellers under sales pressure promise green ticks, high limits and instant approvals. Give them a written list of what never to promise.
- Support load. Decide who answers what: the sub-reseller handles its clients' first-line questions; you handle escalations. Write it down.
- Pricing conflict. If a sub-reseller can undercut you in your own city, you are funding a competitor. Use Pricing Rule and activation prices to keep the economics sensible, and agree on territories or verticals.
- Wallet discipline. Each sub-reseller needs main wallet balance to activate clients. A sub-reseller with an empty wallet stalls its clients' renewals.
Setting up your first sub-reseller
- Pick one agency you already trust, ideally in a different city or vertical.
- Sign an agreement covering pricing, territory, support split, compliance rules and what happens to clients if the relationship ends.
- Create the sub-agency in Audience → Agency → Add New Agency, then set its activation price and any Pricing Rule.
- Help it brand its panel and connect its domain; the custom domain guide applies to sub-resellers too.
- Share your niche kits and sit in on its first two client onboardings.
- Review commissions and client health monthly in Activation Pricing and the client list.
One well-run sub-reseller teaches you more about scaling than ten signed on a promise. When you are ready, the partner program team can walk you through the Enterprise tier.

Frequently asked questions
What is a WhatsApp sub-reseller?
A partner one level below you that resells the same white-label WhatsApp platform to its own clients, usually under its own brand. You set what it pays and earn the difference between that price and your own rate.
How many levels can a sub-reseller network have on Broadchat?
Up to five partner levels in a chain. Each level sets the activation price for the level directly below it, and commissions flow up automatically when a client is activated.
Do clients of sub-resellers own their WhatsApp numbers?
Yes. Every client connects its number through Meta's Embedded Signup into its own business portfolio, whichever partner signed it.
When is commission credited?
At each client activation, in the same transaction that debits the sub-reseller's main wallet, provided your main wallet uses the same currency.
